Adminstration of Justice
The supreme court of justice in the Philippines is established in Manila
which is the tribunal of appeal from the subordinate jurisdiction and the
consulative council of the governor-general in cases of gravity.
The court is composed os seven judges. The president takes the title of
Regeant. There are two government advocates, one for criminal, the other for
civil causes and variety of subordinate officers. There are no less than eighty
barristers, matriculated to practice in the Audencia.
There are fourscore lawyers in Manila. As far as my experience goes,
lawyers are the course of colonies. In the Philippines truth is swamped by the
superfluity of law documents. Games of chance are strictly prohibited in the
Philippines but the prohibition is utterly inefficient. Generally the crime rate is
lower from the period of 1851 to 1855

Public instruction is in an unsatisfactory state in the Philippines - the provisions
are litte changed from thse of the monkish ages. University of St. Thomas,
Santa Potenciana, Colegialas delos Beaterios are some schools established in
early 80’[Link] were some nautical schools and academy of painting were
established also. University of Sto Tomas focus on theology, cannon and civil
law, metaphysics and grammar but no attention is givien to natural sciences,
and modern languages. While Santa Potenciana requires that girls be recieved
and taught to live modestly and sound under doctrine to come out for marriage
and propagation of the race. Among the novel objects that meet the eye in
Manila, especially on the morning of religious fiestas are group of veild women,
wearing dark mysterious costume, who visit the different churches there are
the sisterhood called the Colegialas de los Beaterios, a religious
establishements in which young women received education supported by pios
foundation.
Moreover founadtion such as beaterio of Pasig devoted to the reception of
orphans. They taught Christian doctrine, sewing, reading,writing, embroidery
and other instruction becoming the sex.
Charitable institutions were established also in Manila like the The Hospital
of San Juan de Dios for soldiers and the rest of paupers and criminal by the
Jesuits that later on expelled by Carlos II in the Philippines. On the other hand
Hospital of St. Lazarus was under the Franciscan friars catered christian lepers
Chapter X Army and Navy
There are nine regiments of native infantry, one of calvary, called the
Luzon Lancers and there is a reserve corps of officers called Cuadro de
emplazos, from whom individuals are selected to fill up vacancies. The
maritime forces are under the orders of the commandant of the statation. They
consist of four steamers and one brig of war six gun boats and considerable
number of faulas which are employed in the coasting service and for
suppresion o piracy.
