environment stressing the need to protect the ecosystem.

At a young age, Belmonte said the students should be aware of the importance of environment preservation
citing it as one way to assure Quezon City’s sustainable development.

“Kung lahat ng bata ay magtutulong-tulong sa pangangalaga at pagpo-protekta ng kalikasan, marami kayong


magagawa (If all the youth will help take good care and protect the environment we can do lots of good
things),” Belmonte said.

The Quezon City government, together with the Quezon City Police District, Parent-Teachers Association
(PTA,) and Schools Division Office signed a memorandum of understanding to promote the importance of
environmental protection among students.

Belmonte said the program Project Batang Bayani and Teacher Magiting aims to intensify environmental
awareness and crime prevention among the youth in Quezon City.

Included in the memorandum of understanding is a series of dialogues and seminars that will be attended by
junior and senior high students in private and public schools.

According to QCPD Director BGen. Joselito Esquivel Jr., the project will teach students ‘little deeds’ in
protecting the environment.

Education Secretary Leonor Briones challenged education leaders to continue creating “innovative and daring”
methods of teaching which will benefit all Filipino learners.

Briones delivered the keynote speech during the Second Caraga Education Leaders Assembly (CELA) recently
at the Surigao del Norte Provincial Gymnasium where highlighted the agency’s efforts in ensuring the
realization of its programs and projects, which are all geared toward the betterment of the educational system
in the country.

“I hope that we will all be challenged to continually do what we can to bring and create innovative and daring
methods of teaching so that we can bring education to all our learners,” Briones told the attendees.

Around 600 education leaders convened for the 2nd CELA to discuss ways to further improve the delivery of
quality basic education in the region.

Meanwhile, Briones also acknowledged the “contributions and the honor” brought to the DepEd by teachers
and educators who were recognized in various awards, both locally and internationally.

“Most of our teachers have already been creating, innovating, and thinking of ways of reaching out to all
Filipinos learners who need to have the basics of education,” she said. “Some of them were even recognized in
various awards in and outside the country,” she added.

Aside from Briones, also present at the event were DepEd-Caraga OIC-Regional Director Francis Cesar
Bringas and other officials and personnel from the region. To conclude the gathering, the DepEd Chief was
donned the tribal attire of the Mamanwa, indigenous peoples in Surigao del Norte and other parts of Caraga.

Asked by the media how his government will implement the program amid reports of a P4.3 billion cash
deficit, the new Manila Mayor said public elementary school students can still expect the program’s
implementation.

“Gagawan natin ‘yan ng pondo para maisakatuparan ‘yung commitment natin to address malnutrition for
elementary students, (We will make a way to provide funds and to fulfill our commitment in addressing
malnutrition for elementary students),” Domagoso told reporters after meeting members of the City School
Board on Tuesday at the Manila City Hall.

“I asked them (City School Board members) how many (public school) students are there in the city of Manila.
With that, early next year is our target to implement Nutribun),” he said.

One of the new mayor’s programs to address child malnutrition and poverty is to implement a daily Nutribun
program wherein the city government would provide nutritious ready-to-eat-meals free meals for kindergarten
and Grade 1 public school students every day.

Some of the survivors of a deadly bus crash along NLEX Friday said they crawled out of the wreckage in
complete darkness and saw bodies littered on the road, including one hanging from a concrete barrier.

Eight bus passengers died and at least 15 were injured when a Buenasher Transport Bus slammed into an
Asian Utility Vehicle (AUV) and careened toward a road barrier before flipping on its side. The accident
happened at around 7 p.m. under heavy downpour in Valenzuela City.

Randhel Lucas, a 42-year-old call center agent working in Quezon City, said he was sleeping when he heard a
loud scream followed by the crash.

Seated on the third to the last row, Lucas said it was pitched black and followed the light coming from the
broken windshield of the bus.

“Sumisigaw ako kung may malalabasan ba. Walang sumasagot. May nakita akong maliwanag (I screamed and
asked if there is any way out, but no one was responding. Then I saw a bright spot),” he said. “So, naglakad
ako papunta doon, sa windshield. Sinubukan ko kung may lalabasan doon (So I walked toward the windshield
and tried to get out),” he added.

