Rice is procured by the Government and is supplied to the consumers through
fair-price shops. Normally, farmers sell it to the rice millers from whom the
Government Department of Civil Supplies buys it at a price fixed by the
Government. There are zonal branches of the Department of Civil Supplies. These
branches supply the rice so procured to the local fair-price shops within their areas of
operation. Consumers buy the rice from these fair-price shops. In addition, rice is
also available in the open market. That is, only a portion of the rice produced in the
State is sold at a controlled price. The rest of it is sold at different prices according
to its quality. We can say, therefore, that rice which is the staple food in our State is
distributed through two channels: the public distribution system and the open market
system.
