RATIONALE
Improper waste disposal is one of the common problems that the barangays in the
Philippines are currently facing. Garbage that are not disposed of properly could lead to a lot of
problems in the community. Foul odor from the garbage may cause negative effects to the health
of the residents. Undisposed garbage may cause flooding because it can block the sewages or
canals of the community added to the fact that pests may colonize the area.
According to Davao Today (2019), an online news magazine, there is an increasing piling
up of garbage in the city, triggered by a growing population, public neglect of proper waste
disposal and lack of implementation of environmental ordinances. The group, Interface
Development Interventions (IDIS) Inc. said that based on the City Environment and Natural
Resources Office (Cenro) 2018 record, the city’s volume of waste generated averages 1,012 tons
a day but daily collection would only cover only 292 tons a day.
There are people living in a community that do not have any interest in cleaning their
garbage and never practice proper waste disposal. Without proper waste disposal, there will be
continuous piling up of garbage resulting to clogged canals and drainage eventually causing flood
water to overflow during heavy rains. Dumping of wastes in coastal areas pose a negative effect
on the environment eventually impacting the food chain. Hence, this now becomes everybody’s
problem. Even if we do not live in the slums, even if we are sheltered in gated communities, we
are very much affected because we use the same food chain as everyone else. Though our houses
are not infested, our subdivision canals are not flooded, still, we use the same road on a daily basis,
we eat the products from the sea and we breathe the same air. So, in one way or another, whether
we like it or not, we have to be involved in curbing out these problems in the community.
If we are able to catch the people’s attention on the importance of cleaning after their own
mess, then, probably, it will be a start of a new beginning, a much more involved community, a
better environment and a good legacy for the next generation.
If a community will practice proper waste management, it can avoid complications that
may harm the community. The proposed project (proper waste disposal; correct garbage
segregations; and cleaning one’s own generated wastes) could become the solution to the garbage
problem of the city. The community garbage rehabilitation scheme could start with one single
step. If we can help the community by adding trash bins that will help the people be reminded of
their responsibility in cleaning up the environment, then it would surely be a good start on our
advocacy to save mother earth.

PROJECT OBJECTIVE
The proposed project intends to provide 6 garbage bins to the community following the
thorough observation and understanding of their needs. However, the objective of the proposed
project is not only limited to this tangible outcome. It also aims to preserve the health and welfare
of both the people and the environment by preventing the adverse effects that might be caused by
the build-up of toxins and garbage in the community.
More importantly, it is also the goal of the proposed project to have a long-term impact to
the community. With this, a part of the implementation of the project is the conduct of symposiums
about proper waste management and disposal. Along with the garbage bins where the people of
the community will throw their trash, they will also be equipped with the knowledge of how to
properly segregate, reuse, and recycle their garbage. The project also anticipates that the
community will be aware of the positive effects of disposing and managing waste properly as well
as the negative effects of doing otherwise. In the long run, instilling the habit of proper waste
management and disposal to the people of the community will also restore the natural and diverse
ecosystem of the community's environment.
EXPECTED OUTPUT
Five Saturdays of service will be allotted to the community, the proponents anticipate the
following:
Around 6 new garbage bins are delivered to the community.
The said garbage bins are dispersed throughout the community and placed in
accessible areas.
Proper waste management and disposal symposiums are conducted with more than
half of community attending the said symposiums.
SUCCESS INDICATORS
The proposed project creates a positive change in the chosen community, which can
include behavioral changes from the community. The project is designed to share large scale
impacts to the community, as well as bringing long term benefits. The group expects to fulfill the
following after a specified time frame:
The community will have more organized segregation bins.
The community will start practicing proper waste segregation diligently.
The community is expected to continue practicing proper waste segregation.

ACTIVITIES AND STRATEGIES
To realize the objectives, the project will make use of the following activities and strategies:
● The group will do a fundraising activity to be able to fund this project.
● Coordinate with the barangay captain about the implementation of the project.
● Divide group members into subgroups to work in sourcing out garbage bins and making
recycling signage designs to label the new garbage bins.
● Conduct small symposiums about segregation in the community.
● Maintain the enthusiasm of the people to practice proper waste disposal.

IMPORTANT ASSUMPTIONS
From acquiring funds, obtaining materials, and following the plan at hand; during the entire span
of the implementation of the project, the group assumes the following:
Full participation of all the parties involved; the group members and the locals in the
community.
The transportation of the materials would be handled by the jeepney hired.
The use of PPE’s (personal protective equipment) in the cleaning of the canals to
minimize health-related hazards.
The use of the community’s covered court as a venue for the planned symposiums.
The majority of the community’s population is expected to attend the symposiums.
Garbage bins would be placed in key areas especially in the covered court and the
elementary school as these places are frequently visited.

