MESSAGE
Greetings of peace!

I am pleased to present the 2014 State of Barangay report which contains the
performance of Barangay Pinya in the four (4) aspects of governance, namely,
Administration, Social Services, Economic Development and Environmental Management
(ASEE).

The report serve as the basis in the formulation of programs, projects and activities
geared towards a more effective and efficient delivery of services to the constituents. It is
also a reference in crafting the Barangay Agenda as embodied in Barangay Development
Plan.

It also aims to strengthen the partnership of the Barangay with National Government
Agencies (NGAs) higher Local Government Units (LGUs), Non Governmental Organizations
(NGOs) and other stakeholders as it presents a vivid picture of the development condition of
the barangay. Above all, it aims to increase the awareness of the residents on the State of
the Barangay, so that they become more involved and participative in barangay affairs.

Above all, my sincere/ heartfelt gratitude to the Department of the Interior and Local
Government (DILG) in coming up with a Barangay Governance Performance Management
System (BGPMS) which paved way to the formulation of this report.

Brief History of the Barangay

BARANGAY PINYA was created a separate barangay along with the Municipality of
Diadi on June 17, 1967. It was named after a peculiar and old looking plant with a
sweet yellow fruit called “PINYA”

It composed of seven (7) Puroks and three (3) of these has a definite name: Purok
IV – Bascaran, Purok V – Silinan, and Purok VII – Catarawan.

It is populated with Ilocanos, Ifugaos and some are Bicolanos. Agriculture is the
main source of livelihood

Generally, the barangay had garnered an overall performance of average of .58 or

an Performance level of 3 (color Blue). The barangay needs minor reinforcement in
regard to the barangay’s compliance to the minimum requirement of the 1991 LGC
and other Laws.Despite the rigorous processes in the implementation of the
different programs and policies for the barangay, several issues/deficiencies were
detected which needs necessary improvement.

On Administration, an average rating of .75 which indicates a Excellent

Performance. Some of the contributory factors that attributed to the rating were
compliance to the minimum requirement in its service area except other services
that needs improvement.

On Social Services, we are rated an average of .59 which indicates Performance

Level of 3. The barangay needs minor reinforcement with regard to the compliance
to the minimum requirement as embodied under LGC and other pertinent laws.

On Economic Development, the barangay got an average of .29 or Performance

Level of 2 which point out the barangay should excert effort for the implementation
of services area under the Entrepreneurship, Business and Industry Promotion

Also rated is how the barangay needs minor reinforcement in Environmental

Management under the Service Areas of Natural Resources Management and
Waste Management and Pollution Control where it garnered an average of .68 or
performance level of 3.

III. Report Findings

I. Administration
The barangay administration is one of the crucial and essential functions of the barangay. It covers the following
nine (9) service areas: Barangay Legislation, Transparency, Citizens Participation, Development Planning,
Revenue Generation, Revenue allocation and Utilization, Financial Accountability, Facilities and Customer
Service, and Human Resource Management and Development
 BARANGAY LEGISLATION

Legislation is the heart of governance. This is the foundation of effective implementation of laws which leads
to a better management and development of the LGU.

One of the basic functions/roles of the Sanggunian is the enactment of ordinances and adoption of
resolution. This process is called legislation. In order to formulate good ordinances/resolutions, there is a need to
have proper structure and processes. A monitoring process is also needed in order to check the implementation
of ordinances.

of .90 or Performance Level of 4. This rating is attributed to the absence of Legislative Tracking and
Monitoring System which aids in determining the effectiveness of legislative measures enacted, adopted
and passed.

 TRANSPARENCY

Public trust should always be given priority by the barangay officials. It is important that the constituents are
informed and aware of the operation of the barangay affairs. This could be done if the barangay is open in all its
transactions and operation

and doing their duties and responsibilities when it comes to transparency.

 CITIZEN’S PARTICIPATION

The involvement and participation of the different stakeholders is very important especially in voicing out their
sentiments and aspirations for the barangay. Their inputs are also important during planning and formulation of laws.

Citizen’s participation is one of the important aspects of governance; this is a manifestation that supreme power
is lodge to the citizens/people.

Barangay officials and various sectoral representatives’ work together to chart the future development of the
barangay and address relevant problems and concerns affecting the community. This is the venue to present the
number and kind of projects/activities for which the barangay funds will be spent and its potential benefits for the
community.

According to the indicators contained in the data capture form of the BGPMS, the following are the gathered

indicators or weighted average of .69 Performance Level of 3. The barangay shall exercisefuctions as
mobilizing peoples participation in development efforts.

