AN ORDINANCE INSTITUTIONALIZING THE
BARANGAY CIVIL REGISTRATION SYSTEM (BCRS) IN
ALL THE BARANGAYS IN BUTUAN CITY
Be it ordained by the Honorable Sangguniang Panlungsod of Butuan
City in session assembled and by authority of the same that:
SECTION 1. Title. This Ordinance shall be known as the “THE BARANGAY
CIVIL REGISTRATION SYSTEM (BCRS) ORDINANCE OF BUTUAN CITY”.
SECTION 2. Coverage. The Barangay Civil Registration System shall only cover
birth registration.

SECTION 3. Rationale/Objectives. This Ordinance aims to institutionalize the
Barangay Civil Registration System (BCRS) in all the Barangays in Butuan City in order to
make the process of civil registration easier, more accessible, and cheaper on the people’s
end. Specifically, the institutionalization and implementation of the BCRS is aimed at
improving the level of registration in the City, that is, achieving a 100% registration,
establishing data on all inhabitants of every Barangay in the City, improving the quality of
data in the system, ensuring timely registration of vital events such as birth, in the future,
thereby preventing late birth registration, and empowering the Barangays as the basic
political units in the performance of their duties and responsibilities towards the promotion of
the general welfare of inhabitants.
SECTION 4. Definition of Terms. To facilitate a better understanding of this
Ordinance, the following terms have been defined:
a) Barangay Civil Registration System (BCRS) – refers to the strategy of facilitating
civil registration at the community level, where Barangay Officials assist the City
Civil Registrar in civil registration work. It is a systematic process of reporting and
monitoring vital events, particularly birth.
b) Barangay Civil Registration Agents (BCRAs) – refers to those who interview
household members during data gathering activities, submit accomplished application
forms to the Barangay Secretary, help in the registration, monitor and report to the
Barangay Secretary the occurrence of vital events in the Barangay, conduct
information dissemination, and perform other functions related to BCRS operations.
c) Barangay Civil Registration System Desk Officer (BCRS-DO) – refers to the
Barangay Secretary.
d) Barangay Registration Extension Service Desk (BRESD) – refers to the center of
Civil Registration activities in the Barangays.
e) Informant – refers to the person giving the necessary information to be supplied in
civil registry documents.
f) City Civil Registrar – refers to the person in charge of recording and registering vital
events and other documents affecting the civil status of persons at the local level.
SECTION 5. Barangay Civil Registration Agents (BCRAs). All Purok Presidents
and Barangay Health Workers in every Barangay in the City shall be designated as Barangay
Civil Registration Agents whose tasks are to conduct data mapping activities, submit
accomplished application forms to the Barangay Civil Registration System Desk Officer
(BCRS-DO), help in the registration, monitor and report to the BCRS-DO vital events such
as birth, within 15 days from occurrence in the Barangay, conduct information dissemination,
and perform other functions related to BCRS operations
SECTION 6. Barangay Registration Extension Service Desk (BRESD). All
Barangays shall establish a Barangay Registration Extension Service Desk (BRESD) with the
assistance of the City Government, which shall serve as the center of Civil Registration
activities in the Barangays and of the BCRS Information System. This shall be spearheaded
by the Chairman of the Barangay Committee on Family, Women, and Children. The
Sangguniang Barangay may hire an additional staff for the BRESD should the need arise.

SECTION 7. Barangay Civil Registration Information System (BCRIS). A BCR
Information System shall be established in every Barangay, which shall serve as the
repository of information of the BCRS, and this shall be handled by the BRESD. The
Barangay shall provide the necessary software, hardware, and other related equipment to
ensure the effective implementation of the BCR Information System. The BCRIS shall have
a list of applicants for registration, indicating those whose applications were approved and
those who did not meet the requirements set by the City Civil Registrar.
SECTION 8. Barangay Civil Registration System Desk Officer (BCRS-DO). The
Barangay Secretary shall be designated as the BCRS-DO of the BRESD, through a
Resolution of the Sangguniang Barangay, to effectively perform the duties mandated under
the Local Government Code. The Sangguniang Barangay may extend an additional
honorarium to the Barangay Secretary if the latter’s current honorarium has not yet reached
the ceiling provided under the law.
SECTION 9. Monthly Consolidated Report . The BCRS-DO and the BRESD shall
submit to the Punong Barangay a monthly consolidated report, which contains the list of
approved applications for registration and those that did not meet the requirements set by the
City Civil Registrar.
SECTION 10. Barangay Civil Registration System (BCRS) Process. The following
simple steps shall be followed in the registration process:
1. The Informant secures a birth registration form from the BRESD, supplies
the necessary information for registration, and attaches required
supporting documents.
2. The same is brought to the BCRS-DO who shall evaluate the documents
presented to determine the completeness and accuracy of data provided. If
found in order, the BCRS-DO shall prepare the Certificate of Live Birth
registration.
3. The document is brought by the BCRS-DO/Barangay Secretary to the
Punong Barangay for submission to the Office of the City Civil Registrar
within 15 days from receipt of complete documents for registration.
4. The City Civil Registrar processes the same within 5 days from receipt of
complete documents. The registrant’s copy of the registered document is
released through the Punong Barangay and/or the BCRS-DO/Barangay
Secretary.
SECTION 11. Evaluation of Application for Registration. The BCRS-DO is
mandated to carefully evaluate all the applications for registration in accordance with the
requirements set by law. In the event where a person fails to meet the necessary
requirements set by law, the Head of the BRESD is mandated to help such person by
exhausting all available remedies to successfully complete the registration, within fifteen
days from the date of disapproval.
SECTION 12. Fees. The Barangays are hereby authorized to collect a fee of Fifty
Pesos (Php 50.00) for miscellaneous expenses; and for this purpose, the Barangays shall
create a trust fund.

SECTION 13. Data Mapping. Within 60 days from the effectivity of this
Ordinance, the Barangay Civil Registration Agents shall conduct a survey in their respective
Barangay to report cases of unregistered birth, which shall be forwarded to the Barangay
Registration Extension Service Desk for appropriate action and the Barangay Civil
Registration Information System for recording. And thereafter, a quarterly data mapping
shall be conducted.
SECTION 14. Penal Clause. From the date of effectivity of this Ordinance, all
residents of every Barangay are mandated to register vital events such as birth, within 30
days from occurrence. Failure to do so shall subject a person to a penalty of One Thousand
Pesos (Php 1,000) per unregistered birth. Furthermore, a corresponding penalty of One
Thousand Pesos (Php 1,000) shall be imposed to the concerned BCRS-DO and Punong
Barangay for failure to submit the documents to the Office of the City Civil Registrar within
fifteen (15) days from receipt thereof as provided in Step 3, Section 10 of this Ordinance.
SECTION 15. Appropriation. Upon approval, a corresponding amount shall be
included in the supplemental budget to cover the implementation of the Barangay Civil
Registration System up to December 31, 2017. Thereafter, the amount of not less than Five
Hundred Thousand Pesos (Php 500,000.00) shall be appropriated annually for its continuous
implementation to be included in the Annual Budget of the Office of the City Civil Registrar.
SECTION 16. Repealing Clause. All existing ordinances and resolutions of this
City found to be inconsistent herewith are hereby repealed, amended and/or modified
accordingly.
SECTION 17. Separability Clause. If any provision of this Ordinance is held
invalid or unconstitutional, the same shall not affect the validity and effectivity of the other
provisions hereof.
SECTION 18. Effectivity Clause, This Ordinance shall take effect after fifteen (15)
days following the completion of its publication in a local newspaper of general circulation in
Butuan City.