Lucas, who took the bus from Sta. Rita, Bulacan, said he remembered seeing bodies around him.

“Iniwasan ko yung mga tao sa paligid. Ang daming nakakalat, yung iba wala ng buhay (I have to avoid people
around. They were all over the bus, some already lifeless),” he recalled.

Two of the injured were children, according to Lucas who placed their age between 10 and 7.

“Sila yung nakaupo sa likod ko na may kasamang nanay (The kid was the one seated behind me with the
mother),” said Lucas, who overheard one man saying that one of the victims was probably dead.

Lucas and 11 others were picked up by a jeepney driver and were taken to the Quezon City General Hospital.

Jully Ann Jose, 32, another call center agent, got out of the bus through a hole of the bus roof.
“Sumigaw ako ng tulong. May lalaking humila sa akin (I screamed for help and a man assisted me),” she said.

“Paglabas ko, nakita ko na may mga taong patay, isa nakasabit sa concrete barrier (When I got out, I saw a
number of bodies, one on a concrete barrier).”

Jose suffered lacerations on her right arm.

Police Chief Master Sergeant Chandru Nambio said four of the bodies were retrieved out of the bus, with the
rest pinned to death.

The victims

Meanwhile, police identified the fatalities as: Leo Victorino, 38; Jennifer Fernandez, 32; Joan Salcedo; Mary
Grace Alvarez; Maria Paz Mariano; Zeus Reyes, 45; Noberto Ancajas, 48; and John Christopher Ednave, 36.

Victorio delos Reyes, the 39-year-old bus driver, was among those thrown out of the bus through the
windshield following the strong impact.

But Reyes escaped death and was taken to the hospital along with the other injured passengers.

Among those injured were Cherilyn Del Rosario, 23; Michael Abogadie, 28; Nikki Agustin, 27; RJay Mark
Mallari, 31; John Patrick Gayon, 10; Justin Gayon, 7; Neil Bryan Antonio; Jaykee Arriesgado; Leonila
Hermogenes; Redhel Lucas, 41; Jully Ann Jose, 32; and Sujan Shretha, 44.

Marvin Joseph Dipat Giron, the 32-year-old AUV driver, was injured along with seven-year-old son Rafael
Mohan Giron, 7, when the collision sent the AUV into a drainage canal.

“Thank you very much, Lord. Salamat at di Mo kami pinabayaan lalo na mga anak ko. Salamat po sa 2nd life.
Di bale na ako wag lang pamilya ko (Thank you for not forsaking us, especially my children. Thank you for
our second life. I’d rather suffer than my family),” said Giron in a message he posted on Facebook.

The Giron family lives in San Antonio, Cavite.

Despite low visibility brought about by heavy rains, Nambio said the bus was traveling at high speed, a fact
confirmed by Suijan Shreshna, one of the passengers.

Nambio said passengers who escaped injuries may have left the area on their own. He said there were about 30
bus passengers.

The accident caused heavy traffic in the island’s major link to the North. The road was finally cleared of
obstruction at around 1 a.m. the next day, according to police.

The bus driver, who is recuperating in the hospital, faces multiple counts of reckless imprudence resulting in
homicide, physical injury, and damage to property.

Bus firm’s operations suspended

Meanwhile, the Land Transportation Franchising and Regulatory Board (LTFRB) has directed Buenasher
Transport Corporation to immediately suspend its operations following the fatal incident.

LTFRB Chairman Martin Delgra III said they will also issue a preventive suspension order (PSO) to the
franchise of the bus firm that has 19 units plying the route of Santa Maria-NLEX-Cubao via EDSA.
“We have sent people to investigate the road crash. The insurance company is also directed to get their people
on the ground to initiate processing of insurance benefits of victims,” the LTFRB chief added.

Meanwhile, officials of the Buenasher Transport are now reaching out to the victims involved in the crash to
assist them in their needs.

Buenasher Transport operations manager Robert Viarzon urged other victims to contact their office for
assistance or reimbursement as some of them were taken by concerned citizens to other hospitals and were not

Angara bats for fixed salaries for

Senator Juan Edgardo “Sonny” Angara is pushing for the passage of the bill that would ensure
fixed salaries and benefits for village workers.

