A. JOB SUMMARY

Plans, directs, reviews and supervises the work of subordinates in all aspects of personnel
management and determines agency compliance with civil service law and rules and
related laws and issuances.

B. DUTIES AND RESPONSIBILITIES

 Reviews and acts on appointments with complete documents, including those under the
Reports on Appointments Issued (RAIs), within 1hour and 15 minutes after verification
of eligibility;
 Creates records of new employees and update existing personnel records of client
agencies within thee (3) working days;
 Processes examination applications within 20 minutes from receipt and conducts the
CSC-PPT within his jurisdiction;
 Conducts training programs with Excellent (20%) and VS (80%) ratings on effectiveness
for client agencies;
 Responds promptly to queries and renders technical assistance/counseling/information a
CSC matters;
 Complies fully with the CSC Citizen’s Charter in the delivery of frontline services;
 Assists client agencies to come up with approved and functional SPMS;
 Assists client agencies using the PRIME-HRM Maturity Level indicators;
 Conducts ARTA Watch on client agencies;
 Helps client agencies nominate their exemplary officials and employees for the HAP
awards;
 Submits reportorial requirements to concerned offices on time;
 Participates/assists in the Team Building Activities, Medical Check-up and Family Day,
CSC Luzon Mini-Olympics, Annual Conference of the CSCRO IV RCPO, Annual Luzon
Convention of RCPOs, Government Chorale Competition, and other activities, as
applicable;
 Accomplishes required On-Line Competency Assessment and other assessments and
surveys promptly;
 Accomplishes and submits OPCR targets and accomplishments, Annual Procurement
Plan, Individual Development Plans and SALNs promptly.
