Ministry of Road Transport & Highway (MoRT&H), Government of India through Chief
Engineer (HW) Western Zone APPWD, Government of Arunachal Pradesh, has been
assigned to take up the Consultancy Services for preparation of DPR for Widening of
existing road to 2 lane NH standards along with improvements and realignments from
Potin to Pangin, via Yachuli, Ziro, Daporijo, Aalong (Part of Trans- Arunachal Highway) in
Arunachal Pradesh on National Highway No.13 on EPC mode.
The Project Road i.e. Potin- Ziro- Daporijo-Bame-Aalo-Pangin covering a length of
existing 406.70 Km falls within four districts of Arunachal Pradesh viz. Lower Subansiri,
Upper Subansiri, West Siang and East Siang and forms part of the Trans-Arunachal
Highway which has been notified as NH- 13 up to Pasighat by the MoRTH vide
Government of India Gazette notification No.668, PART II – Section 3 Sub-section (ii)
dated 16th May, 2008.
The double Laning of this road segment and up gradation of all road inventories to NH
Standards has been proposed under the EPC mode of execution of Road Projects by the
Ministry of Shipping, Road Transport and Highways, Government of India, New Delhi.
The road takes off from Potin in Lower Subansiri District and covers three district
headquarters of Ziro (Lower Subansiri District), Daporijo (Upper Subansiri District) and
Aalo (West Siang District) before reaching Pangin in East Siang District. This road
was constructed by the BRTF during the seventies as an ODR Standard Road.
The road segment passes through hilly topographical terrain in the middle belt of
Arunachal Pradesh. With completion of the double Laning of the Project Road, Itanagar
will have direct access with the district headquarters of Ziro, Daporijo and Aalo, from
where commuters can avail intra-state travel without touching Assam as is being done
presently.
The administrative centers and activities of the state are spread in Naharlagun and
Itanagar. In view of above, improvement of the existing NH-13 to 2 lane configurations
with National Highway geometrics is very much necessary. The upliftment of economic
status of people of the Arunachal Pradesh solely depends on NH-13.

The present report covers part of the road corridor of Potin-Pangin for a total length of
406.70 Km. The project road starts at Potin in Lower Subansiri district and ends at pangin
in East Siang district.
Earlier, this road was under the jurisdiction of BRO. Now, it has been transferred to
PWD, Arunachal Pradesh. The project road is located geographically in the 4 districts i.e.
Lower Subansiri, Upper Subansiri, West Siang and East Siang. It also covers three district
headquarters of Ziro (Lower Subansiri District), Daporijo (Upper Subansiri District) and
Aalo (West Siang District) before reaching Pangin in East Siang District. This report
covers section from Design Chainage Km 163+590 to 206+660. The key plan of the
project road is given below:

shoulders are in very poor condition. The riding quality of the pavement is very poor. It is
acutely distressed with ruts, potholes, cracks, edge break, shear failure etc. in almost
whole of the road stretch. Such failed sections need complete rehabilitation and
reconstruction right from the sub-grade level.
E.2.2 Terrain
The entire Project Road falls in hilly terrain and the existing alignment generally
follows the natural contours of the hills. There are sharp curves at many places. The
gradient of the road is however mild with longitudinal slopes. The average formation
width is 6 meters. At many places, the formation has been damaged due to landslides &
sinking on valley sides. The hills are with soil mixed boulders and rocks.
E.2.4 Geometry
The existing road horizontal geometry is full of sub-standard curves and generally
very deficient in reaches and does not conform to IRC standards. The radii of most of
the curves are lesser than 30m. The gradient of the existing road also does not conform
to ruling gradient and is more than 10% at a few locations.
E.2.5 Pavement
The thickness of pavement crust varies all along the project road. The existing road
was constructed with a single-lane carriageway of average width of 3.60 meter. Earthen
shoulders are in very poor condition. The riding quality of the pavement is very poor. It
is acutely distressed with ruts, potholes, cracks, edge shear failure etc. in almost whole
of the road stretch. Such failed sections need complete rehabilitation and
reconstruction right from the sub-grade level.
E.2.6 Culverts
There are 262 existing culverts on this project section. The existing culverts are
damaged, weak, inadequate and narrow. Condition of almost all existing culverts is
ruined and damaged. Protection works like return walls, wing walls, floor protection
works etc. are not observed at existing culverts. Due to bad condition and to match
with proposed geometrics, all the culverts within the proposed alignment are to be
reconstructed.

