1. What is Rizal Law and its significance?
Rizal Law also called as Republic Act No.1425, mandates all the public
and private school in the Philippines to offer or should include the course
about life, works and writings of Jose Rizal particularly, his novels Noli Me
Tangere and El Filibusterismo, authorizing the printing and distribution
thereof, and for other purposes.
This Republic Act calls for an increased sense of nationalism from the
Filipinos during a time of a dwindling Filipino identity. According to the judicial
system, a republic act is a law that has already been passed and implemented.
Senator Claro M. Recto was the main proponent of the then Rizal bill. It was
approved on May 12, 1956. The bill specified that only college (University)
students would have the option of reading unexpurgated versions of clerically-
contested reading material, such as Noli Me Tangere and El Filibusterismo. The
bill was enacted on June 12, 1956, Flag Day or Independence Day.
Significant of Rizal Law
The mere fact that the Act was passed on the date of our independence
seeks to stir up a greater sense of fervor in the Filipino, to believe in their
own country and national identity who we are as a nation. Also based on the
fact that Jose Rizal is honored by the Philippines as the Philippine national
hero. It is to honor the heroes of our nation mainly Jose Rizal because he
gave his life to this country and for us.
The Philippine educational System has included the life, works and teaching
of Jose Rizal to instill to the youth the importance of freedom and
nationalism that we had already given because of the sacrifice of our heroes.
Even though this Act was written decades ago, it is still striking because
this clause is very timely for this present generation when our culture is being
overpowered by foreign influence and Filipino diaspora is widespread.
Another significant is whereas, all educational institutions are under the
supervision of, and the subject to regulation by the State, and all schools are
enjoined to develop moral character, personal discipline, civic conscience,
and to teach the duties of citizenship. It is very important to use our
educational institutions to instill these values to the children who are at their
prime years of growing and learning.
During one’s educational years especially the college level is when
individuals formulate their priorities and career tracks in life, and it is essential
that institutions make students realize that the country should be a part of
their priorities and serving ones country is an innate and inborn duty for
all.
2. What are the qualities of a hero?
Courage – a hero always overcomes his fears and confronts any
challenge head on.
Virtuosity – he always judicious and well skilled to cite and cease
the opportunities.
Sacrifice – are willing to forfeit something important to them for the
sake of others.
Determination – believes in his ability without the whiff of dubiety.
Focus – give all time and effort of what they want to achieve or
establish.
Compassion- keeps aside thoughts those are oriented to the self
and embraces an attitude that serves others.
Fortitude- firmness of spirit, steadiness of will in doing good in
spite of obstacles that comes in the way of performing duties.
Loyalty- is he feeling of allegiance to course of action.
Bravery- ability to stand dauntlessly in difficult situation for
something you believe is right.
Conviction- is a fixed, unshakable belief shown only by great
people.
3. Why nations have their heroes?
Heroes played a crucial role in the history either mythical or
legendary.
Heroes are significant icons that were responsible for inspiring the
people to fight for their freedom.
Heroes are persons who placed the welfare of their countrymen
above their work for the general good.
Heroes lived by their conviction even at the risk and at the cost of
losing their lives.
Demonstrate the best of what a person can be.
Develop and manifested strong conviction which aimed to save his
country from severe challenges.
a. The humanity of heroes
Heroes are made and no one was born as hero.
Heroes are like any other human being, is a product of the
condition of his time, environment and society.
Heroes are made because they responded to the call of the times
and their response to this call had a decisive effect on the lives of
their countrymen.
Heroes are ordinary human beings who face challenges with an
extraordinary response.
Students should be guided on the contributions of the hero to the
betterment of his country rather than on his short comings.
b. The criteria for heroes
The status of a hero, in the case of Rizal was made by the
acclamation of the Filipino people.
Through the hero’s achievements and example the people
considered the person as an admirable exemplar who should be
emulated.
A hero must exercise a determinative influence over the spiritual
life of his people in an event of great significance.
When the deeds and achievements of the person is appreciated,
studied and commemorated beyond his lifetime.
The hero must, during extreme stress and difficulties, project
himself by his own fortitude, by his own sacrifices to be the
inspiration of his countrymen in leading them to their rightful
destiny.
He must exhibit self-denial and abandon his personal interest to
place those of his country before any other and whose deeds and
acts are proudly emulated by a grateful people who after his death,
render him singular tribute, honor him with public worship and
acknowledge meritorious services to mankind by spontaneous
national recognition
National Historical Institute (now, the National Historical
Commission of the Philippines), prescribes the passage of fifty
years before a person is finally confirmed as a hero.
c. The definition of a hero
An admirable leader towering over his peers, who serves a noble
cause, possessing exceptional talent, distinguished valor and / or
hold enterprise, exercising a determinative influence over the
spiritual life of his people in a particular remarkable way.
The hero must, during extreme stress and difficulties, project
himself by his own fortitude, by his own sacrifices to be the

4. What is Philippine Heroes Commission and its importance?
The National Historical Commission of the Philippines is a government
agency of the Philippines. Their duty is to study, evaluate and recommend
Filipino national personages/heroes in due recognition of their sterling
character and remarkable achievements for the country. Its mission is “to
promote the Philippine history and cultural heritage through research,
dissemination, conservation, sites management and heraldry works”. As such,
it “aims to inculcate awareness and appreciation to the noble deeds and ideals
of our heroes and other illustrious Filipinos, to instill pride in the Filipino
people and to rekindle the Filipino spirit through the lessons of history.
Philippine Heroes Commission is responsible for the conservation and
preservation of the country’s historical legacies. It undertakes the
commemoration of significant events and personages in Philippine history and
safeguards the blazoning of the national government and its political divisions
and instrumentalities.
