SUBJECT: 2019 DIVISION BRIGADA ESKWELA IMPLEMENTATION

DATE: February 4, 2019

1. The Department of Education Division of Davao Occidental will conduct 2019 Brigada Eskwela
from May 20 – May 25, 2019 with the year’s theme “Matatag na Bayan para sa Maunlad na
Paaralan“. The Brigada Eskwela is the National Schools Maintenance Week which aims to bring
together all education stakeholders to participate and contribute their time, effort, and resources
to prepare public school facilities for the opening of the school year in June (include first day of
classes).

2. Schools Heads (SHs) shall take the lead role in planning the activities geared on making schools
ecologically conscious, resilient, clean, safe and conducive to learning. Important reminders to
SHs are also found in the attachment No. 1 of National Unnumbered Memorandum, s. 2019.
Further, SHs are enjoined to hang advocacy tarpaulins not later than April 30, 2018.

3. On May 20, 2019, each district and public secondary school shall hold a caravan and motorcade
to launch the first day of Brigada Eskwela and to be followed by a kick-off ceremony in the final
stop of the caravan. This year’s Division Kick-off Ceremony will be at Lawa National High
School, Barangay Lawa, Don Marcelino, Davao Occidental.

4. After the maintenance week, BE Form 7 needs to be accomplished by the school head and to be
submitted to the district office for compilation before it will be forwarded to the SDO. Please
refer to attachment No. 2 for the schedule of submission of 2019 BE School Accomplishment
Report.

5. Furthermore, Department of Education ordered that all DepEd employees are encouraged to join
the Brigada Esklwela activities. Interested employees are given two days to do volunteer work
on official time, provided that such work is approved by their heads of offices. The non-teaching
personnel shall earn a Compensatory Time Off (CTO) for the complete eight hours
participation in the maintenance effort on the last day of BE week which is on Saturday.

6. Teaching personnel are entitled to earn vacation service credits arising from their active
involvement in the Brigada Eskwela activity. Teachers shall earn a one-day service credit for
the accumulated eight hours participation in the maintenance effort. For further details on
granting service credits for teachers, please refer to DepEd Order No. 53, s.2003 entitled
Updated Guidelines on Grant of Vacation Service Credits to Teachers, particularly Item No. I-d
Sub-item d and k Item No. 1-f, procedure in the grant of service credits.

7. PSDSs' are enjoined to encourage school heads to join the search. The guidelines for the search
for the Division Brigada Eskwela Best School Implementers, schedule of activities and entry form
are provided in attachments nos. 1, 2 and 3 respectively.

GUIDELINES FOR THE SEARCH FOR THE DIVISION BRIGADA ESKWELA


BEST SCHOOL IMPLEMENTERS

1. The search shall include the following levels / categories for both elementary and secondary
levels:

Mega School 51 and above 500,000 and above

Mega School 51and above 1,000,000 and above

2. For Elementary level, each district is entitled to have one official entry per category upon the
recommendation and/or endorsement of the district supervisor. In the Secondary level, the
search is open to the Twenty-Five (25) secondary schools, except Mariano Peralta NHS who
won as Hall of Famer, but encouraged to join in the Hall of Famer Category.

3. School-entries shall submit Means of Verifications (MOVs’) in the order based on the criteria.
Likewise, the Brigada Eskwela (BE) Form No. 7 – BE School Accomplishment Report with
evidences and/or attachments to the division office through the School Governance and
Operations Division (SGOD) not later than May 28, 2019. Please include means of evidences
to all activities relative to Wash in Schools during Brigada Eskwela, Scholl Safety and
Preparedness Guide and Advocacy on Brigada Eskwela theme translated into school
overall experiences and learnings (see Annex A to Annex D of Enclosure No. 1 to National
Unnumbered Memorandum, s. 2019).

4. All entries shall be subjected to preliminary evaluation based on the MOVs and/or documents
submitted by the Division Evaluation Committee on May 31, 2019. The top three (3) schools
(per category per level) during pre-evaluation shall be subjected to the final division
evaluation.

5. Entries will be judged based on the following criteria:

6. The SDO will declare three winners (first place, second place, third place) per category per
level. First placers in all level/category will be the official entry of the division in the regional
level. However, those lone entry/ies which do not meet the expected 90 points will not be
endorsed to the regional office.

7. Hall of Famers is encouraged to participate upon the recommendation and/or endorsement


of the district supervisor.
CRITERIA OF SELECTION for Brigada Eskwela Plus Most Sustained School
A. School maintenance activities throughout the school year – 70%
B. School and Community effort to improve participation and reduce drop-out, or enroll in
the alternative delivery mode – 15%
C. School and Community effort to improve student and community learnings.

8. School-winners shall receive plaques and outstanding accomplishment certificates.