E.2.7 Bridges
There are 4 minor bridges and 1 major bridges along the project Road. All bridges do not
conform to latest standards and do not satisfy present requirements. Hence, 4 are
proposed to be newly constructed whereas 1 is proposed to be reconstructed at suitable
location nearby.

The road design standards adopted for the Project Road are in accordance with the
rural road design standards stipulated by the Indian Road Congress (IRC) and the
Ministry of Road Transport and Highways (MoRT&H).
The basic elements of geometric design are Design speed, Sight distance, Horizontal
alignment, Vertical profile and Cross section of road.
For majority of the geometric designs, the guidelines given in following IRC codes
and ministry circular shall be adopted.

Terrain classification recommended in Clause 4.1 of IRC-73: 1980 is given in Table 3.1.

The proposed alignment follows the hilly terrain for the entire stretch. Therefore,
geometric designs are based on IRC: SP:48-1998 and IRC: SP: 73-2015.
In general, ruling design speed shall be adopted for the various geometric design
features of the road. Minimum design speed, however, be adopted in sections where
site conditions do not permit adoption of ruling design speed

The super elevation is calculated keeping in view the horizontal radii and gradient at
curves at different locations. Maximum super-elevation is to be restricted to 7%.
Dual – inner edge pivot of both carriageways at different chainage is used for attaining
super-elevation. This method pivots the dual carriageway about the inner edge
strings of both carriageways using different chainage, so that the central reservation
levels are not changed. The application of super-elevation to the left and the right
carriageways will start (or end) at different chainage, to ensure that the rate of change
remains the same for both. The method is explained in Figure 3.1
Transition curves are necessary to have smooth entry from a straight section into a
circular curve. The transition curves also improve aesthetic appearance of the road as
well as provide a gradual application of the super elevation and extra widening of the
carriageway needed at the horizontal curves. For this purpose, spiral curves shall be
used.
As per IRC: 73-1980, Minimum length of the transition curve shall be determined
from the following two considerations and the larger of the two values adopted for
the design.
a) Ls = 0.0215V3/CR
b) Ls = 2.7 V2/R (for plain & rolling terrain) and
1.0V2/R (for mountainous and steep terrain)

E.3.6 Vertical Gradient
Recommended gradients for different classes of terrain as per IRC: SP: 73: 1980 are
given in Table 3.3.
Vertical curves will be designed to provide for visibility at least corresponding to the safe
stopping sight distance. More liberal values will be adopted wherever this is
economically feasible. Valley curves will be designed for headlight sight distance. The
‘K’ values for design control and the minimum length of vertical curves as per IRC: SP:
23-1993 will be given in Table 3.4.

The geometric design standards provide the link between the construction cost of the
road and the costs to the road users. Usually, the higher the geometric standard, the
higher the construction cost and the lower the vehicle operating costs and road accident
costs.
The horizontal and vertical design carried out for the project road as per the relevant
IRC codes. MX_ROADS software is used for Geometric design of the project road.
Flexible pavement for the project highway shall be designed in accordance with the
guidelines of IRC: 37-2012.
The new flexible pavement structure comprises of Bituminous Concrete wearing course
on bituminous base course of Dense Bituminous Macadam (DBM). Below the bituminous
layers, a Granular base with well-graded aggregates in the form of Wet Mix Macadam
(WMM) base shall be laid on top of GSB layer. All these layers shall be constructed to the
requirements of MoRT&H specifications.
E.3.9 Highway Signs
The design and location of route marker signs for State Highways shall be as per IRC: 2-
1968. The design and placement of Highway kilometer stones, their dimensions, size,
color and arrangement of letters shall be as per IRC: 26-1967 and IRC: 8-1980. The
design, location and materials to be used for road delineators shall be as per IRC: 79-1981.
The design of traffic signs and road marking shall be done according to the IRC standards.
Where necessary, AASHTO standards will be used to augment the IRC standards.
Markings shall be applied to road center lines, edge line, continuity line, stop lines, give-
way lines, diagonal/chevron markings, zebra crossing and at parking areas by means
of an approved self-propelled machine which has a satisfactory cut-off value capable
of applying broken lines automatically.

