CHAPTER I
GENERAL PROFILE OF THE COMPANY
The legislative roots of Commission on Population (POPCOM) can be
traced back to December 1967, when President Ferdinand E. Marcos,
together with 17 heads of state, signed the UN Declaration of population. It
was reinforced in February 19, 1969, with the issuance of Executive Order No.
171, which established a 22-member Commission on Population to undertake
and publish studies on all aspects of the Philippine Population and to
formulate policy and program as they relate to socio-economic development.
On May 15, 1970, Executive order No. 233 was issued to officially launch the
Philippine Population Program. Republic Act 6365, enacted into law by
Congress on August 16, 1971, established a National Population Policy and
officially created the POPCOM as an agency(POPCOM, pp. 1-5)
Presidential Decree No. 79 (PD 79) issued on December 8, 1972
amended RA 6365 it mandated POPCOM to coordinate population growth,
which was family planning and responsible parenthood oriented. The core of
the program then was birth controllimiting the number of children of each
family through education and the use of contraceptives.
The PPMP is being implemented through the three program
components namely: 1. Responsible Parenthood and Family Planning which
deals with the issues related to sexual and reproductive health including
fertility and family planning. It helps couples/parents to decide or realize
their desired timing, spacing and number of children in accordance with their
socio-economic, emotional and psychological capacity; 2. Adolescent Health
and Youth and Development, it addresses issues related to adolescents and

youth on their sexual and reproductive health including too early pregnancy.
It provides adolescent and youth appropriate information and life skills to
enable them cope with issues related to their sexual and full development; 3.
Population and Development Integration is promoting the integration of
population factors and dimensions in sustainable development initiatives. It
comes across the first two components. The four Core roles are focused on
Policy Formulation and Plan Development, Advocacy and Communication,
Data and Information Management and; the Generation, Programming and
Mobilization of Resources.

We are a technical and information resource agency, working in partnership
with national and local government policy and decision makers, program
implementers, community leaders, and civil society.
We will be the leading strategic partners and policy and program advocates
for the population program.
We will create a favorable and enabling policy environment for population,
Responsible Parenthood, and Reproductive Health.
We are committed to

will enhance the competencies and strengthen the capacities of local
government units and our partners.
Enable men, women, couples and families to make responsible
decisions to meet their expressed needs in the timing, spacing, and

Goal
To attain a better quality of life for all Filipinos through management and
maintenance of population level resources and the environment.
