DEFENSE SERVICES AT SSM COLLEGE KASHMIR ON 30TH MAY 2019 AFTER YOUR VISIT ON 29TH OF
MAY”
Respected Sir,
This is to bring to your kind notice. After Inspection team, (chairman Islamia college of science
and techonology principle Dr Sheikh Aijaz Bashir urging us, to speak against the difficulties
faced as employees at SSM College of Engineering Divar Parihaspura Pattan , Kashmir (Pin
193121) and praising me for my bravery to open up and shed some light over the challenges
faculty faces. A curtailment order was handed to me the next day mentioning my PhD degree is
yet to be awarded. Also, in a meeting I was told, “you should have vacated the place and told
the inspection team I am content”. After 11 days on June 11 2019 the management called me
to give a farce show cause notice by putting whitner on place ,where the notice date was
mentioned.
I had joined the college on 3rd may 2018 and was told by college management VCP Mam (
Dilafroze Qazi) the salary after PhD and after interview at Kashmir university would be made
equivalent to UGC. So I did not fill the permanent position at IUST and SMVDU, thinking the
grade will get changed to UGC Scale. In the meantime I did commendable work by putting out
of gear instruments and making the laboratories 100 percent functional as was observed by
safina mam associate professor GCET SAFAPOORA part of inspection team who had
come prior to the institute for inspection. Orders in favour of me as head instrumentation cell
were passed.
An interview was conducted at university dean development office under chairmanship of
Prof Nelofar khan the then dean development head on 16-07-2018 with the newspaper
advertisement mentioning UGC scale. The then college principal Dr Nazir Ahmad Shah out
rightly rejected to speak over the UGC and even college management was silent over it, when I
raised this issue with you, a curtailment order was handed to me. The college principal,
technical advisor and other senior dignitaries asked me to produce the PhD degree in order to get
reinstated. In the meantime my thesis review and defense date were finalized at NIT Srinagar, so
I concentrated on my PhD. Once I achieved PhD result notification, I approached the
management to my surprise they said “you are talented and technically brilliant but anti -
management sorry we can’t take you right now” but write a letter for fresh appointmnent as
we have accreditation we may consider your case. Even after this my credentials are utilized in
their website ssm.edu.in showing me associate professor at electrical department viz S Zahid
Nabi Dar as well as for NAAC Accreditation purposes. .Along with this letter I am enclosing
the necessary documents that will prove my points.
The college management has went so low on morals, they delivered a letter to my father and the
VCP categorically said she will court Marshall my father , I feel the only reason for me being
curtailed is the opposition to Anti-India sentiments and the illegal practices like production of
fake faculties for accreditation purposes. Please look into the matter as institutions like these are
radicalizing our youth and channelizing their energies in wrong directions. People like Shujath
Bhukari(former governing council member) and Dr Syed Ali shah Gelani(separatist leader) are
their sympathizers.
The following documents attached with letters of Appreciation and Dashing working attitude
and passing orders as Head Instrumentation cell changed into poor performance all of a sudden
when management realized my father‟s defense background and they demanded my father‟s
resume and told me to ask him to join our institute such that the Anti-India campaign run by
college gets shadowed . Although they were successful in collecting his resume after his
displeasure in joining they suddenly behaved in an untoward manner and passed a sudden
curtailment order.
I had lodged a grievance with Governor Grievance cell with track id 999001195850. The present
status shows the Islamia college principle gave the details explicitly as attachment. But I am not
able to download it. As I am a married person with 4 year old school going daughter so, I request
your good self to kindly intervene and necessary steps for reinstatement and justice be delivered
against this exploitation at the hands of college management and the prejudice shown by them
for my father being employed at defense services.

SERVICE CURTAILMENT CASE OF MR ZAHID NABI DAR
Dear Sir,
1. Please refer the college letter No: SSM/EC/19/SC/Mr. Zahid dated 17 Jul 2019
2. It was sad to notice that I was served the „Service Curtailment Order‟ in haste and without
following proper procedure. My comments on perusal of documents are given in subsequent
paras.
3. It is a fact that neither any warning letter pertaining to these allegations nor any Show Cause
Notice (SCN) was issued to me before issue of „Service Curtailment Order‟ vide College Letter
No SSM/EC/Cur/19/Services dated 30 May 2019. Vice – Chairperson (VCP) called my son and
Annexure „A‟ (SCN), which does not bear any time bound response was actually handed over
personally by her to Dr Zahid in the afternoon on 11 Jun 2019. This was instantly replied by him
and discussed in VCP‟s chamber in your presence among others .