Angara has re-filed Senate Bill No. 136 or the proposed Magna Carta for Barangays that seeks to
ensure barangay (village) officials and employees would be receiving a salary and additional
benefits that are commensurate to the roles that they play.

The senator said it is high time village-based workers should be given more attention by the
national government as the country’s basic political unit and as the base of the economy.

“Tuwing may problema, ang barangay ang unang tinatakbuhan ng tao para humingi ng tulong.
Sila ang unang rumeresponde sa mga krisis pero sila ang huli lagi pagdating sa mga benepisyo
(Each time there is a problem, village officials are the ones people run to for help. They are the
first responders in a crisis, but they lag behind in terms of benefits),” Angara said.

Angara said the passage of the bill into law would help provide the officials of barangays better
pay and benefits and greater local autonomy.

Under the bill, barangay officials would be treated as regular government employees. Aside from
receiving fixed salaries, they will also be entitled to allowances, insurance, medical and dental
coverage, retirement, and other fringe benefits.
“Mahalaga ang trabahong ginagampanan ng ating mga barangay kaya dapat lang na
makatanggap sila ng angkop na benepisyo, (They play a very important role so it is only fitting
that they receive sufficient benefits),” Angara said.

The punong barangay or village captain, would be entitled to the salary being received by a
Sangguniang Bayan or municipal council member in his or her city or municipality. An amount
equivalent to 80 percent of the salary of a Sanggguniang Bayan member would be received by
the six sangguniang barangay members.

Also under the bill, the Kabataang Barangay (youth village) chairman, barangay secretary and
barangay treasurer, will get an amount equivalent to 75 percent of the salary of a Sangguniang
Bayan member.

The lawmaker lamented that barangay officials do not receive fixed salaries and are only entitled
to honoraria and other allowances.

“We cannot overemphasize the importance of the barangay in the lives of every household.
Before any matter goes up to the Mayor or the courts, it is the barangay that is tasked to resolve
this,” he said.

“Panahon na para palakasin natin ang ating mga barangay sa pamamagitan nitong Magna Carta
for Barangays (It is high time we strengthen our barangays through the passage of the Magna
Carta for Barangays),” Angara stressed.

Aside from addressing the salaries of the barangay officials, the bill also outlines the basic
priorities in the barangay, namely maintaining a regular supply of clean and potable water;
providing public transportation for its constituents; and the establishment of at least one
elementary school, health center, and barangay hall within its jurisdiction.

To ensure that villages enjoy local autonomy as envisioned by the Local Government Code of the
Philippines, Angara said the National Treasury should automatically remit to the barangays their
just share from national taxes at the end of every calendar year.

He said that under the bill, funds intended for the maintenance of barangay roads, bridges and
other infrastructure would go directly to the general fund of the barangays for disposition by its
officials.

Angara added that the total of 25 percent of all taxes collected on real property taxes located
within the barangay will go to barangay funds, while another 10 percent from all other forms of
taxes, fees, penalties and charges collected from persons and establishments within the barangay
will also go to the barangays.

Under the proposed law, the barangays would be entitled to an equitable share of the proceeds
derived from the exploitation, development, and utilization of natural wealth within its territory.
It is also mandated to sponsor at least one scholarship grant every year leading to any bachelor
degree for bona fide residents.

To avoid possible food poisoning and other incidents that pose health risks to learners, the Department of
Education (DepEd) reminded regional and division offices to establish teams that will monitor food safety
standards and the guidelines on operations of school canteens.

Following reports of a suspected food poisoning incident involving at least 40 Junior High School students at
the Imus Institute of Science and Technology (IIST)–Dimasalang Campus, the DepEd reiterated the “strict
enforcement” of its policies and guidelines on healthy food and beverage choices in schools, learning centers,
and DepEd offices.