• Settlement effects
The bridge is designed for the loading, which gives the worst effect at the point under
consideration. Appropriate relationships for earth pressure effects are taken into
consideration. The coefficients for active and passive earth pressure are calculated
based on properties of soil used for backfilling behind abutments and wing walls.
The type of foundation is decided taking into consideration, the properties of soil and
the type of foundation for the nearby structures. In the following sections the design
parameters and methodology of design of various components of bridges are briefly
summarized.
E.4.2 Materials
a) Concrete
Concrete grade, fc based on the 28-day strength of 150mm cubes will be given Table
4.1.

The rebars shall conform to grade Fe 500D of IS: 1786.

Welding of rebar & use of mechanical couplers shall conform to IRC: 112-2011.
c) Prestressing
Pre-Stressing steel shall conform to Clause No. 18.3.1 of IRC 112 -2011
Strand: 12.7 mm nominal dia, 7-wire, low relaxation strand confirms to class 2 of IS:
14268.
Sheathing shall be of HDEPE Pipe shall confirm to table No. 7.1 of IRC 112-2011.

live load effect.
- Maximum Footpath live Load shall be 500 kg/m2 as per clause 206 of IRC:6-2017
d) Longitudinal Load
The longitudinal horizontal load is calculated based on clause 211.2(a) of IRC: 6-
2017. both for seismic and non-seismic conditions. Design has been performed for
the load combination which produces severer effects.
e) Water current forces
- Water current forces are considered above MSL, as per Clause No. 210 of IRC 6-
2017.
f) Wind Load
- Structures shall be designed to resist lateral loads arising due to wind as per
clause 209 of IRC 6-2017
g) Seismic Load
- The bridges lie in seismic zone V. Horizontal Seismic Forces are calculated as per

be computed using 20% of the live load. Also, the vertical seismic force
shall be computed using 20% of the live load.
• For design of foundation the seismic load should be taken as 1.35 times the
forces transmitted to it by substructure.
h) Temperature load
- As per IRC: 6-2017 temperature ranges for the project stretch is of -2.50C to
37.500C.
- The nonlinear temperature gradient for design shall be considered as per clause
215.3 of IRC: 6-2017.
i) Earth Pressure & Surcharge
- Structures to retain earth fills (abutments, return walls & Retaining wall) shall be
designed to withstand pressure as computed by coulomb’s theory, both for LWL
and HFL cases.
- All abutments, return walls & retaining walls shall be designed for a live load
surcharge equivalent to 1.2m of earth fill.
- For seismic load combinations dynamic increment on earth pressure and
surcharge shall be considered using Mononoke Okabe’s equations both for HFL
and LWL load combinations.
- Seismic component of earth mass over foundation (confined b/w return wall, over
heel slab) is also considered in addition to dynamic increment of earth pressure.
- Weep holes shall be proposed in Abutment wall, return wall, and retaining wall to
cater pore water pressure.
j) Load Combination
Load Combination shall be adopted as per Table 3.1 to 3.4 of IRC: 6-2017.

b) Foundation
a. Open Foundation
• Abutment open foundation is checked for overall stability (overturning,
sliding & base pressure) as well as for strength of each component (heel &
toe)
• Allowable base pressure shall be increased by 35% for seismic load
combinations, as per clause 706.1.2 of IRC: 78-2014.
• No tension shall be allowed under any combination of loads on soil, except
in case of foundation resting on rock, negative base pressure may be
allowed as per clause 706.3.3 of IRC: 78-2014.
• Base raft is designed as cantilever slab.
b. Pile Foundation
• Reaction over pile is calculated by rivet theory assuming pile cap is rigid
• Pile is designed as circular column with axial load and bending
• Deflection of pile at MSL must be less than 1% of dia. of Pile
• Pile cap is designed as by bending theory.
c. Well Foundation
• For stability check earth pressure (active & passive), skin friction & factors
over passive resistance is adopted as per appendix 3 of appendix – of IRC
78-2014.
• Well steaming is designed as hollow column with axial load & bending
moment.
• Well cap is designed as circular solid slab fixed around periphery.
c) Sub-Structure
a. Abutment Shaft:
• Abutment shaft is designed for axial load with biaxial bending.
• To Verify the shaft, perform adequate during service life it is to be checked
for Crack width & stress check

b. Dirt Wall:
• Dirt wall is designed for earth pressure from back fill & 50 % reinforcement
increased as per MORT&H Circular No. RW/NH- 34015/2/86–S&R dated
22 June 1994