4. Date of joining the College on 10 Mar 2018 is stated wrongly. It is actually 03 May 2018 as
also stated in Annexure „B‟. It shall be agreed that performance in an Academic Institution is
gauged by the results of the subjects taught. It would have been appreciated if a copy of results
of the subjects taught by him and one of the best results of any other Electrical Engg faculty
member for the same semester during this period would have been annexed for comparison.
5. Irregular attendance reflected in Annexure „C‟ does not seem factual report, particularly in
Jan and Feb 2019. My son did not leave station during this period.. Experience certificate was
obtained by him on 23 Feb 2019 (copy att as Appx „A‟).
6. (a) Annexure „D‟ appears a made up document as can be seen from the following
observations:
(i) It does not bear any date.
(ii) One of the Committee members has not signed.
(iii) No fresh appointment order was issued by the college to the selected candidates.
(iv) Rupees 12000.00 is by no means the UGC Scale as is evident from the
advertisement No:SSM/Estb/18/Advertise dated 04 Apr 2018 based on which
interview was held in University of Kashmir on 16 Jul 2018 (copy of the
advertisement is placed at Appx „B‟).
(v) These minutes seem to have been drafted in the month of May as is evident from
the Principal‟s marking to Director (M & C). Obviously it cannot be May 2018 as
the interview was held on 16 Jul 2018. Therefore, possibility of issuing the
Annexure „D‟ in May 2019 appears a logical deduction.

(b) Based on his qualification, research work and experience monthly salary of
Rs 35000.00 was initially negotiated with the VCP (copy attached as Appx „C‟) which
was raised to Rs 38000.00 for his commendable work as can be verified from your
Annexure „C‟. It may be proper to state here that other faculty members with very limited
research work to their credit were receiving either the same salary or more than it. Hence
no favour was done in my case.
7. It is clarified that my father is not an Indian Army officer. He joined Military
Engineering Services (MES) through Indian Engineering Services as a civilian officer
being paid from Defense Budget. I retired as HAG level officer which is equivalent grade
for the Lt General.
8. (a) Unfortunate conclusion is drawn that salary paid to me has gone waste. The
number of subjects taught and number of teaching hours he put in may please be checked.
I am sure the college would find it much more than the level set by AICTE. Moreover the
results of subjects taught by him will bring out the truth.
(b) As regards Rs 25000.00 paid for bringing up the quality of Labs and in fact
making the defunct equipment functional as also guiding the students for innovative
project work, has been commended by the Principal Jammu University,Associate
Professor GCET SAFAPURA Safina Mam and the external inspection teams repeatedly.
This fact is known to the whole college. Expenditure details which amount to Rs
26006.00 and job accomplishment duly signed by HoDs are enclosed herewith for
perusal (Appx „D‟). Besides this, Rs 4000.00 were given to Mr Mustaq Ahmad, Lab
Technician as directed by the VCP to clear his dues on account of examination duties
performed by him but not paid by Elec dept. Hence no funds have been wasted as
alleged in Para 7 of your letter at reference.
9. It may not be out of place to state here that I met the VCP in Oct 2017 to submit the
application for Assistant Professor post as per the college advertisement. Subsequently I,
received calls from the college management in Apr 2018 for reporting to College. At this
stage my research work was fully completed. This fact can be verified from the
application handed over to the VCP and final extracts of PhD thesis enclosed herewith as
Appx „E‟. It shall be agreed that completing the research work and not receiving final
degree does not undermine the higher qualification acquired by him before joining the
college.
10. To conclude my impression on the treatment meted out to me , by the college
authorities is unduly harsh. He has been victimized for being more concerned and
proactive for raising academic standards in the college and confronting others for wrong
practices.
12 Any warning issued in regard to abusive language used in front of female faculity or
explanation in the past, look irrelevant hence again this is a made up statement and I
condemn it strongly
11. Moreover this is the aftereffect of the inspection held on 29 May 2019 ,when an
government inspection team under chairmanship of Dr Shiekh Aijaz Bashir visited the
college and a closed room discussion with the inspection team took place, wherein
Chairman urged us to speak about the difficulties and challenges faced by faculty, to this
I replied, about UGC grade been not offered to the faculties even after interview. The
next day 30 May 2019, I was handed an service curtailment order by Vice chairperson
(VCP) Dilafroze- Qazi mam . Already I have lodged a complaint no 999001195850 with
the governor‟s grievance cell and also a case is registered bearing No. 47/9/3/2019 at
SHRC.