While its existing orders on the operation and management of school canteens – DepEd Order No. 8. s. 2007—
cover public elementary and secondary schools, the DepEd also “enjoins all private schools to mandate the
strict enforcement of food safety standards in their cafeterias” including the implementation of hygienic
practices on food preparation, cooking, display, serving, and storage

“They shall also train all canteen personnel on proper and safe handling of food,” DepEd added.

Citing an incident report from the Health Services Department of the private Cavite school, DepEd noted that
around 23 students experienced abdominal pain and vomiting and were given first aid on July 10. The
following day, 39 students were examined in the emergency room of nearby hospitals. Ten were admitted at
Our Lady of the Pillar Medical Center (OLPMC), three at the Medical Center Imus, and one at St. Dominic
Medical Center, with the initial diagnosis of acute gastroenteritis. “Two of them were already discharged as of
July 12,” DepEd said.

DepEd said that in the same report – signed by the school’s Vice President for Academic Affairs – noted that
the school and its officials “are still awaiting further medical reports from the said hospitals.

Following the incident, classes were suspended at the IIST since Thursday, July 11. “We suspended the classes
because there will be no food as the stalls and canteens are closed until further notice,” said IIST Vice
President for Academic Affairs Dr. Loida Sta. Maria in an earlier interview. Classes are expected to resume on
July 15, Monday.

The Department of Education (DepEd) called on public and private schools to


strictly enforce food safety standards in cafeterias in the wake of reports of
food poisoning of at least 40 students in a Cavite school.

"While its existing orders on the operation and management of school


canteens, including DepEd Order No. 8. s. 2007, cover public elementary and
secondary schools, DepEd enjoins all private schools to mandate the strict
enforcement of food safety standards in their cafeterias including the
implementation of hygienic practices on food preparation, cooking, display,
serving, and storage. They shall also train all canteen personnel on proper
and safe handling of food," DepEd Secretary Leonor Briones said in a
statement Friday night.

"DepEd likewise reiterates the establishment of monitoring teams in the


regional and division offices to ensure adherence to food safety standards and
the guidelines on operations of school canteens, to avoid food poisoning and
other similar incidents that pose health risks to learners," Briones added.

On Thursday, reports surfaced about a suspected food poisoning incident


involving at least 40 Junior High School students at the Imus Institute of
Science and Technology–Dimasalang Campus.
DepEd said an incident report from the Health Services Department of the
private Cavite school signed by the school’s Vice President for Academic
Affairs said that they are still awaiting further medical reports from the said

MANILA, Philippines – The Department of Education (DepEd) unveiled on Monday,


June 24, the “Bayani, sa Lupain ng Ginto’t Bulaklak” exhibit at the Bulwagan ng
Karunungan in Pasig City.

Aimed to hail Filipino heroism, the display commemorates the DepEd’s 121st founding
anniversary, as well as Independence Day and Jose Rizal’s birth anniversary, according
to a DepEd press release.

“Una, kailangan na pag-aralan natin muli kung ano ang ating konsepto ng isang hero
[dahil] lahat ng Pilipino ay may pagkakataong maging hero (First, we need to look back
at our concept of a hero because all Filipinos have a chance to be a hero),” DepEd
Secretary Leonor Briones said.
"We can be living heroes: serving our country, serving our people, taking risks – it’s not
the glory, it’s not the money, it’s not wealth," she added.

The exhibit showcases the 8x18-foot mural of national heroes by Baguio-born artist
Angelo Aurelio, along with other artworks such as portraits and biosketches of the

Aurelio created the mural – originally titled “The Bayani Matrix Project” – in 47 days. It
was first displayed at the Baguio Museum for 3 days starting June 12.

Honor regional heroes

Briones also stressed the need to exhibit regional heroes along with national heroes,
and challenged her agency's regional directors to do research on heroes in their

"Ang ating bansa ay binubuo ng ilang milyong Pilipino sa iba’t ibang rehiyon na
nagbuwis ng kanilang buhay, na nagsisilbi, na nagtitiis para sa ating bayan at para sa

who offered their lives, who are serving, and are enduring everything for our nation and
for our future)."

Aurelio’s artwork will be a staple at the Office of the Undersecretary for Administration
(OUA) after the exhibit at the Bulwagan on July 5.