• Nominal r e i n f o r c e m e n t is p r o v i d e d in t r a n s v e r s e d i r e c t i o n
f o r f u l l y supported abutment cap.
• Abutment c a p is d e s i g n e d as c a n t i l e v e r / c o r b e l a c t i o n in
t r a n s v e r s e direction in case cap is not fully supported.
• Abutment cap is checked for cantilever/ corbel action in longitudinal
direction wherever applicable.
d. Pier Shaft:
• Pier shaft is designed for axial load with biaxial bending.
• The Largest overall dimension is not greater than four times the smallest
overall dimension.
• The Height is such that the ratio of effective length to radius of gyration is
not less than 12.
e. Pier Cap:
• Nominal r e i n f o r c e m e n t is p r o v i d e d in t r a n s v e r s e d i r e c t i o n
f o r f u l l y supported pier cap.
• Pier cap is designed for cantilever/ corbel action in transverse direction in
case cap is not fully supported.
• Pier cap is checked for cantilever/ corbel action in longitudinal direction
wherever applicable.
f. Return Wall
• Return wall is analyzed for two side supported plate and accordingly
designed for bending moment and shear forces due to Earth pressure and
Live load surcharge pressure.
• Seismic F o r c e s are not considered as these

g. Cantilever Retaining Wall (RCC)
• Retaining wall is designed for forces due to Earth pressure and Live load
surcharge pressure.

clause no. 219.5.4 of IRC 6-2017

d) Super-Structure
a. Solid Slab
• Solid slab analysis is done by grillage analogy method & designed as per
IRC 112-2011.
• Varying edge beam provided at support locations to adjust camber.
b. Cast-in-situ RCC T-Beam
• Analysis is done by grillage analogy method to find out maximum bending
moment and shear forces in longitudinal beams, and designed as per IRC
112:2011
• Temperature gradient effect has been considered as per clause no 218.3 of
IRC 6.
• End cross girder is designed for jack-up & service both conditions.

As the project lies in seismic zone V, Ductile detailing is done for structural

At hilly sections, the centerline of the alignment is designed such that, the proposed
outer/valley side shoulder edge matches with the existing shoulder edge. To improve
the existing sharp and blind curves along the project road, number of geometric
improvements and re-alignment has been proposed to improve the overall geometric
standards of the Project Road.
Among the most important of the proposed improvements to the existing road
geometrics was the reduction in the number and severity and horizontal curves,
particularly in hilly sections. The alignment of the project highway is designed to ease

the curvature of the road to the extent possible so that, the highway is safe and design
speed is uniform for substantial lengths of highway. Design speeds applicable for
different sections have been adopted based on the prevailing terrain conditions of the
area. The Gradients of the project highway were fixed to conform with the terrain and
merges well with the existing contours. Generally, ruling gradients applicable to the
prevailing terrain conditions are proposed.
The project road from Potin to Pangin has been divided into 9 homogenous sections.
Classified traffic volume count survey has been conducted at one location in 43.070
km length of project road, keeping in view the importance of this highway for
improvement and to assess exact volume of traffic in this section of project road.
Brief description of traffic count location is given below:
This count station is non-urban stretch of NH13 and also there is no diversion of traffic
before this location. This stretch carries all the traffic going towards Pangin.
Classified Traffic Volume Counts
Classified traffic volume counts of fast and slow-moving vehicles have been carried
out in both directions of travel for seven consecutive days and 24 hours a day during 1st
-7th June 2018 as per IRC: SP: 19 – 2001, ‘Manual for Survey, Investigation and
Preparation of Road Projects’.
Traffic count was done for both motorized and non-motorized vehicles listed below. In
the motorized vehicle category, 11 types of vehicles were included, while the non-
motorized vehicle category included 3 types of vehicles. Recorded traffic data has
been converted into Passenger Car Units using PCU factors as shown in Table 5.5.
These equivalency factors are extracted from IRC: 64 – 1990, ‘Guidelines for Capacity
of Roads in Rural Areas’.

