INTRODUCTION

Fire safety is our all main concern. “Fire safety is the set of practices intended to
reduce the destruction caused by fire”, Wikepedia. Ferriols define, fire safety pertains
to precautions that are taken to prevent or reduce the likelihood of a destructive fire to
happen that may result in death, injury, or property damage.

To intensify the fire safety, the Bureau of Fire Protection has a mandatory course
that will surely help to aim the target of fire service for fire safety. Through the mandatory
course of Fire Arson Inspection Investigation and Inspection Course (FAIIC), were
in fire safety inspection is one of the main course that will tackled, administer, discussed,
lectured, and studies to intensify the fire safety through its inspection in all public, and
private buildings and establishments in the country. That inspection, is the back bone of
fire prevention that protects the lives safety, property and the continuity of the operations
of the business.

Along with the course, it is incorporated in the program to undergo On-the-Job-


Training that students will be assign to all different city station to conduct fire safety
inspection. This is the training ground for all Fire Arson Inspection and Investigation
Course (FAIIC) students to experience the real life situation when it comes to fire safety
inspection. Not only to experience but to conduct thoroughly, accurately and applied all
the theories learned inside the classroom, applied all the methods have learned and most
especially applied and give all your full knowledge in the implementation of Republic Act
9514 also known as the Fire Code of the Philippines. That after the said training and skill
enhancement all Fire Arson Inspection and Investigation Course (FAIIC) students will
become more efficient and equip when they come back to their respective station for them
to conduct fire safety inspection and as the implementing body as known as the fire safety
enforcer of the Fire Code. It is also the benefit of the owner of the building and the
occupants and the public for their fire safety.

GEOGRAPHICAL LOCATION

Caloocan has a combined total land area of 5,333.40 hectares and is located
at the northern part of the National Capital Region (NCR, Region IV-A).

The city is divided into two


geographic locations, namely:
South Caloocan, with an area
of 1,362.50 hectares and North
Caloocan, with an area of
3,970.90 hectares.

South Caloocan is bounded on


the north-northwest by
Valenzuela, Malabon, and
Navotas; on the east by
Quezon City; and on the south
by the City of Manila. The
greatest length, north to south
of the boundaries is about six kilometers, and the greatest width, east to west
is seven kilometers.

North Caloocan, on the other hand, is bounded on the north-northwest by the province
of Bulacan; on the south-southeast by Quezon City; and southwest by
Valenzuela. Its extreme southern boundary is about 1.7 kilometers apart from the
northern extreme boundary of South Caloocan. The greatest length, north to south of the
boundaries is eight kilometers and the greatest width, east to west is ten kilometers.

The City of Caloocan, is divided into two political boundaries, namely: District 1 and
District 2.

District 1 is composed of 70 barangays, which include Barangays 1 to 4, 77 to 85 and


132 to 188.

District 2 is composed of 118 barangays, which include Barangays 5 to 76 and 86 to


131.

TOPOGRAPHY SOUTH CALOOCAN

A westward trend of flat lands covers a land area of about 1,001.64 hectares or 74.25%
of the whole southern portion of the city, slopes of which ranging from 0% to 3%.

Being flat and highly accessible to neighboring cities and municipalities. It is where most
of the commercial and industrial establishments in the city can be found. Along the North
Diversion Road, the topography of South Caloocan, gradually changes into gently to
moderately sloping to rolling, with slopes ranging from 3 to 18%. Adjacent to residential
and industrial areas within the sector, vast tracts of land still exist. In these areas lie the
highest point found to be 35.00 meters above mean sea level. The lowest is in the
southernmost end of Kaunlaran Village (Dagat-Dagatan Development Project) measuring
about 0.993 meters above mean sea level.

NORTH CALOOCAN

Out of the total land area, 58.49% or 2,322.80 hectares are characterized to have gently
to steeply undulating to rolling topography with slopes ranging from 3 to 18%. This terrain
is noted in the northern and central portion and gradually transforming into a southward
trend of flat lands down to the southwestern tip of the boundary. Several industrial and
residential subdivisions have already been developed in these broadly to nearly level
lands, because of its proximity to some of the major access roads in the area.

POPULATION HISTORICAL GROWTH

1903 - Census of Population and Housing (CPH) reported a population of 7,847


for Caloocan City.
1918 - Significantly doubled the 1903 figures.
1960 - population zoomed to 145,523
1980 - population was on the threshold of the half million mark at 467,816
2007 - total population surpassed the one million mark at 1,381,610, 15.09%
higher from the census of 2000

2010 - Population accounted for 12.56% of the National Capital Region total of
11,855,975 and 1.61% of the Philippines’ total population of 92,337,852. By
population size, Caloocan ranks third among the cities and municipalities in NCR.
The average annual growth rate based on 2000 and 2010 actual census is 2.37%,
which is higher compared to the National Capital Region’s (NCR) 1.78%.
It is projected that by year 2020 the population of the city will reach 1,680,013.

