FLAGMAN / LOOKOUT REQUIREMENT


Flagman / Lookout Requirement during Typical Traffic Movements

Flagman is a person who provides temporary traffic control. He shall be trained and
competent to carry out his duties in accordance with the Flagging Guideline and shall be
familiar with the signs and signals used for warning and guiding all road users.

Lookout is a person who provides guidance to a driver/operator of a light and heavy vehicle
being reversed or maneuvered in an area which is not clearly visible to the driver through
windscreen, mirrors and reverse camera. The driver and lookout will coordinate through
clearly defined hand signals that are understood to both. Lookout will position himself at a
place from where he is visible to the driver directly or through mirrors. Lookout will not
operate from a hidden position, at front, sides or behind the vehicle. In case of ambiguous
signals by lookout, driver will immediately stop the vehicle and will only continue when
clarification has been obtained.
Movement of heavy vehicles / equipment without lookout / flagman has been observed at
rigs. There is possibility of any mishap without having lookout during normal or rig up / rig
down operation.

Reversing / Manoeuvring of Vehicle in Narrow Space:

1. While reversing heavy or even light vehicles in narrow places, a ground guide / lookout to
be used.
2. It is the responsibility of the driver to completely evaluate the maneuvering / reversing
space. Lookout is expected to provide support.
3. Lookout should be stationed at a place where he is visible to the driver.
4. Eye contact to be maintained between the driver and lookout.
5. Pre coordinated and understood signals to be used.
6. Windows to be rolled down before reversing in order to clearly receive verbal caution if
required.
7. Reverse or forward maneuver should be done in slow speed.
8. Both mirrors to be scanned constantly while reversing.
9. Reversing more than required should be avoided.
10. Vehicle to be parked in reverse so that the first movement is forward.