 REVENUE GENERATION

A law exercise by the Sangguniang Barangay to impose the collection of taxes, fees and charges or
generate revenues. The Code allows the barangay provide other sources of funds for development projects that will
benefit the barangay residents.

Of the 5 indicators under service area of Revenue Generation, Barangay Pinya obtained 2
indicators or weighted average of .40 or Performance Level of 2. This is attributed to lack of fund raising
activity which improved revenue generation thru sourcing out fund for development projects that will benefit
the barangay residents, lack of generated barangay economic enterprise and updated Barangay Revenue
Code.

 RESOURCE ALLOCATION AND UTILIZATION

Compliance to mandatory allocations of the barangay ensures that the vital service functions are funded and
relevant activities are implemented. This would reflect the priority development concerns of the Sangguniang
Barangay in terms of allocations at the beginning of the fiscal year.

Further, actual expenditure figures will confirm whether or not the budgetary allocations have been spent for
the service functions intended during the budget preparation.

barangay is doing well in terms of fiscal accountability.

effectively and deliver basic public services to barangay residents and the efficiency or inefficiency of the barangay

This is the framework for helping barangay officials develop their personal and organizational skills,

II. Social Services

The Barangay being the smallest political unit plays a very important role in the delivery of basic services to
its constituents as provided in the Local Government Code. There are three services under this performance area
that measures if the barangay’s program, project and activities are in harmony with the LGC. The 3 service areas are
Health and Nutrition, Education, Culture and Sports and Peace, Security and Disaster Preparedness.

 HEALTH AND NUTRITION

Health is wealth. This is the reason why most officials prioritize health and nutrition services. Although higher
LGUs such as the province and municipality provide health and nutrition services, the barangay also is being
mandated to delivery basic health and nutrition services to its constituents.

III. Economic Development

Achieving a good economic condition in the Barangay is the key to having a batter or improved
standard of living to both constituents and officials. This can be done through establishing livelihood programs,
more employment opportunities and other ways of increasing income of the people/constituents. This refers
also to economic institution and policies that should be in place to facilitate efficiency, equity, and productivity
of economic governance. It includes Agriculture and Fishery Development, and Entrepreneurship, Business
and Industry Promotion

V. Conclusion
As the Barangay Pinya has done its part for a better governance, it adopted a
devised mechanism to keep track the LGU’s productivity and performance which is
geared towards the promotion of growth and socio-economic development for the
constituents.

Management System which is a self assessment tool to measure the capabilities
and limitations in the delivery of essential public service.

CREATING THE BARANGAY GOVERNANCE PERFORMANCE

MANAGEMENT SYSTEM (BGPMS) BARANGAY ASSESSMENT TEAM

WHEREAS, the barangay is the basic political unit that serves as the
primary planning and implementing unit of government policies, programs
and projects and activities of the community, and as a forum wherein the
collective views of the people may be crystallized and considered, and
disputes may be amicably settled;

WHEREAS, the planning and implementation of these activities needs

effective mechanism as basis for an effective and efficient governance;

WHEREAS, the Department of the Interior and Local Government is

the primary agency of the government that assists local governments
towards effective and efficient governance;

WHEREAS, the DILG is implementing the Barangay Governance

Performance Management System (BGPMS), a program that seeks to assess
the delivery of services and accomplishments of the barangay in relation to
their mandated functions;

WHEREAS, Barangay Pinya recognizes the importance of BGPMS in
the achievement of its goals and aspirations;

NOW THEREFORE, I, Hon. Dennis B. Bay-ong, Punong Barangay of

Barangay Pinya, Municipality of Diadi, Nueva Vizcaya, by virtue of the powers
vested in me by the Local Government Code of 1991 and other existing laws,
do hereby order:

Section 1. CREATION. The BGPMS Barangay Assessment Team is

hereby organized to be composed of the following:

Section 2. FUNCTIONS. The committee shall perform the following

functions:

1. Coordinate closely with the DILG Municipality Office on the project

implementation;
2. Gather data using the data capture form (DCF);
3. Ensure accuracy of data gathered;
4. Assign point score using the BGPMS Scaling System;
5. Analyze the assessment result;
6. Prepare and present the State of Barangay Governance Report to the
Sangguniang Barangay and the Barangay Development Council(BDC) ;
and
7. Furnish one copy of SBGR to the DILG Municipal Office and Municipal
Mayor.

Section 3. TECHNICAL ASSISTANCE. The team shall coordinate with the

MLGOO for proper technical advice.
