Narrative Report on the Conduct of Synchronized Barangay Assembly
I. Pre-Assembly Activity
The announcement and memorandum was given during the regular Liga ng mga
Barangay Meeting on March 6, 2017. It was then that the MLGOO was invited and
announced the activity to everyone present. The MLGOO had instructed the
barangays on the topics needed to be discussed or presented during the barangay
assembly, particularly the SOBA, Committee Reports and other Programs and Project
updates in the barangay. It was raised then that the barangays would invite the
MLGOO, Municipal Links, and the PNP to attend the barangay assembly in order to
discuss some issues and concerns. Since there are 26 barangays in the municipality,
their request could not be entertained if the assemblies were conducted in the
synchronized fashion. It was decided that the assemblies would be conducted by
schedule so that the invited guests can accommodate the barangays and some
adjacent barangays chose to conduct their assemblies in tandem or by cluster with
the other barangays.
The schedule was conducted as follows:
March 23, 2017 – North Cadulawan
March 24, 2017 AM – Cadayonan, Maganding
March 24, 2017 PM – Panggao, Pantaon, Tamparan
March 25, 2017– Madaya
March 26, 2017 AM – Punong, Dalama, Lingcoan
March 26, 2017 PM – Pendolunan, Bacayawan
March 27, 2017 AM – Tagoranao, Lindongan
March 27, 2017 PM – Tambo, Sundiga Munai
March 29, 2017 AM – Poblacion, Balabacun, Ramain, Lininding, Taporug, Matampay
March 31, 2017 AM – Pantao, Lumba Bayabao, Pantao-A-Munai, Balintad
II. Assembly Proper
The assembly was conducted similarly to every barangays. The program started with
a prayer and the National Anthem lead by the religious leaders and brgy Secretaries
respectively. After which either the treasurer or the secretaries introduced the guests
invited and the program. Followed by the SOBA by the Punong barangays then before
the committee reports, it was followed by the presentation of the MLGOO on the
Department Message on Federalism and the some of the rationale behind the concept.
Then it moved on to the orientation of the MASA MASID Program followed by an
advocacy on Anti-Illegal Drugs. The discussion was then followed by the PNP
Personnel who discussed again on anti-illegal drugs and how to contact the police if
such an incident occurs in their area, as well as drug clearing operations they are
conducting. The PNP also announced their hotlines just in case the community needed
their assistance and other services they can offer. Lastly, it ended again on stressing
out the negativity on using and proliferation of drugs in the communities and preventing
entry of illegal drugs in the community and asking the residents for help on monitoring.

The municipal links announced on the 4Ps programs and other announcements.
During the open forum, most questions raised were on the 4Ps program, federalism
and how it differs from the current form of government as well as the benefits it can
offer, and criminality on the community. The people voiced out their support on the
campaign against illegal drugs. The program’s last part was on the committee reports
and it was followed by the closing message and words of thanks by the Punong
barangay. The average time for the conduct of the assemblies are about 2-4 hours.
The longest being the assembly on the 29th since there were more barangays joining
the assembly.
III. Post Activity
After the conduct of all the assemblies, the Liga conducted another regular meeting
where the MLGOO then collected the Attendance Sheets and programs for reporting
purposes. Since the assemblies were attended by the MLGOO himself, issues raised
were already taken notes of and reported. Only the attendance sheets were missing
since the attendance sheets weren’t finished by the time the program had ended for
some barangays. After which, the MLGOO reported through the cloud the details of
the assembly.