Administration Salvador Malana III also joined DepEd CO and regional officials,
personnel, learners, and teachers in the event.

In her final message, the Education chief challenged all the regional directors to do a
research on heroes in their respective regions: “When we put up exhibit of national
heroes, dapat may accompanied exhibit ng regional heroes.”

The Secretary concluded her message with an acknowledgement of the Filipino


people’s own heroism: “Ang ating bansa ay binubuo ng ilang milyong Pilipino sa iba’t
ibang rehiyon na nagbuwis ng kanilang buhay, na nagsisilbi, na nagtitiis para sa ating
bayan, at para sa ating kinabukasan.”

As the Department of Education (DepEd) hails Filipino heroism through various initiatives, a teachers group
urged the agency anew to “restore’ the teaching of Philippine History in the high school curriculum.

“Huwag sanang ipagkait sa kabataan at mamamayang Pilipino ang tamang pagkilala at pambansang
pagpupugay sa ating magigiting na mga Bayani,” said Teachers’ Dignity Coalition (TDC) National
Chairperson Benjo Basas.

Currently, a mural exhibit entitled “Bayani, sa Lupain ng Ginto’t Bulaklak” is installed at the Bulwagan ng
Karunungan of DepEd Central Office in Pasig City.

The exhibit was launched in commemoration of the DepEd’s 121st founding anniversary, the Philippine
Independence Day, and Jose Rizal’s birth anniversary.
In her message during the unveiling of the exhibit, Education Secretary Leonor Briones underscored that
“heroes can come from all walks of life” noting that the concept of heroism should be carefully taken into
consideration.

“Una, kailangan na pag-aralan natin muli kung ano ang ating konsepto ng isang hero [dahil] lahat ng Pilipino
ay may pagkakataong maging hero,” she said.

“Pangalawa, we can be living heroes: serving our country, serving our people, taking risks – it’s not the glory,
it’s not the money, it’s not wealth,” she added.

Briones also acknowledged the Filipino people’s own heroism. “Ang ating bansa ay binubuo ng ilang milyong

at para sa ating kinabukasan,” she said.

Through the Office of the Undersecretary for Administration (OUA) and the Youth Formation Division
(YFD), and in cooperation with Kaakbay ng Guro Research, the exhibit showcases an 8×18-foot mural of
Filipino heroes by Baguio-born artist Angelo Aurelio, and portraits and biosketches of national heroes
considered as the “Founding Fathers of the Filipino Nation.”

Meanwhile, Briones also challenged all the DepEd regional directors to do a “research on heroes” in their
respective regions noting that “when we put up an exhibit of national heroes, dapat may accompany exhibit ng
regional heroes.”

NOT ‘ENOUGH’

However, Basas noted that it takes more than an exhibit to instill among the youth the appreciation of
nationalism and patriotism. “Hindi sapat ang exhibit!” he said. “Dapat ituro ang Kasaysayan ng Pilipinas sa
high school,” he added.

Basas found it “ironic” that an exhibit promoting heroism and nationalism was installed at DepEd when the
department has removed the teaching of Philippine History in the high school curriculum due to the
implementation of the K to 12 Program.

“The irony, inalis na ng DepEd sa high school curriculum mula noong 2014 ang pagtuturo ng Kasaysayan ng
Pilipinas, alinsunod sa K-12 program,” he said.

Since then, Basas said that TDC has been writing to DepEd on the matter. “Ilang ulit na rin tayong sumulat at
nakipag-usap sa pamunuan ng DepEd para agad itong ibalik [at] naghihintay pa rin tayo ng tugon,” he added.

Basas also lamented the recent decision of the Supreme Court regarding the removal of Filipino and Panitikan
as subjects in the General Education Curriculum based on the memorandum order issued by the Commission
on Higher Education (CHED).
To truly instill nationalism and patriotism, TDC noted that the students – or youth, in general – must learn
about the country’s history and its people. For learners to will have a better grasp of the nation’s identity,” the
group urged DepEd to reestablish Philippine History as a core subject in the secondary level.

Basas noted that the public education system should be designed to “produce children and citizens with a deep
sense of history, who recognize patrimony and are proud of their national identity.”