POPULATION DISTRIBUTION

The 1995 Census of Population and Housing conducted by the NSO established that the
population of South Caloocan exceeds that of North. In the succeeding census years
beginning 2000, the statistics started to show otherwise, that of North surpassing its
Southern counterpart in terms of populace. Barangay 176 in North Caloocan was
registered as the most populated barangay in the Philippines, tallied as having 243,878
individuals, accounting for 16% of the city’s total population On the other hand, Barangay
76 in South Caloocan registered the least number of inhabitants at 106. Barangays 167
and 171 had the fastest growing population in the city with an annual growth rate of 9.77%
and 9.78%, respectively.

HOUSEHOLD POPULATION, HOUSEHOLD SIZE AND POPULATION DENSITY

The city’s population represented 13% (1,487,245) of the National Capital Region’s
(NCR) total household population of 11,796,873 based on the statistics of the 2010 NSO
Census. It has a total of 345,444 households (establishing an increase of 38.42 percent
from 249,567 in 2000) with and average size of 4.37 occupants respectively.

The household size considerably decreased from the 4.71 documented in 2000. Bagong
Silang (Barangay 176) holds the most number of households at 53,425 while Barangay
76 has only a single domiciliary.

In terms of population density, South Caloocan’s compacity is placed at 426 persons per
hectare and is highly expected to reach the 600 mark in 2025. On the other hand, North
Caloocan registered an average of 229 persons per hectare and is projected to reach 325
by 2025. In general, population density was placed at 279 persons per hectare in entirety
(citywide), manifesting an increase of 26.45 percent since 2000 or 58 persons per hectare
for the last 10 years.

HOUSING

Based on the 2010 Census of Population and Housing (CPH), a total of 331,345 occupied
housing units were recorded in Caloocan City. This translates to a ratio of 100 occupied
housing units for

4.5 persons per occupied housing unit. However, almost 20% of the total occupied
housing units are rent-free with and without consent of the lot owners. With an annual
growth of 3.30% households (2000-2010), there is an estimated housing needs of 10,000
units annually to meet the standard of 1 household per housing unit. Urban blight and
slum areas remain to be a major concern in the housing programs of the city government.
The lack of access to affordable housing results to the proliferation of informal settlers
and professional squatting. These resulted to urban congestion and deterioration of
environmental conditions. The problems arising from urban blights such as worsening of
structural conditions, poor health and sanitation, increase in crime and decline of public
order continuous to pose as a challenge to the city government.

CALOOCAN CENTRAL FIRE STATION

Caloocan Fire Station of Caloocan City was located at Biglang Awa way back 1950 under
the management of F/CHIEF NICANOR MADURATA the first City Fire Marshal in
Caloocan City.

When the 6th City Fire Marshal took places year 1975 to 1980 the Central Fire Station
was transferred to Samson
Road Sangangdaan under the
supervision of F/LT COL
JOAQUIN DIQUIATCI JR.

During that time, there were


only five (5) fire sub-stations
under Caloocan City Fire
Station namely- the 4th Avenue
Fire Sub-station, Maypajo Fire
Sub-station, Balintawak Fire
Sub-station, Bagong Barrio

Fire Sub-station and BO San Jose Fire Sub-station. The Central Fire Station before had
three (3) operational fire trucks namely 46 Morita (Japan made), E 46 LTi and E 46 CH
(FMC) and the five (5) fire sub-stations have their own operational fire trucks.

The Caloocan City has two (2) districts, located in different locations, the South Caloocan
District and North Caloocan District. South Caloocan District has five (50) operational
Fire Sub-stations including the Central Fire Station, while North Caloocan District has six
(6) operational Fire Sub-stations. As of now, Caloocan City Fire Station has a total
strength of 178 personnel who aims to extend their good service through the leadership

SIGNIFICANCE OF ON-THE-JOB-TRAINING

“Tell me and I forget, teach me and I may remember, involve me and I learn.”

-Benjamin Franklin-

You will learn a lot through education and trainings, but you will learn more if you
experience and hands on activity, to put in action and to materials all that you have
acquired, and learned all the theoretical aspects of learning. That is why on-the-job-
training are incorporated in all the system of education in able that all the students may
learn more, more skillful, more knowledgeable and equip when it comes to his field and
to his work.

On-the-Job-Training has a greater significance to all Fire Arson Investigation


and Inspection (FAIIC) students for them to be able to have their real life situation in the
field of fire safety inspection. Not only thinking that a fire officer is created to put up fire
that basically fire prevention is all concern and fire safety inspection is the key holder to
achieve and receive all accomplishments and mission of the entire fire service in the
country.

