THE ENHANCEMENT OF RUNWAY CAPACITY
AT I GUSTI NGURAH RAI INTERNATIONAL AIRPORT – BALI
1. General
1.1. Air Traffic has been increasing continuously every year and almost reach maximum number
of runway capacity at I Gusti Ngurah Rai International Airport Bali.
1.2. Related to those situation, I Gusti Ngurah Rai International Airport aimed to enhance
Runway Capacity for ensuring safe,orderly, efficient and harmonized air traffic flow in Bali.
1.3. The objective of this AIP Supplement is to inform pilots about the runway capacity
enchancement through establishment of Runway Occupancy Time (ROT) and several
procedures at I Gusti Ngurah Rai International Airport – Bali.
2. Implementation Date
This AIRAC AIP Supplement will be effective on April 25th 2019.
3. Description
3.1. Runway Occupancy Time (ROT)

3.2. Speed Restrictions
3.2.1 Pilot are requested to adjust maximum aircraft speed as follows :

3.2.2 Pilot unable to comply with the speed specified, should inform ATC as soon as
possible and state preferred speed so that alternative action can be taken.
3.3. Departure Procedures
3.3.1. Pilot shall request ATC Clearance to Ngurah Ground Control on initial contact at least
20 minutes before EOBT;

3.3.2. Pilot will receive FL230 or FL240 as cleared level to aircraft with intended level above
FL245;
3.3.3. ATC Clearance cancelled under the following circumstances :
3.3.3.1 On expiry of the 15 minutes after EOBT is unable to pushback, except caused
by density of traffic;
3.3.3.2 After pushing back the pilot advices that it is returning to parking stand, or;
3.3.3.3 After pushing back experience a technical problems and unable to continue
taxiing within 5 minutes and aircraft should return to parking stand.
3.3.4. Pilot unable to comply with the time EOBT specified, should inform ATC as soon as
possible.
3.4. Push Back & Start Up Procedures
3.4.1. Aircraft shall be completed pushed back within 3 minutes. At the end of the pushback,
the departing aircraft must be ready to taxi, unless otherwise instructed by ATC.
Note : The first pushing back aircraft may not be the first aircraft for taking-off refer to
aircraft stands position on the apron taxiway;
3.4.2. Aircraft shall request the clearance for pushback within 15 minutes before and after
EOBT;
3.4.3. If required due to technical reasons a start-up may be approved while aircraft at
parking stand. Maximum idle power;
3.4.4. B738 Max and A320 Neo shall start idle power on the gate first before pushback.
3.4.5. Pilot unable to comply with this procedure should notify ATC as soon as possible for
further instructions;
3.4.6. Cross bleed start shall be informed before pushback.
3.5. Taxi Procedures
3.5.1. Aircraft taxiing on the taxiway will be regulated by Ground Control to avoid or reduce
possible conflict and will be provided with traffic information and alerting service. ATC
shall apply taxi clearance limits whenever necessary;
3.5.2. Aircraft taxiing are reminded to always use standard taxi speed when manoeuvring
on the apron taxiways to other parts of the aerodrome. Except it is instructed by ATC
for efficiency flow of traffic;
3.5.3. Pilot should check the aerodrome chart. When confused, stop and contact ATC for
further instructions;
3.5.4. The taxi routing used by aircraft taxiing for departure will be specified by ATC. The
issuance by ATC of a taxi route to an aircraft does not eliminate the pilot-in command
responsibility to maintain separation with other aircraft on taxiway area;
3.5.5. Contact TWR while approaching RWY holding position.
3.6. Take Off Procedures
3.6.1. When aircraft reach on short of runway in use, Pilot shall ready for departure without
delay on line up clearance given by ATC;
3.6.2. Upon receive of line-up clearance, pilot shall ensure able to taxi into line up position
as soon as the preceding aircraft has commenced either it is taking off roll or landing
run;
3.6.3. Pilot shall complete all mandatory pre-departure checks before entering the active
runways for take-off immediately upon receive a take-off clearance;
3.6.4. When the aircraft is issued with a line-up and take-off clearance at the runway holding
position, pilot should follow guidance and initiate an immediate take-off in one
continuous movement within 100 seconds or less;
3.6.5. For efficiency ATC may instruct the pilot for taxi and line up behind departing or
arriving traffic. Pilot shall maintain visual contact with preceding traffic;

3.6.6. Take Off from intersection during low traffic density. Pilot may request take off roll
from intersection taxiway, the details of intersection taxiways and the runway length
available for the appropriate runway is described on table below :

3.7. Arrival Procedures
3.7.1. Pilot shall ensure that they have completed an early review and through briefing of
airport and runway layout before starting the approach, the runway exit point that will
allow minimum runway occupancy shall be nominated during the approach briefing;
3.7.2. The aim should be to achieve a normal touchdown with progressive smooth
deceleration to exit at a safe speed at the nominated exit point;
3.7.3. Exit taxiway will be instructed by ATC after landed. If any potential conflict on the
Ground or for efficiency reason, exit taxiway information will be given at final stage;
3.7.4. Aircraft vacating the runway-in-use should not stop on the exit taxiway until the entire
aircraft has passed the runway holding position;
3.7.5. Pilot unable to comply with these requirement/request should notify TWR as soon as
possible;
3.7.6. Details of the locations of Rapid Exit Taxiways with respect to threshold, angle of exit
taxiways with runway in use are described in table below :

3.8. Low Visibility Procedures
3.8.1. During low visibility conditions, a landing or a taxiing aircraft is requested to report
when a runway has been vacated. Report shall be made when the entire aircraft is
beyond the relevant runway-holding position;
3.8.2. At the intersection of taxiways, aircraft on a taxiway not permitted to hold closer to
the other taxiway than the holding position limit defined by a clearance bar, stop bar
or taxiway intersection marking when low density traffic on ATC discretion;

3.8.4. Weather Minima for IFR take off
3.8.4.1. For aircraft, other than helicopters, having two engines or less 1 statute mile
(1.6 km) visibility;
3.8.4.2. For aircraft having more than two engines ½ statute mile ( 800 meters)
visibility;
3.8.4.3. For helicopters ½ statute mile (800 meters) visibility.
3.8.5. Weather Minima for VFR take-off and landing
Ceiling 1000 feet
Visibility 4800 meters
3.8.6. If pilot able to take off under below minima visibility, take off alternate aerodrome
should inform.
3.9. The layouts are depicted on attachment.
4. Change and Cancellation
4.1. Any changes of the information in this AIRAC AIP Supplement will be notified through
NOTAM or superseded by other AIP Supplement.
4.2. This AIRAC AIP Supplement will be cancelled when all information are incorporated into
part of AIP.
