CATS - Capitol One

CATS was developed in partnership with volunteers from Capital One for the Nottinghamshire Police so that parents and children can bank on safer neighbourhoods. Before CATS, the child protection unit had no computerisation and no budget to develop a system. The system has now been adopted by nine forces around the country with more forces expressing interest every month.

Processes
Before CATS, the child protection unit had no computerisation and no budget to
develop a system. Case files were held on paper in offices around Nottingham. This
made the management of investigations, and decisions about the safety of children,
difficult as the supervising Inspector had no visibility of the cases and their priorities, Re-accredited in 2006
or of officers’ workloads.

The improved information and efficiencies CATS brings, gives police officers a much
clearer picture of the family background of children referred to them, as well as
identifying previous accusations against suspects in an investigation and helps them Highly Commended in 2005
make more informed decisions.

Using the CATS system provides a wide range of benefits for the Police and
vulnerable children including improved decisions affecting the safety of a child as a
result of better information greater control and management of investigations and
improved efficiencies – giving officers more time to spend investigating and

preventing child abuse. The system has now been adopted by nine forces around the
country with more forces expressing interest every month.

Whist the system was developed free of charge, Capital One recognised that as a
financial service, rather than a computer company they were not the best
organisation to support the forces using CATS for the long term and it has now been
donated to Nottinghamshire Police along with the rights to develop and license the
software.

CATS has been adapted for use by domestic violence units.

adopting it, including Dyfed Powys, whose Chief Constable is the lead officer for
child protection in England and Wales
There are currently 12 Police forces using CATS
Capital One is one The Sunday Times' Top 100 companies to work for, for the