On-the-Job-Training is very important in the course. This will serve as your engine start
to create something good and give you benefit the public to your course of inspection that
you conduct fire safety inspection with all your dignity and pride that ensuring the safety
of this building, each tenants or occupants and owner of the building.

DAY 1 MONDAY O1 JULY 2019

On 01 July 2019, at exactly 0800H, we rendered courteously call to CSUPT


WILBERTO RICO NEIL A KWAN TIU, the Regional Director, National Capital Region,
Bureau of Fire Protection at Brgy. Pinagkaisahan Quezon City. We are warmly welcomed
in his office by SSUPT JOE
FERNAND L BANGYOD
DSC ARDA NCR giving his
encouragement to embrace
the inspection process and
activity of work, for the
implementation of Fire
Code of the Philippines as a
fire safety enforcer of the
said code.

He assured as, that all of us


will learned more, because
we are in the training
ground, and the real life
situation. He leaves us a message, that all the things that we have learned during the
stay may utilized when we come back to our unit station.

Afterwards, we also rendered courteously call to SSUPT RIZALDE M CASTRO,


the District Fire Marshal of CAMANAVA District 2, National Capital Region, Bureau of Fire
Protection at Dagat-dagat Caloocan City. He gave us his big smile that brings us
composure that we can do On-the-Job Training. He just gave us a simple message, that
we should always bear in our hearts, and in our mind the letter “M”, “M” means
“MALASAKIT” (concern). Malasakit in the fire service, Malasakit in our job and
Malasakit to our agency, the Bureau of Fire Protection (BFP).

Lastly, we also rendered courteously call to the City Fire Marshal of Caloocan
Central Fire Station, SUPT STEPHEN A REQUINA, RME. He is a soft spoken man, but
you will have recognized him a man of has a good will, and a leadership. He warmly
welcomed us, give some advices, tips, and reminders when it comes to fire safety
inspection. Then, he turned over us to the Chief of Fire Safety Enforcement Section,
SINSP JYNER C CARIÑO, and gladly acknowledged us. The staffs and fire safety
inspectors of the said station accepted us and gave us a hand.

The whole day, was allotted for us to render a courteously call to all different offices
and units. We end this day with outmost hope for tomorrow, and excitement to conduct
fire safety inspection in the city.

DAY 2 TUESDAY O2 JULY 2019

We reported at Caloocan Central Fire Station for the 2nd day, at 0745H.
Everyone in the team was so excited, and at the same time quite nervous to conduct the
fire safety inspection. Time comes, we already had in hand the Inspection Order, and
the Checklist prepared by the Fire Safety Enforcement Section Staff. We are
accompanied by their designated Fire Safety Inspector, at first in the morning we
conducted fire safety inspection at Guru Property Development, and Management
Corp (Victory Mall) for Mixed/Mercantile Type of Occupancy. We are accompanied
by SFO3 Ferdinand G Santos, our team Caloocan was composed of, FT Crizaldy R
Benoya, as our team leader, FT Maridene B Ballesteros, FT Christine B Artillera, FT
Ronilo V Calcaben, and FT Herby B Yngreso, and we proceed to the area.

We permitted us
to conduct fire safety
inspection by their
representative, and we
take the fire safety
inspection process.
Gave the Inspection
Order to sign the owner
or his representative
allowing us to conduct to
their premises. Take
some pictures, and
precautions when it
comes to fire safety.

After the said inspection, we did the After Inspection Report sign by the members
of the team and was also signed by the administrator of the said building to acknowledge
of the said inspection.

At exactly 1300H, we proceed to Caloocan city Medical Center for Health Care
Type of Occupancy for our second fire safety inspection accompanied by SFO1 Allan I
Perez. Just like the first inspection conducted, we followed the same process for the said
fire safety inspection for healthcare.

Lastly, at 1600H, we proceed to Two (2) Storeys, with Roof deck under
construction for Residential Type of Occupancy for our third establishment to conduct
fire safety inspection accompanied by SFO1 Renalou S Roque. We gave the Inspection
Order to the owner for them to sign in able to allow us to conduct fire safety inspection.
After the owner signed the Inspection Order it is about to start the said fire safety
inspection. We look around and take the proper inspection for the safety, and
implementation of the Fire Code of the Philippines. After the said inspection we did the
After Inspection Report signed by our team and the owner to acknowledge of the said
documents.

After the long day of conducting fire safety inspection, we had this small feast. We
gathered, the Caloocan Team, for OJT, together with the respective Caloocan Fire
Safety Inspectors. We mingled, the Caloocan Team for OJT, and the Caloocan Fire
Safety Inspectors. We mingled, and we get along much better, and we really had fun.

