Commissioning
Tests
1 Providing peace High voltage and medium voltage cables are factory-
of mind through tested, but the installed system includes several
independent third components which may fail due to manufacturing
party assurance defects, poor workmanship, impurities, or moisture
ingress along interfaces with the cable.
2 Detecting impurities
and poor workmanship The primary concern is the risk of catastrophic
failure during the initial energization, but defects
3 Avoiding catastrophic present during the installation can also lead to
failure during the first accelerated deterioration and premature failure
energization of the cable.
4 Increasing the reliability To avert these circumstances, technical
of the system organizations such as IEEE, IEC, and CIGRE have
developed standards for the commissioning of cables.
5 Establishing base-line
data for future Third party acceptance of cable commissioning
condition assessment testing is the preferred method to provide
professional assurance of the new construction.
6 Improving the safety
of commissioning
Predictive
Diagnostics for
Service-aged
Cables
When high voltage XLPE insulated cables were installed
in the 1970’s and 80’s, cable manufacturers and electric
utilities expected them to perform reliably for 25 - 30 years.
Asset owners are now discovering that the service life
of some of these cables was far shorter than expected.
1 Providing trending Typical issues that asset
information for owners have to deal with are:
accurate condition
assessment • Moisture ingress
• Jacket and semicon imperfections within
2 Identifying remaining the cable structure
life expectancy • Overheating
• Partial discharge
3 Prioritizing spending • Splice, joint, and termination leakage, tracking
on cable replacement and erosion
• Dryness of oil-filled cables
4 Determining cables with • Neutral corrosion
higher insulation loss • Ungrounded sheath or stress grading
as priority for injection
These factors accelerate the aging of insulation and
5 Validating post corrosion of neutral wires / tapes and cause water
injection cable trees and electrical trees. Asset owners face competing
performance pressures of an escalated rate of cable failures and
improvement a limited cable replacement / refurbishment budget.
6 Increasing the reliability Predictive diagnostics for service-aged cables is an
of the system effective tool to allow asset owners to allocate budget
dollars to those cables which are most likely to fail.
7 Avoiding catastrophic
unsafe failures