The weekly average traffic recorded under toll-able and non-toll-able categories was
recorded as 522 and 330 nos. respectively. It was observed that cars followed by 2-
wheelers make up for almost 75% of the total traffic volume.

E.5.11 Junctions
Junctions are an important part of the highway because to a great extent the
efficiency, the safety and the capacity depend on their design. There are
1 major junctions and 52 minor junctions proposed along the project road. Table
5.7 gives list of junction’s and Table 5.8 details of proposed major junctions for
improvements and detailed junction proposal is given in Appendix A-2.

There are 5 no. existing Bridges in the Project section and 4 are proposed for
new construction whereas 1 is proposed to be reconstructed. All Bridges are
proposed for a 2 Lane width with 12.9 m formation width and details are given in
Table 5.9.

E.5.14 Drains
The following provisions have been considered to develop a sound drainage
network:
• Covered lined drain in RCC Type
• Lined drain in rural sections
Longitudinal Lined drain on hill side has been proposed along the entire
project length. Covered Drain cum footpath is to be built at locations defined
in section 2.6 Width of P.C.C. Lined Drain and R.C.C. Covered drain is 1 m. Out
of Total Length of 55087m of Drain, 19400 m is to be built as Covered Drain
cum footpath and 35637m as Open Lined Drain. Summary of drain proposals are
given in Table 5.11. The details of drain proposals are given in Appendix A-3.

(d) Hydro-seeding
Also, along with Breast Wall provision of Hydro-seeding has been proposed on hill
side for protection of Slopes. A total length of 6.910 km and average height of 15m
has been considered for hydro-seeding quantity.
Road Delineators
Roadway indicators are intended to mark the edges of the roadway so as to guide
drivers on the alignment ahead. Hazard markers used to define obstructions like
guardrails and abutment adjacent to carriageway and bridges which are narrower
than the normal width.
Object markers are used to indicate hazards and obstructions within the vehicle flow
path, for example, channeling islands close to the intersections.
Delineators and object markers are provided as per the details given in the drawings
and are provided in accordance with the provisions of IRC: 79-1989. They are
basically driving aids and should not be regarded as substitutes for warning signs,
road markings or barriers.
Road Markings
Road markings perform the important function of guiding and controlling traffic on a
highway. The markings serve as psychological barriers and signify the delineation of
traffic paths and their lateral clearance from traffic hazards for safe movement
of traffic. Road markings are therefore essential to ensure smooth and orderly flow
of traffic and to promote road safety. The Code of Practice for Road Markings, IRC:
35- 1997, has been used in the study as the design.
The location and type of marking lines, material and color is followed using IRC: 35-
1997 ‚Code of Practice for Road Markings‛ is given in road signage and marking
drawing volume.
Road Signs
Cautionary, mandatory and informatory signs have been provided depending on the
situation and function they perform in accordance with the IRC: 67-2012 guidelines
for Road Signs.
Road Furniture
The details of kilometer stones are in accordance with IRC: 8-1980 guidelines.
Kilometer stones are located on the left-hand side of the road as one proceeds
from the station from which the Kilometer count starts. Kilometer stones shall be
fixed at right angles to the center line of the carriageway.
The details of 200m stones and boundary stones conform to IRC: 26-1967 and
IRC: 25-1967. 200m stones are located on the same side of the road as the kilometer

stones. The inscription on the stones shall be the numerals 2, 4, 6 and 8 marked
in an ascending order in the direction of increasing kilometer away from the starting
station. The numerals shall be 80mm high. The color of the numerals shall be black
on a white background. Boundary stones shall be located on either side of the road
opposite every 200m stone and kilometer stone. In addition these shall be fixed at all
angular points of the boundary. Where the boundary is on a curve or the land is of
significant value and likely to be encroached upon, the boundary stones, as required,
shall be installed at closer intervals.
A provision of Bus shelter of total 22 no’s and one Truck laye Bye/ rest area has also
been proposed in the estimate. A provision of street lighting has been given in all
built-up locations.
The rates of the various item works has been calculated as per standard Data Book for
analysis of rates (MoSRT&H) and S.O.R 2018, Arunachal Pradesh. Input rates for
Labor, Material and Machinery are adopted based on the rates given in Standard
Schedule of Rates, 2018, Govt. of Arunachal Pradesh.
