Subject: Recruitment for filling up of 72 Group ‘A’ posts in the Civil


Aviation Department on short-term contract basis.

This is regarding recruitment for filling up of 72 Group ‘A’ posts in


the Civil Aviation Department on short-term contract basis. The vacancy
circular for these posts was issued on 22-6-2009 for inviting applications
(including those who are below 65 years of age as on 30-6-2009) for filling
up these 72 Group ‘A’ posts in different grades on short term Contract
basis for a period of one year. The closing date for reaching applications in
DGCA was 30-7-2009. In response to the circular, the DGCA has received
total 623 applications against all the posts.

3. After receiving these applications on 6-7-2009, these were diarised


and shored-out Grade-wise in the cell. Thereafter, these applications were
examined in the cell.
4. The detailed draft statement of all the applications regarding their
fulfilling the prescribed Essential educational qualification and experience
as prescribed in the existing Recruitment Rules has been prepared. The
typing work of the statement is going on in the cell. Thereafter, a short list
of eligible candidates will be prepared for consideration of the
Committees to be set up for selection of candidates.

The undersigned has been appointed as Inquiring authority to


inquire into the charges framed against Shri Mahesh Chand, Peon vide
Oder No. C.14013/3/97-VC dated 3rd August 2009.
2. Following documents have been found enclosed alongwith said
order :
(i) A copy of the Memorandum dated 9-3-09 sent to Shri Mahesh
Chand, Peon
(ii) A copy of Article of Charge
(iii) Statement of imputation of misconduct or misbehaviour in
support of Article of Charge
(iv) List of documents by which the articles framed are proposed to
be sustained.

3. However, as stated in the Memorandum dated 9-3-09 Annexure –


IV (a list of witness by whom, the article of charge are proposed to be
sustained) has not been found enclosed.

4. In addition to this, as per Rule 14 (6) of CCS(CCA) Rules, following


documents are also required to initiate the inquiry:-
(a) a copy of written statement of defence, if any, submitted by
Shri Mahesh Chand, Peon;
(b) a copy of the statement of witness, if any ; &
(c) evidence providing the delivery of the documents to Shri
Mahesh Chand, Peon.
