Apart from the manufacturing zones, total area is planned for green/open areas, amenities
and utility space, technical and commercial infrastructure to accommodate training centre,
R&D centre, commercial buildings like bank and ATMs, offices, traders, shopping,
maintenance and repair shops, etc. and residential zone.
Utilities are planned and zoned across the project site. It will include water supply system,
sewage network and wastewater treatment facility, waste management facilities, power sub-
station and distribution network, fire station, cold storage facility, raw material bank, etc.
which are discussed in detail in the subsequent sections. Based on the requirement, these
facilities are spread across the project site. Logistic hub will include warehousing, storage
facility, container terminal, truck parking facility, workshops, railway siding infrastructure,
weigh bridge, external physical structure linkages such as Roads, water supply, Power
supply, gas and optical fiber connectivity (OFC) etc.
For residential zone, housing and allied infrastructure like educational facility, health care
facility, crèche, recreational facilities, cultural facilities, playgrounds and community facilities,
etc. are proposed.
The Pre-feasibility Report outlining project details is enclosed as a standalone document.
1.3 Methodology
Methodology to carry out the EIA study involves the following stages:
Reconnaissance survey and site visits
Review of available literature
Compliance to statutory requirements
Baseline environmental monitoring (Terrestrial environment)
Identification and Prediction of Impacts
Hazard Identification, Risk Analysis and Broad Disaster Management Plan
Environmental Management Plan
1.3.1.1 Meteorology
Meteorological Parameters such as wind speed, direction, relative humidity, rainfall,
temperature etc., will be recorded by using automatic weather monitoring station in the study
area at One (1) location during the study period. In addition, the general meteorological data
from Climatological Tables of Indian Meteorological Department (IMD) will be reviewed and
presented. For the purpose of carrying out the air quality modelling study, site specific hourly
meteorological data (pre-processed from MM5) for the recent year (2017) will also be
obtained and used.
1.3.3 Anticipated Environmental & Social Impacts and their Mitigation Measures
Environmental attributes likely to be affected by project activities will be identified and
impacts will be assessed. Project activities can be broadly classified into construction and
operation phase activities. Most appropriate and accepted methods will be used to quantify
impacts likely to arise due to development of proposed NIMZ. The mitigation measures
proposed to minimise/avoid each of the likely impacts that occur during construction and
operation phases will be discussed in detail.
1.3.3.6 Ecology
Impact prediction on ecology within the study area will be carried out by analysing likely
changes in sensitive biological indicators. Impact on ecology will be assessed considering
the fact of number of trees/vegetation to be retained/felled or cleared from the Project site
and planned as part of landscape development of the Project site.

The key environmental impacts during construction of NIMZ include the build-up of dust and gaseous emissions affecting air quality and noise pollution from industrial activities and vehicular traffic. Mitigation measures include pollution control devices and use of less noisy machinery . Social impacts involve land acquisition and impact on local infrastructure, with mitigations like social impact assessments and community engagement . During the operation phase, emissions from industrial activities could lead to air and water pollution, with mitigation measures like emission control systems and wastewater treatment facilities proposed .
The EIA incorporates biodiversity monitoring through inventories of terrestrial flora and fauna, using methodologies like belt transects and quadrants for plant species and direct observation for animal species . Conservation measures include analyzing changes in sensitive biological indicators and planning to retain or replace vegetation as part of landscape development . The bio-diversity index and canopy cover are evaluated to ensure ecological impacts are identified and mitigated .
Factors considered during the social impact assessment include demographic changes, land acquisition, impact on local infrastructure, employment generation, and effects on local communities. Mitigation involves comprehensive reviews of socioeconomic data, community engagement, and implementing measures like providing employment opportunities and strategically planning infrastructural development to minimize adverse effects on local populations .
The development plan addresses potential changes in land use patterns by analyzing the impact of soil erosion, soil permeability, and the disposal of construction materials. Strategies suggested include minimizing soil erosion through proper landscaping and disposal practices, as well as monitoring changes in land use and implementing appropriate mitigation measures during both construction and operational phases .
The EMP includes strategies for air, water, soil, waste management, and green area development separately, with mitigation measures tailored to each environmental attribute. It provides a comprehensive approach to pollution control, resource management, and ecological balance. The EMP also ensures compliance with MoEF&CC recommendations, addressing potential impacts systematically .
Public consultation plays a crucial role in incorporating the concerns and suggestions of local communities into the EIA process. It involves conducting public hearings where draft EIA reports and executive summaries are shared with stakeholders in both English and Telugu to facilitate transparency and inclusiveness. Feedback received helps refine the impact assessments and mitigation strategies .
Challenges in the solid waste management plan include handling, transportation, storage, and disposal of both hazardous and non-hazardous wastes. Proposed solutions involve developing eco-friendly disposal techniques, segregating waste at source, employing sustainable waste treatment technologies, and ensuring regular monitoring and compliance with environmental regulations to manage waste effectively and sustainably .
During construction, air quality is impacted by dust and emissions from machinery and transport vehicles. In the operational phase, emissions from boilers, industrial processes, and traffic contribute to increased particulate matter and gases. Gaussian Dispersion models such as ISCST3/AERMOD are used to predict 24-hourly incremental ground-level concentrations of these pollutants, represented as isopleths, detailing the spatial distribution of air quality impacts .
The environmental monitoring protocols include regular assessment of air, water, and soil quality through established parameters and frequencies. Specific locations for data collection have been identified, and budgetary allocations are made for monitoring equipment and processes. Effectiveness of mitigation measures is checked through continuous data analysis and reporting against baseline environmental conditions .
The proposed methods for water management include rainwater harvesting and recycling of treated wastewater. A detailed water balance chart is created to manage water use efficiently. Additionally, the project plans to implement effluent treatment facilities to ensure reuse of treated water, thereby reducing consumption of freshwater resources and promoting sustainability .
