ONLINE INCIDENT REPORTING SYSTEM FOR BARANGAY
ABSTRACT
Barangay is the basic political unit which serves as the primary planning and implementing unit of
government policies, plans, programs, projects and activities in the community, and as a forum
wherein the collective views of the people may be expressed, crystallized and considered, and
where disputes may be amicably settled. The barangay is where incidents first taken care of. Simple
incidents like in-house gambling, vandalism, and littering must be reported and taken care of
immediately to maintain public order in the barangay. With the widespread use internet, using an
online application, Online Incident Reporting System for Barangay, the reporting process can speed
up the process where barangay officials immediately notified in every reported incident. This
system not only speeds up action but records can also be used for future references in a much faster
monitoring.

INTRODUCTION
The barangays are the smallest political subdivisions in the Philippines Barangay is the basic
political unit which serves as the primary planning and implementing unit of government policies,
plans, programs, projects and activities in the community, and as a forum wherein the collective
views of the people may be expressed, crystallized and considered, and where disputes may be
amicably settled. (Sec. 384, LGC). The barangay government provides the following basic services
and facilities. Agricultural support services which include planting materials, distribution systems
and operation of farm produce collection and buying stations. Health and social welfare services
which include maintenance of barangay health center and day care center. Services and facilities
related to general hygiene and sanitation, beautification and solid waste collection. Operation of the
Katarungang Pambarangay. Maintenance of barangay roads and bridges and water supply system.
Infrastructure facilities such as multi-purpose hall, multi-purpose pavement, plaza, sports center,
and other similar facilities. Information and reading center. And having satellite or public market.
The Katarungang Pambarangay (KP) or Barangay Justice System (BJS) is an alternative,
community-based mechanism for dispute resolution of conflicts between members of the same
community. The BJS provides a venue for disputing parties to search for a mutually acceptable
solution. Other mem{bers of the communities act as intermediaries, facilitating the discussion of
possible solutions. The BJS formalized the Filipino tradition to seek help of community elders or
tribe leaders in resolving disputes between members of the same community, and uses the Punong
Barangay (highest elected official in a barangay) and the Lupon members (committee of respected
community members).
It is only when the BJS has failed to resolve the dispute that the parties are allowed to bring their
case to court. Simply put, the BJS provides a friendly, inexpensive, and speedy forum for the
settlement of disputes where the parties can freely explore options for amicably resolving their
disputes without resorting to the courts. In some areas where the courts are inaccessible, both
because of location and because of the prohibitive costs of litigation, the BJS, with all its
limitations, can be the only venue that the poor can avail of for the resolution of their disputes. With

In the recent years, increasing use of online media, such as websites, blogs, and social networking
sites, by the government for various public relations purposes have witnessed. These channels are
often observed to promote democratic values and public trust in government by helping the

offer their services. The study shows that ICT can be more effective with the integration of existing
technology for building citizen-oriented and empowering governance.
Government is moving to another idea of giving broad access of government services electronically
from gadgets like PC, portable PC, smart mobile phones and other handheld gadgets, which are a
great deal more incorporated into every day human lift.
Consequently, this study aims to make public incident reporting more efficient. With the