DAY 3 WEDNESDAY O3 JULY 2019

On or third day, at exactly 0745H, we reported at Caloocan Central Fire Station.


The Fire Safety Enforcement Section staff gave us the said Inspection Order, and
Checklist.

At exactly 0800H, we proceed to Guru


Property Development and Management
Corp (Victory Mall) for High Rise
Mercantile/Mixed Type of Occupancy to
conduct fire safety inspection accompanied
by SFO3 Ferdinand G Santos.

Just like the other day we followed the same


procedure in the conduct of fire safety
inspection. We gave the Inspection Order
to be signed by the owner or administrator
to allow us to conduct of the said inspection.
We conducted inspection look all over the
building establishment and take the proper
inspection in lieu to the safety in accordance
to the Fire Code of the Philippines. We end
up doing the After Inspection Report signed
by our team and the administrator to
acknowledge of the said fire safety
inspection.

At 1030H, we celebrated the Holy Mass offered by the Caloocan Central Fire
Station at the same venue for their continuous spiritual strengthening and religious
upbringing. After the Holy Mass, we had this boodle fight in celebration of the birthday
celebrant of SINSP JYNER RICK C CARIÑO. In that instant, we simply get along with
the other personnel and officers. We meet them, and somehow had our small talks.

After lunch, the Caloocan Team, had their team work out to materials the
necessary requirements in able to accomplish the compilation of this fire safety inspection
on-the-job training. We made the narrative report for us to submit the paper on time. We,
the team make the time productive all the time.

DAY 4 THURSDAY O4 JULY 2019

Fourth day, at 0745H, Team Caloocan reported to Caloocan Central Fire Station.
At exactly 0800H, we conducted fire safety inspection at Manila Central University
(MCU), together with the fire safety inspector of the said station, SFO3 Fernando G
Caballas.

Had received our Inspection Order. Afterwards, we conducted the fire safety
inspection.

After the inspection, we did the After Inspection Report signed by the team. and
the building/establishment representative.

Afterwards, we proceed to Prince Retail Merchandising Inc. (Branch) for Storage


Type of Occupancy accompanied by FO1 Zoren G Cabagay. We do the same
procedure of fire safety inspection. Our Inspection Order, was received by the
owner/administrator to allow us to conduct the fire safety inspection. After they received
the Inspection Order, we conducted the fire safety inspection. Take the proper way of
inspection, taking the defects, deficiencies and violations in accordance to the Fire Code
of 2008. We did the After Inspection Report signed by the team and the
owner/administrator of the said establishment/business to acknowledge of the said fire
safety inspection.

And lastly, at exactly 1300H, we proceed to Quality Product Corp. for Industrial
Type of Occupancy with the same inspector of Caloocan Central Fire Station.
Inspection Order was received by the owner/administrator of the said
building/establishment, and afterwards we conducted fire safety inspection. We look
around, look for the possible violations, and to determine the fire safety measures they
have in the building/area. After the said fire safety inspection, we prepared the After

Inspection Report, signed by the team and the building owner/administrator to


acknowledge the said inspection.

At around 1600H, we had this small treat, a small gathering, for the Caloocan
Personnel to give thanks for accommodating us, and helping us to undergo of the said
training in the field. We have learned a lot, and all these things will always bear, and
incorporate, and adopt in our own station for public safety.

DAY 5 FRIDAY O5 JULY 2019

Fifth day, our last day of our on-the-job training. 0745H, we reported to Caloocan
Central Fire Station. 0830H, we rendered an exit call to the Chief Administrator,
CINSP EUGENE M BRIONES.

Afterwards, we ask time to the Chief Fire Safety Enforcement Unit, SINSP
JYNER RICK C CARIÑO, for the evaluation of our reports, and gave him for our final
grades during our stay at Caloocan Central Fire Station, for our On-the-Job Training as
part of our Fire Arson Inspection and Investigation Course (FAIIC) requirements. He gave
us his last word to us to our noble job with so much pride and honor. Do our job with
outmost respect with the clients, and to our constituents.

We also had a chance to rendered exit call to the City Fire Marshal SUPT
STEPHEN A REQUINA, RME, despite his busy schedule, and so much activities, he had
his time to accommodate us, and entertained us in his station. He gave us his warm good
luck, and encouragement for our career. And for that, we also thanked him for his warmed
welcome and for accommodating us for five days of stay during our On-the-Job Training.

At 1230H, we rendered exit call, to the office of Regional Director, National


Capital Region, Bureau of Fire Protection.

After all the exit calls we rendered, we went back home for a new beginning along
with the knowledge, and experienced we had during our On-the-Job Training.
