“Summary of CA Decision on PICE vs UAP Case”
THE 4 LAWS INVOLVED IN THE DISPUTE:
1.) RA544 – also known as the “Civil Engineering Law” is the principal law in the practice of
Civil Engineering
2.) RA966 – also known as the “Architecture Act of 2004” is the law that governs the
practice of architecture (RA545 is the Old Architecture Law”)
3.) PD1096 – is a presidential decree instituting the National Building Code (NBC) of the
Philippines which states that its Implementing Rules and Regulations (IRR) must be
disseminated by the Department of Public Works and Highways (DPWH)
4.) Revised IRR of the NBC – centers on Section 302.3 in relation to Section 302.4. On the
revised IRR of the NBC, in the application of permit the preparation, sign, and seal of
“Architectural Documents” is only exclusive to Architects.
