Let me thank you for providing leadership support for construction component of EQRA
Program Design and implementation. As you know infrastructure service department has been
working in establishing effective coordination mechanism for school construction with ministry
of rural rehabilitation and development as well as with ministry of urban development. we
organized coordination meeting with MRRD engineering team discussing implementation
challenges and bottlenecks and the resolving outstanding issues.
As we move ahead along with EQRA Program we would certainly require to cope with increased
load of activities and enhance productivity to take timely actions and make sure we deliver the
required services as planned. this could only be achieved if we have required personal hired and
present at ISD and Provinces. within this context, I request the following for your kind perusal
and approval as well as due consent of the world bank.
A. Providing Justification for Recruitment of Eng.Sayed Wafiullah:
As you all know, He worked as Deputy Director of ISD and liaison with World Bank and
other donor agencies for Coordination, management and monitoring of all school
construction activities. He has been Excellent in fulfilling all his duties and responsibility
and a great asset to ISD. As per my repetitive follow-up and request, Engineer sayed
Wafiullah is ready to join ISD Once again. He will be required to develop school
construction policy and strategy to ensure schools will have useable buildings and
conducive environments. He will be responsible to coordinate with MRRD, MUDH for
the implementation of construction component of EQRA Project, Overseeing the closing
and handover phase of projects, supervise the process of conducting final inspection by
ISD Core and Provincial Engineering Team. He will work closely with Operation and
Maintenance department to develop O&M Manual and Policy for school buildings,
Establish standardized , effective and efficient management and reporting system for
Operation and Maintenance of School buildings across the country. We need his
contribution towards the aforementioned tasks urgently hence I request he should be on
board from 1st January 2019 working for ISD.
B. Direct Transfer of 10 Core team Engineers:
All these engineers have experience with EQUIP Project and had significant contribution
in Design, Implementation and closing phase of EQUIP construction Projects. They have
shown their great commitment to the organization in the past and ISD will require their
contribution and expertise in EQRA Program. They are needed to work closely with
MRRD Engineering team to Provide list of all prioritized schools ,Certify typical designs
as supporting member of MRRD technical team to ensure that the drawings meet
educational standards, Provide documentation related to the land acquired in accordance
with the Safeguard Instruments, Obtain any clearances and approvals required before
commencing of any construction activities, Conduct randomized monitoring visits to
check quality, quantity and schedule, and Ensure smooth and proper Handover and
transfer from MRRD of the schools constructed in accordance with contracted building
design and specification.
They have been asset to the organization without which the project will suffer to great
extent Hence we request Direct Transfer of Core team engineers.
