Circular No. (144) To : All Engineering Consuktants shoring and contractors in regarding Permit Process and ‘execution of Excavation and Shoring Works, Within the framework of Building Dept to develop and simply the building permit process through simpiiying the submission, review. applications for building permit and considering the full co-ordination with the sifferent DM departments and otiver strategic authorities as well as to achieve a high level of quality for the services presented and to be represented in a special way in harmony with the Dubai Emirate vision which Tequires to double the efforts of Tech. and Admin. Authorities staff to develop the working process and to Provide the proper technical environment that enables the projects progress in a high technical level of specifications and as per the approved engineering regulations as well. it has been decided that :~ ~ Applications Permit process of excavation. * The process of permit applications for excavation works and shoring shall be totally processed through Building Permits Section with no need to obtain approvals from DM co-ordination services office. * Contractor to provide work program, method statement, resources schedule and means of shoring for each phase as well as the precautions considered to protect neighbors from excavation works through consultant in all work stages including construction supervision. + Consuliant is requested to review and make sure that safety requirements are fully applied during all excavation phases and should not give any approval before that check and it would. be fully ‘matching with the approved program and specifications that maintains the full safety of neightours. * Contractor will not commence any excavation phase unless a written approval from consultant is objained in advance. * _D.M. supervision staff engineers will come to the site in order to check and approve the excavation ‘and shoring works before any commencement of casting sub-structure concrete. Respectively DM Engineer will check the progress programme and delivery documents through site visits and while the request for building completion certificate as well. ‘+ Contractor and Consultant shail be directly responsible for any damages or hazards that may occur within site or neighbours because of excavation or shoring works. |m this regard DM advising Consultants, Contractors to comply with regulation and follows the attached guidelines to minimize accidents for the public benefit. Date_of Application This Circular shall be applied from 19/8/2006 and onward and to make it clear for all parties that iwo ceminars will be held on 3/8/2006 for Consultants and 10/8/2006 for Contractors in DM City Hall at 9.00 am and DM parking will be free for guests. ‘Thanks for co-operation. Best Regards. mit Guidelines for Excavation and St Wor bai Guidelines and constrains to be considered while applying for excavation and shoring works during execution phases of the said works and the necessary approvals from the concemed authorities are as follows :- 1* : The Consuttant can submit the shoring works to D.M. in both ways : 1-1: Separate permit (before project final submission) subject to DM preliminary approval as follows = Consuttant to apply for @ separate shoring permit or as a part of excavation, sub-structure and ‘mobilization works upon the approval of the submission documents including DM preliminary design approval and the necessary undertaking letters. 4-2: While Final Design submission application as follows Shoring works drawings to be included with the project final application and the consuttant undertaking to carry out any necessary revision or amendment to be done as per NOC’s conditions. Inthis case, the building permit wil be granted with: a. Condition to provide the nominated shoring sub-contractor as well as the shoring workshop drawings. 2%: Necessary infomation to obtain excavation and snoring permit : 1 - General Site Plan showing the plot and surrounding and indicating whether vacant neighbours ‘oF existing buildings are around, (Existing building details such as height, distance from premises, type of foundation and number Of basement floors if any must be provided). Also neighbour boundary fence height and type, nature of surrounding roads and allies whether it is asphalt, int. lock, non-constructed and distance from excavation edge. Public usage plots must be indicated on the dra®ing, if any. od 10 1 Shoring system proposal (preliminary system design) to ensure safety and construction capability also to show any projections behind the plot limits. Cross sections to show excavation level in relation to natural ground level and surrounding roads if any or other existing weighbour buildings. Also extra excavation levels due to water tanks, lif pits or other constiucticns beiow basement level should be indicated and shown in the drawings. Neighbours writer, NOC should be attached to the submission drawings in case of open excavation or partial use of his plot during shoring works. Also cross section indicating the open excavation sicpe angle must be provided. In case of having surrounding roads or sikkas, an undertaking letter stating that NOCs from DM (Drainage and Irngation Dept), DEWA and Etisalat as well as their regulations and requirements shall be applied and followed during the permit phase and NOCs shall be submitted with the final submission. In case of using anchors (on the road side where there might be construction belonging to Dubai Monorail). Hence, RTA approval must be cbtained in advance. Same applies when ‘anchors used within neighbour pia, the owner NOC must be obtained in advance as well. Architectural, structural and shoring drawings must be matching in regard to basement extemal walls. Dewatering system must be applied to maintain the underground water level and details of water insulations must be provided as well. If block/masonary walls attached to shoring system were provided, then details of those walls’ foundation and fixing ties must be provided to ensure safety requirements and contractor must submit the necessary workshop drawing for Consultant's approval prior to construction. Consultant must make sure that sub-contractor is qualified to carry out the shoring works and having a proper license from DM in this regard prior to awarding. Consultant to review sub-contractor's drawings and approve it before submission to D.M. > 12 - Collective undertaking letter (Owner, Sub-Contractor and Consultan!) as per attached format should be submitted to DM (in case of a separate application) before final building permit submission. 13 = Sub-Contractor's drawing should include : A - Shoring system details matching with the structure system earlier approved considering the NOC's conditions. In case of major amendment that what was approved, ‘Consultant should submit a letter expl ’ing the deviations and revisions. B_ - Soil report and structure! calculations. © - Sub-Contractor trading license (valid) and third party insurance policy. 1D - Undertaking letter from (Consultant and Sub-Contractor) stating that they carry out the responsibility against any hazards, cracks, damages caused by excavation or shoring works. E - Existing services details (level — how far from excavation works — distances) as well as the precautions taken to prevent hazards that may occur during execution. F - _Alleties from Owner stating his approval and acceptance regarding the design revision and he is fully aware of variations (in case of cost reduction when the contractor had a sign off 3° - Special conditions to be considered while preparing for structure design and execution of excavation ‘and shoring works. + - Mak [allowable angles 40 While doing ste open" excavation unless soll report recommendations allows for more than 40. 2 - Max allowable deviation on shoring sides is 30 mm under the max. loading in case that cetera mtn ig op conices Srouiing your premises. This system is applied only for a max. of 2 basement floors with the use of anchors and ‘safety precautions should be considered and in case of no neighbours or existing buildings. - Incase of having an attached existing building to excavation area as well as high water table, you must use whether (secant piles or diaphragms walls). Inspection requests should be submitted during construction phases, as follows :- 2 = Completion of 2 m deep excavation. = Completion of excavation and prior casting P.C.C. = Completion of Anchors fixing (ff any).
