1/ General Conditions
Médecins du Monde (MDM) is a French INGO working in Myanmar in the field of HIV/AIDS
prevention and care, targeting specifically high-risk groups, such as drug users in Kachin
State and sex workers in Yangon Division. In Pyapon Township, MDM runs a Community
Health Care program aiming at improving the access to health care for the populations
living in remote areas.
The Program Data Assistant works for the Kachin coordination department and s/he is
responsible to provide continuum of support to data users in Kachin, to troubleshoot
software problems, to process data and to edit good quality reports. S/he will
ensure proper linkage with Yangon, to complement MDM up dated M&E system.
2/ HIERACH

The post holder will perform her / his tasks and responsibilities under supervision of the Kachin Site
coordinator. S/he also works under the technical supervision of the M&E officer, and in close partnership with
other M&E team members, Project Managers in Kachin. S / he will work closely with a multidisciplinary team
comprising Doctors, Nurses, and Preventive staff from 3 different sites in Kachin.

3/ Duties Description

1. Install, update and maintain SPHINX software on users’ computers in Kachin. When
required develops excel formats for data collection.
2. Ensure regular gathering and back up of data collected by Data Clerks and other MDM
field staffs. Train staff on data collection and entering (initial and refresher trainings, on
the job training), on the M&E guidelines.
3. Support staffs in data collection, verify quality and accuracy of data collected. Monitors
M&E processes in all Kachin sites (data collection, entering, analysis) through field
visits, regular meetings with users.

4. Support program staffs when they prepare data summaries for reports and
presentations such as quarterly, mid term and annual reviews and cohort meetings.
Train them on data extraction (summary from the data base, use of auto generate
reports).
5. Compile monthly, quarterly and annual donors/HQ reports for Kachin sites in joint
coordination with all Project Managers.
6. Identify any problem faced by Sphinx user and either solve it with the user, or refer to
the M&E Officer in Yangon for technical support.
7. Report monthly to the MEO about M&E in Kachin: data collection, entering and analysis.
3/ Requested skills

1. B.C.Sc. degree holder


OR
B.E. (Information Technology)
OR
B.Sc. (Computing and Information Studies)
2. advanced command of computer skills, especially in Database technology (basic
or advanced specialised diploma is desirable)
3. specific theoretical knowledge and previous experience in developing data forms,
questionnaires and databases are strongly recommended;
4. previous experience of Monitoring and Evaluation unit, especially in the field of HIV
or public health would be an asset
5. fluency in spoken and written English
6. adaptable to change and capacity to work under pressure
7. demonstrate enthusiasm and team spirit
8. high level of integrity