The entire team is divided into four (4) committees with one facilitator, and one to two
members in each committee. The facilitators will be leading the committees that they are assigned
to, and they will ensure that their respective teams are functioning effectively and efficiently. The
members, on the other hand, are essential for the completion of tasks. They will be working hand-
in-hand with the facilitators for the success of the project. The Team Leader will be overseeing
these four committees. The Human Resources and Advocacy Team is in-charge of reviewing,
monitoring, and accommodating concerns from the entire team; they will ensure that the
advocacy/objectives of the project are met and they are also tasked to document the project. The
Public Information and Relations Committee is tasked to disseminate information to the entire
team, and they will facilitate the fundraising event of the project. The Budget and Management
Committee is involved in the allocation of funds and auditing; they will be handling financial
paperwork. The Logistics and Purchasing Committee will be managing and preparing the different
events involved in the project; they will also purchase the materials needed for the implementation
of the project.
MONITORING
In monitoring the project, the team will be updated with the feedback coming from the
assigned personnel on the specific aspect of the project. Each member will be designated to focus
on a specific aspect of the project such as the financial state, the production of the trash bins and
the communication between the team and the leaders of the community, and the documentation of
the progress of the project. The team leader will be tasked to facilitate a short meeting every
Saturday after NSTP. In the meeting, the member who is in charge of a specific task will be
assigned to report on the progress or any complications on that area of the project for the team to
be updated and decide on any necessary actions to be made and conduct the project more
efficiently. The team leader will also directly ask for the feedback coming from the leaders of the

community themselves to know their thoughts and concerns about the project, that will help the
team to enhance and adjust the action plan of the whole project proposal.

APPENDIX A: Community Profile
Background of the Community
The community is situated in Purok 6, Bago Aplaya, Davao City.
Current Facilities in the Community
Facilities such as the barangay hall, a covered court, and an elementary school are
conveniently accessible to the citizens. Other facilities such as the police station and the health
center are around a five-minute jeepney ride away from the community. The presence of barangay
tanods is also advantageous for their safety. Programs by the government in partnership with their
barangay such as medical check-ups, vaccinations, etc. are also being conducted there. Local
organizations like women's organization who promotes health and cleanliness are also present.
Health Information
The citizens had experienced a lot of coughing and fever during the rainy season, especially
the younger ones. According to an interviewee, this might be caused by their weak immune system
and how they take care of their health. They also suffered from a dengue outbreak, which in
response, the authorities conducted the fogging process to prevent the further spreading of the
virus in the community. This was said to be a turning point for the citizens wherein the importance
of keeping the community clean and healthy was emphasized. Moreover, the community’s health
care facility has held an anti-polio vaccination, deworming program, and feeding program. Most
of their programs are intended for children since they are more likely to be susceptible to diseases.
Socio-cultural Information
The people in the community came from different places but most of them are Bisaya,
speaking the Cebuano language, and practicing the Bisaya culture while some residents are Waray.
There are also a few residents whose mother tongue is Tagalog.
Political Information
An interviewee believes that the politics in the community has been said to be influenced
by a ‘palakasan system’ wherein some officials favor those who are close to them, which is unfair
to all the other members of the community. However, some believes that the government officials
are doing their best to attend to their needs and concerns in the barangay. Being ruled by their
barangay captain, an interviewee says that the community is handled and managed well.

Socio-economic Information
Each family in the community have their own livelihood. Some of them have sari-sari
stores which help them sustain their everyday needs while most of the people are employed in
companies in the city proper. An interviewee mentioned that he was a former taxi driver, and that
some of the teachers that work in the nearby school also live within the community. Despite having
sources of income, it is not enough for some families especially when family members get sick.
Yet, the community can be considered a developing community. Many projects are being
implemented and the community members work hand in hand to achieve their goals in the
economic aspect.
Religious Information
The community is composed of people coming from different religions but most of them
are Catholics who are active members of the Gagmay'ng Kristohanong Katilingban or GKK which
is the basic ecclesial community of the Catholic Church. The GKK conducts several regular
activities which involve its members and sometimes, it collaborates with the purok. An interviewee
mentioned a nearby church in which they attend mass but the interviewee also noted that there are
some that do prayer and worship within their homes. Some other citizens are Muslims and
Christians and despite having different religions, they still understand each other. They know how
to respect each other and they consider their neighbors as family.
Other Needs of the Community
According to an interviewee and from what we have observed, the cleanliness of the
community is the major area to be improved. They need a clean canal. Their canal is very narrow
and dirty which results to some bad effects such as flooding and increase of dengue cases in the
community. Additionally, they also have a trouble in cleaning their places since there are
insufficient amount of garbage bins found in their area. Another interviewee also opened up that
their unfinished basketball gym concerns him. This project was proposed and was put into action
last year but there was a sudden stop to the construction process.

APPENDIX B: Fundraising Plan
This portion indicates the methods used in obtaining funds. It also indicates the range of
time in which these activities are set to be accomplished.
Sweet Totes
The proponents will be selling baked goods and tote bags to raise a specific amount of
money for the implementation of the project. To accomplish the said goal, the proponents will
follow these steps:
Baked Goods:
1. Selected members of the white team will buy the ingredients and will bake the crinkles.
2. Selected white team members will sell the crinkles.
3. The team will continue to sell the crinkles until the group will reach the targeted amount.
Tote Bags:
1. Selected members of the green team will be in charge of ordering the tote bags.
2. Selected green team members will be in charge of selling the tote bags.
3. The team will continue to sell tote bags until the group will reach the targeted amount.
