• It is one of the world
largest integrated oil and
gas production projects.

• It is the first project in


Russia to develop offshore
oil and gas fields.

• It includes three offshore platforms, an onshore processing facility,


TransSakhalin pipeline system, liquefied natural gas plant and oil export
terminal.

• There are about 1800 direct employees, and several thousand of contractors
and subcontractors, working approximately 1 mln man-hours each month.

HSE in Sakhalin Energy
• Safety is our top priority and we use a number of industry-recognized
practices to protect health, safety and environment.

• These include road safety management, a comprehensive permit to work


system, behavioural safety programmes, a number of environment
monitoring and protection projects, all based on the best industry practices
and requirements of our stakeholders.

• For the last 3 years we have experienced Top Quartile safety performance
when benchmarked against the industry.

• However we must not be complacent about our performance. We work in a


high-risk environment and failure to spot hazards can cost lives.

Our Drilling Team implemented DROPS 2013
in 2009 as part of Shell Well Engineering.

However, in 2012 we had 30 DROPS near misses and incidents, including


one injury and a few incidents causing damage to assets.

Most of those incidents did not relate to drilling. In 2013 we see a similar
trend.

The weight of the cover was less


than 50 grammes and it was gliding
rather than falling.

However it exposed the cables to


atmosphere in the hydrocarbon
process area.

An uncontrolled ignition source in a


live hydrocarbon plant can cause a
significant incident.

Implementation Progress

November 2012:
31 representatives from all assets have been trained as
trainers.

December 2012 – March 2013:


Awareness trainings have started at most assets to cover
all personnel.
Communication materials distributed: posters, calculators,
website.

May 2013:
Official issue and communication of DROPS Standard to
reflect main directions of dropped objects prevention in
Sakhalin Energy.

Main Requirements of Sakhalin Energy
DROPS Policy
• Awareness training for all staff potentially exposed to dropped objects.
• Prohibition of unsafe practices, e.g.:
– unsecured personal items at height;
– two-part shackles on permanently suspended equipment and personnel
lifting devices;
– home-made equipment and customized split pins, etc.;
• Inspections and assessments of structures and equipment at height, and use
of secondary retention where required.
• Permit to Work and ToolBox Talks for works involving high potential of
dropped objects.
• Reviews of all new structures and fixtures at height through the Management
of Change process.
• Reporting of all potential and actual dropped objects.
