Terms of Reference
Name of Position: Legal Advisor

Employment Type: Contract for one year (extendable)

Location: PEC HQ Islamabad.

Remuneration: Negotiable based on experience and qualification


starting from Rs. 150K to 300K

Age Limit: 35 – 63 at time of closing date of applications

Reports to: Chairman PEC

Qualification: Bachelor/ Master degree (16 years) from recognized


university/ institute or equivalent.

Certification/ Publication/ Memberships: In National and International


organization or institute will be considered value added.

Skills
 Language: Excellent written and oral communication skills in Urdu, English.
Command on additional languages will be beneficial.

 Strong organizational and interpersonal skills, ability to meet deadlines and to


manage tasks effectively and efficiently, ability to take initiative and be
innovative.

 Working knowledge of relevant computer software such as MS Office,


electronic mail procedures.

 Having legal interpretation skills while presenting/analyzing/evaluating the


relevant legal cases of PEC.

 He should be well conversant with the relevant law of land.

 Establishing and maintaining effective public service and professional


networks.

Experience
 Minimum 12 years’ post qualification, relevant experience with proven track
record in relevant field while establishing at least two referred precedence as
per job description.

 The candidate preferably have the relevant qualification and experience with
accreditation and certification from relevant organizations locally or
internationally.

 Has established record of reasonable success of legal cases.

 He should not contest any legal forum against the interest of PEC.

Job Description
Role:

Provide legal assistance for smooth and effective legal Frame work of PEC and
implementation of its Rules and Regulations .Timely reply and compliance of
court orders while projecting the image of PEC and its chairman.

Representing and defending the PEC and its chairman before the Courts of Law
including but not limited to Magistrate/ Civil/ Labour Courts/ Tribunals/
Sessions/ All High Courts of Pakistan as the case may be/ Federal Shariat Court/
Supreme Court for the cases filed by the client against Consultants/ Contractors/
Suppliers/ Sub-Contractors/ Employees etc. or vice versa.

Interact on behalf of the PEC with relevant federal and provincial government
authorities as and when required with regard to corporate/ contractual/
commercial/ procurement/ transactional/ regulatory/ employment/ intellectual
property/ banking and other legal matters.

Duties and Scope:

 Draft and implement PEC Legal Strategy and provide advice on the
organization’s strategic directions.

 Providing legal advice to the Chairman across the range of the


Department’s legal interests, risks and obligations.

 Real time monitoring of the day to day activities going in the perspective of
the PEC in different Court of laws and providing timely input for the
preparation of the defense replies creating a positive impact of PEC
similarly proper reporting be prepared for onward transmittal to media for
rational of the matter.

 Providing assistance legal vetting of the ongoing activities inside the PEC
for the formation of the rules and regulation of the ongoing activities of the
PEC affairs when and where required.

 Working with the Legal Department to quality assure the work of both the
internal department and external service providers.

 Building understanding of legal issues, risks and obligations through


advice, communications and training.

 Helping to ensure appropriate legal policies and practices are in place to


manage the legal obligations and legal risks of PEC effectively.

 Ensuring that professional best practice is achieved and maintained.


 Negotiate and reply legal notices and help the PEC in sorting out issues out
of courts through Alternate Dispute Resolution (ADR) mechanism.

 Providing legal assistance in Dispute Resolution at International/ National


Forums as and when required.
