Officials

According to Republic Act Numbered 10742 or commonly known as the SK Reform


Law, Sangguniang Kabataan officials are the one who is assigned to formulate the
Comprehensive Barangay Youth Development Plan (Chapter II, Section 8)

The Comprehensive Barangay Youth Development Plan or CBYDP is the ultimate plan
of SK officials for this is where they will base their activities, programs, and projects
including on how will they operate for entire term of office.

It is said on RA 10742 Chapter II Section 08 that the CBYDP must be aligned with the
Philippine Youth Development Plan. This PYDP is a nationwide scope of prescribed
programs, activities, and projects for all youth-related institutions. But what is PYDP?
Take a look at the following details;

WHAT IS PHILIPPINE YOUTH DEVELOPMENT PLAN 2017-2022?

The PYDP serves as the guiding framework for a unified action among the youth and
youth-serving groups, agencies, and other institutions in the pursuit of youth economic
and social responsibility

It defines the duties, obligations and accountability of the national and local governments
to address the economic, social, cultural, civil, and political rights of the youth.

WHY IS THERE A NEED FOR THE PYDP 2017-2022?


The PYDP enjoins all state duty bearers at the national and local levels to maximize the
participation of the youth in nation-building as both responsible citizens and deserving
beneficiaries. Ultimately, it informs other development partners of the rewarding social,
economic, and ethical opportunities of fully engaging the youth in their respective
programs.

The National Youth Commission in line with its mandate “sole policy-making
coordinating body of all youth-related institutions, programs, projects, and activities of
the government” (Republic Act No. 8044), is the main proponent of the PYDP.

YOUTHAGENDA

HEALTH

· Ensure youth participation in healthy living and the prevention of accident and injuries

· Strengthen youth participation in responsible in sexual and reproductive health

· Address and mitigate youth participation in non-sexual risk-taking behavior and;

· Address psychosocial concern

EDUCATION

· Increase and improve youth participation in education and;

· Improve educational quality and performance

ECONOMIC EMPOWERMENT
· Optimize youth participation in labor force

· Stop youth participation in vulnerable employment

· Promote youth participation in entrepreneurship activities; and

· Strengthen youth participation in employment enrichment support system

SOCIAL INCLUSION AND EQUITY

· Promote the pro social participation of youth in specific needs; abused, neglected, and
exploited as well as street youths

· Maximize participation of youth with disability in society

· Promote the participation of indigenous people in the society

· Strengthen equal and equitable participation across genders (to address violence against
women, job discrimination, LGBTQ+ concerns, and gendered environment and attention
rates.

PEACE-BUILDING AND SECURITY

· Strengthen youth participation in promoting peace and order

· Optimize youth participation in peace process and promote the access of youth in
conflict-affected areas to education and economic opportunities.

· Promote the pro social participation of youth offenders delinquent youth, and youth in
conflict with the law;

· Promote the pro social participation of drug-dependent youth; and


· Protect the youth from violence in situations of armored conflict and from human
violations, ensuring the protection of youth from radicalization to violence and violent
extremism and facilitate integration, healing and reconciliation of former youth
combatants.

GOVERNANCE

· Ensure universal participation in the Sangguniang Kabataan

· Ensure universal participation in (non-SK) local and national elections; and

· Promote youth participation in government and bureaucracy

ACTIVE CITIZENSHIP

· Strengthen enabling mechanism for youth organization and participation; accreditation,


awareness and assistance

· Engage the youth in preservation, safeguarding, development, promotion of Philippine


Culture and arts; and

· Inculcate volunteerism through the academe and community engagement and develop
traits of social awareness and responsibility among youths.

ENVIRONMENT, WITH ACTIVE CITIZENSHIP

· Strengthen youth participation in environment activities, environment protection,


biodiversity conservation, climate change mitigation and adoption, smart cities, disaster
risk reduction and management; and
· Promote environment-friendly practice among the youth; waste management and
pollution control, resource conservation and environmental protection and reduction and
management of climate and disaster risks

GLOBAL MOBILITY

· With education: Promote youth participation in cross-border exchanges

· With active citizenship: Promote youth participation in cross-border social relevant


activities

· With economic empowerment: Support youth participation in cross-border economic


activities

· Address cross-border youth trafficking
