Direct Debit system
Direct Debit Payments
Direct debit payments will start when an Originator presents a balanced file of
payments to its Sponsoring Bank. The file will be processed by the Sponsoring Bank,
and each individual direct debit will be presented for payment on the payers
account. The payers bank can either send the payment out or return an unpaid
direct debit to the Sponsoring Bank.
The Originator will give the payer advance notice of the amount and date and of the
debit to be presented. The tasks involved in processing payments for the direct
debits are described in the following sections.

Originator Administration
Originator is an organization that provides services and utilities on a regular basis to
its customers and consumers and needs to get paid for the same at regular
intervals. Each originator should be sponsored by a Sponsoring Bank (an approved
bank or NBFC in UAE), which is responsible to sponsor the originator to the UAEDDS.
For this, the Sponsoring Bank has to register and activate its originator in UAEDDS.
The process of registering and activating an originator includes the following three
steps.

Direct Debit Authority Administration
A Direct Debit Authority (DDA) is an instruction from a customer to the customers
bank authorizing a payee such as a public utility, insurance company, etc., to collect
varying amounts from the customers account in settlement of outstanding bills for
goods or services provided.
Once the DDA has been signed, and returned to the Originator, it is the
responsibility of the bank (paying) to take care of all further payments. However, in
any event, the paying bank needs to adhere to the minimum and maximum amount
as specified in the DDA. The payer will receive an advance notice of the bill amount,
every time the payers account is debited.
A direct debit authority can be set up by the sponsoring bank or by the paying bank
based on the finance (loans) or non finance (non-loans) services. Once the direct
debit authority is expired or cancelled, appropriate communications will be done to
inform the concerned parties.
