The port visit helped us in combining classroom theoretical knowledge with practical
experience at the site. The two-day visit gave us a boundless understanding of port operations.
The insights gained really helped us understand the port operations and jewellery
manufacturing. This will surely help us in both our personal and professional growth.

Day 1: Visit to Haldia Port
City of Haldia and Haldia Port
Haldia is a city in Purba Medinipur in the Indian state of West Bengal. It is the major riverport
and industrial belt located approximately 125 km southwest of Calcutta near the mouth of the
Hooghly River, and one of the distributaries of the Ganges. The population of Haldia in 2011
was 200,762.
Haldia, a major trade port for Calcutta (Kolkata), intended mainly for bulk cargoes. This
industrial city has several major factories, including from South Asian Petrochemicals Ltd,
Indian Oil Corporation Limited (IOCL), Exide, Shaw Wallace, Tata Chemicals, Haldia
Petrochemicals till Hindustan Lever, and in addition to various light industries. The port has
also attracted Major International Petrochemicals Companies, like Mitsubishi Chemical
Corporation (MCC) which has the Second Largest Terephthalic Acid Producing Plant
in Haldia.
Township is bordered by the Haldi River, an offshoot to the Ganges River. The riverside in
Haldia is a favourite destination for residents and one can see people strolling down
the riverside during the evenings. There was a time where a catamaran service used to operate
from Kolkata to Haldia, but was withdrawn due to its high price and a decreasing
number of passengers.
Indian coast guard DHQ 8 (Headquarters for West Bengal) is also located at Haldia. There is
also a facility of hover port to house four of the eighteen hovercrafts belonging to the Indian
Coast Guard. They (Indian Coast Guard) also have pontoon jetty to berth fleet of ships, two fast
petrol vessels, one inshore petrol vessels, and one small craft which is based at Haldia.
However, basing of these vessels at Haldia needs to be evaluated in terms of usefulness owing
to the location and time required to reach sea from Haldia.
Upcoming projects and developments
➢ Haldia will be declared as first "green port" in the country for using bio-diesel in its
operation
➢ Major Kickstart of the construction of a multi-modal transport hub at Haldia
➢ A Vessel Traffic Management System at Dadan Patra Bar near Mandarmoni
➢ Lease for 141 acres to various private, government organizations entailing an
investment of around Rs. 5,350 Cr. is to be provided.
➢ Haldia Development Corporation will hand over 51 acres to Inland Waterways
Authority of India (IWAI) to set up an inland waterway’s hub. It will be set up with
financial assistance from the World Bank.
➢ Haldia Development Corporation will hand over 20 acres on lease to Indian Oil
Corporation Ltd for expansion of its refinery soon
➢ Emami Agrotech Ltd, will commission a 400 ton-per-day (TPD) edible oil refining
capacity in near years
➢ BPCL will also be given 45 acres
➢ Exide will be authorised of 5 acres
➢ 9 acres will soon be allocated to Aegis Logistics Ltd. to expand its existing tank farm
➢ A transfer agreement with Jindal ITF is on track for trans-loading and movement of
dry bulk cargo along the river Hooghly through Haldia Port
➢ Ambuja Neotia City centre Mall has already in construction in the City Centre area

Our Visit Details
At first, there was a brief presentation by Port Authorities where they told us about the
history of the port, the location, and how the vessels enter and exit the riverine port, the
problems the port have and how they are moving forward and in what way. We learnt about
how Haldia port – as a dry bulk handler – was working towards better efficiency.
The presentation gave a detailed description about how a vessel enters the port and how
different stakeholders get involved at various points to get the vessel from Bay of Bengal to
one of the berths at the port. If the ship is too large to enter the river, then smaller vessels
offload the cargo stage by stage and bring it to the dock. The large ship is positioned at a
fixed point on the Bay of Bengal.
We were also told about the various jetties, the port authorities are building, to handle higher
load as the lock entrance to the berths limits the cargo handling capacity of the port
After the presentation, we were taken to the Lock Gate and were given a brief as to how it
functions and how ships enter and exit through the gate. The main problem Haldia faces is
the depth of water as it is a riverine port. Schedule of Tides govern the entry and exit
process.
Then we were taken to the berthing area. Haldia Port has 13 berths in total. The average
turnaround time for a ship is about 3-4 days.

Day 2: Visit to Manikanchan SEZ
The ultimate destination for manufacturers, businessmen and entrepreneurs in the field of
Gems and Jewellery -- Manikanchan, the Gem & Jewellery SEZ promoted by WBIDC, is the
first Greenfield Special Economic Zone to be operational in India.
Units located in the Park always enjoy the status of an offshore unit, a host of financial and
non-financial benefits and a simplified procedural regime throughout the year.
The SEZ units have world class infrastructure supported by a host of service providers for
hassle free operations. Since it is a duty-free enclave and has a foreign territory status, both
the Central and the State Government provides a large number of incentives and facilities.
Park Information
After completion of all phases, the Park will have a total built-up area of 5,50,000 sq ft. with
2 Standard Design Factories (SDF) and a Common Facility Building (CFB).
It was Inaugurated in November 2003, and several units are manufacturing and exporting
from the Park since July 2004. The Phase 1 consists of

➢ One service building housing a budget canteen, worker’s health care center and
crèche complete with all requisite infrastructure.
➢ All facilities add up to almost 200,000 sq ft
➢ The SDF is a seven storied building with modules in various sizes of 165 sq m, 325
sq m and 465 sq m.

Day 3 - Guest Lecture by Mr. Subrata Mitra and Mr. Mannu Chaudhuri
On 25th September 2019, there were two guest lectures. The first lecture on custom procedure
was taken by Mr Subrata Mitra, Assistant Director, NACIN, Kolkata and 2nd on Freight
Forwarding Operations by Mr Mannu Chaudhuri, Director, M. K. Agency, Kolkata
In the first guest lecture, Mr Subrata Mitra talked about various custom procedures needed while
importing and exporting any good. While importing documents are checked thoroughly. These
documents include the bill of lading, commercial invoice, import license, insurance, packing
bill, letter of credit etc. Apart from this, goods are checked if they fall under restricted items or
not. If all the documents are satisfactory then goods are allowed to be transported further. The
same procedure goes with exported goods. He also talked about recent developments in
clearance procedures how many approvals are handled online which has improved
efficiency and approval process.
In the Second guest lecture, Mr Mannu Chaudhuri talked about freight forwarding process
which includes export haulage, item checkpoint, export customs clearance, import customs
clearance, destination arrival and handling, export haulage. There are specific companies which
handle this process. They understand international trade, know the regulations, and also
facilitate the act of shipping on behalf of a company which is shipping its goods throughout the
world. These firms employ agents in command of law and regulations, people who know how
to handle the paperwork and the shipping and receiving logistics. They handle everything from
cargo manifest to insurance claims and might even ship items based on internal bill of lading
distinct through the company’s paperwork.
Conclusion
The visit was rich with knowledge in port operations and the various other industries
supporting the port activities. Haldia port has immense potential to grow with the
development of industries in the nearby SEZ, the recent role changes of the customs authority
from enforcer to facilitator, we can see the growth in volumes and revenue from various
zones and various other countries.
