NOTICE
Annual Transfer Drive 2019 - Guiding Principles
This is regarding Online Annual Transfer Drive 2019. It is quite worthy to mention
that the transfer system in NVS has undergone a major shift over the years from old
counseling based limited transfer system to new policy based transfer system through
offline mode in 2013 till 2015 without displacement, in 2016 with displacement and in
2017 onwards through online mode adopting a system of automation to transform it from
a general orthodox system to a complete transparent system. The present system, thus,
has been end-user oriented and end-user friendly. The system has also witnessed a
remarkable shift with subsequent adoption of Govt. of India / DOPTguidelines over and
above all existing clauses to facilitate employees with disability / serious ailment / spouse
/ widow cases with a view to comply with DOPT norms and enhance work efficiency of
such employees while providing them better opportunity over others to work at station of
their choice.
The Commissioner, NVSbeing the competent authority to interpret the provisions
of transfer policy / guidelines, has provided interpretation of various clauses of policy
from time to time for better understanding and execution of the entire transfer system for
creating a better academic / administrative control, besides welfare of the NVSemployees.
Whilereviewing the ATD2016, ATD2017 and ATD2018, it has been observed that
despite all efforts, the display of final transfer list of various cadres goes by July (and
beyond) every year and thus, the status of the employees with regard to Actual Vacancy,
Deemed Vacancy, DFR (Due For Retirement) is changed with regards to its cut-off date 1st
January of the year of transfer drive. This deprives employees of their chance of opting
places which become vacant due to retirement prior to July of the year of transfer drive.
Simultaneously this also deprives the employees of their eligibility for seeking transfer
even if they become eligible till July (the month of display of 1st list of transfer). The
in-depth analysis also establishes that the Regional Language Teachers working in Native
state avail provisions of all priority clauses while the teachers of same cadre working
outside native state are not covered under provisions of priority category despite the fact
that adoption of Govt. of India / DOPTguidelines in respect of priority categories are over
and above all existing clauses and no cadres have been barred while adopting such
guidelines.
Therefore, taking a pro-employee approach with a VIewto maximize number /
probability of transfer, following shall, henceforth, be brought into effect to cater larger
interest of the employees:
The cut-off date for counting vacancy Actual/Deemed / DFR (Due for
Retirement) cases shall, henceforth, be counted as 31 st .July of the year of
transfer drive so as to cover time period taken in executing the transfer drive
involving two online rounds.
2. In case of plain area transfer (Plain Station to Plain Station), preference will
be given to the employee who had served prescribed tenure at hard & difficult
stations and NE Region irrespective of the cadre. For example: if 02
employees, after completion of normal tenure of 10 years opt for transfer to
same place, the employee who have served prescribed tenure at hard/very
hard & difficult station and NE Region in past would have the claim over and
above the other employee who have not served prescribed tenure at hard &
difficult station and NE Region. In cases of tie, female employee will get
preference over male employee. However, in case of tie between same sexes
(Male to Male and Female to Female) age will take the precedence.

3. Employee who had earlier served prescribed tenure at hard & difficult station
/ NE Region shall not be transferred again to hard & difficult station and NE
Region unless otherwise on willingness / administrative reasons.

4. Provision of DOPT/Govt. of India guidelines with regard to priority category


viz. PH, Medical, H/VH station & Spouse Unification shall be treated equally
applicable over and above all existing clauses to Regional Language Teachers
transfer also. Tenure of 05 years shall remain same in case of Regional
Language Teachers posted in plain areas outside native state but in case of
Regional Language Teachers posted at hard stations outside native state, the
minimum tenure shall be of prescribed 02/03 years as the case may be (very
hard / hard station). In case of PH, Medical Ground and Spouse Unification,
tenure shall not be insisted upon.

5. Widows, being under the status of single working lady, have already been
given priority status, at par with NVS Spouse to facilitate them with better
probability of working at stations of their choice. However, the divorcees and
unmarried lady, despite being under the status of working single lady, were
not covered under the umbrella of priority of Single Lady. Therefore, in larger
interest of all such employees, the divorcee as well as single unmarried lady
employee, henceforth, be treated at par with provisions made for widows
under hierarchy of priority, subject to verification / validation of such status.

6. Provision for completion of minimum 02 years at a station (for new recruitee


as well as old employee) with regard to cut-off date shall continue to remain
in effect to avoid misuse of priority clause for availing transfer in consecutive
years. This is adopted with a view to maintain / improve the academic /
administrative atmosphere of vidyalaya.

7. Taking into account the previous order of NVSHQ regarding rotation of Store
(Central/Mess) and other responsibilities between LDC and Store Keeper,
the vacancy of LDCand Store Keeper shall, henceforth, appear on the portal
as "LDC/Store Keeper" with a view to maximize the probability of
accommodating these two cadres as a consequence of transfer.

8. Newly carved out districts having newly functional vidyalayas have been
included in the vacancy module. However, their status of being under
"Hard/Very Hard Station" (if applicable) are subject to decision of the
competent authority, later on.
It is, therefore, requested that every stakeholder must go through every point of this
document as well as policy / guidelines (2012, 2015 & 2018) available on transfer portal /
Samiti's website, to have clear understanding of the provisions, before launch of Annual
Transfer Drive 2019.