The DepEd, he urged, “should immediately enforce the teaching of Philippine History in high school.”

Since 2014, the second year of implementation of the K to 12 programs, Basas explained the DepEd “removed
the teaching” of Philippine History in secondary schools.

He added that under DepEd Order No. 20, s. 2014, the “Kasaysayan ng Pilipinas” – which was previously
taught in first-year high school or grade seven – was removed and was replaced by “Araling Asyano.”

TDC reminded DepEd that it is the youth – the Filipino young learners – who will eventually inherit the
nation.

“They might forget about their glorious past and distinct national character and identity in guise of being
globally competitive,” he added.

“We believe that in order to be really globally competitive, a nation should preserve and be proud of its
patrimony – after all, our constitution mandates that public education shall inculcate patriotism and
nationalism,” he ended.

IPINAALALA ng Department of Education sa mga paaralan ang guidelines na


ipinatutupad sa mga school canteen kasunod ng napaulat na food poisoning sa Imus
Institute of Science and Technology-Dimasalang Campus.

Sa inilabas na pahayag ng Department of Education sinabi nito na dapat ay mayroong


mga monitoring teams sa regional at division offices upang masiguro na sumusunod
sa food safety standards at guidelines sa pag-operate ng canteen ang mga paaralan
upang maiwasan ang food poisoning.
“DepEd enjoins all private schools to mandate the strict enforcement of food safety
standards in their cafeterias including the implementation of hygienic practices on
food preparation, cooking, display, serving, and storage. They shall also train all
canteen personnel on proper and safe handling of food,” saad ng DepEd.

Sinabi ng DepEd na mayroon itong direktiba kaugnay ng pagsiguro na pagkain na


maganda sa kalusugan ang ibenta sa mga school canteen.

Ayon sa incident report na natanggap ng DepEd mula sa Health Services Department


ng Imus Institute of Science and Technology-Dimasalang Campus, 23 estudyante ang
nakaranas ng pananakit ng tiyan noong Hulyo 10 at binigyan ng first aid.

Nang sumunod na araw, 39 ang isinugod sa iba’t ibang ospital—10 sa Our Lady of the
Pillar Medical Center, tatlo sa Medical Center Imus, at isa sa St. Dominic Medical
Center.

Ang initial diagnosis sa kanila ay acute gastroenteritis. Dalawa sa mga estudyante ang
pinauwi na noong Hulyo 12.

Patuloy ang ginagawang pagsusuri upang malaman ang sanhi ng pananakit ng tiyan
ng mga estudyante.

3K estudyante nakinabang sa Free Ride Program ng DOTr

MANILA, Philippines – Mahigit sa 3,000 estudyante sa Metro Manila ang
nakinabang sa unang araw ng implementasyon ng Free Ride Program na
ipinagkakaloob ng Department of Transportation (DOTr).

Ayon sa ulat ng DOTr, kabuuang 3,031 estudyante ang maagang nagsipila


para sa libreng sakay at maaga ring nakapasok sa eskwela.
Sa naturang bilang ay 1,803 estudyante ang sumakay sa Light Rail Transit
Line 2 (LRT-2), 669 naman ang sumakay sa Metro Rail Transit Line 3 (MRT-
3), at 559 sa Philippine National Railways (PNR).

Sa ikalawang araw naman ng programa ay tuluy-tuloy pa rin ang pagpasok


nang maaga ng mga estudyante upang maka-avail ng libreng train rides.

Sinabi ng DOTr na bukod sa maliit na ambag na mailibre ng pamasahe ang


mga estudyante ay layunin din naman ng proyekto, na maturuan ang mga ito
na gumising nang maaga at maagang makapasok sa paaralan.

“Ito ang maliit na ambag ng DOTr para bigyang katuparan ang hangarin ng
Pangulo na tulungan ang ating mga estudyante,” ipinunto pa ni Transportation
Secretary Arthur Tugade.

Tiniyak din naman ng kalihim na masusustinahan nila ang Student Free Ride
Program, sa pakikipagtulungan nila sa iba pang ahensiya ng pamahalaan.
