A discussion paper conducted by Ms. Celia M. Reyes and Ms. Aubrey D.
Tabuga, which talks about the efforts of the Philippine government in making
a program that each Pilipino could benefit from. A program that could
combat poverty, help increase educational attainment and improve the
nutritional health outcome based on the experiences of the other countries
through the continuing expansion of the Pantawid Pamilyang Pilipino
Program (4 Ps). The 4 Ps was tested in the year 2007 and was implemented
on 2008. Each year, the poverty rate of the population increases even
though the program has already been implemented.
Talking about the worsening poverty situation of the country is one of
the governments main problems. One of the reason the discussion paper is
conducted was to prove how serious the government is in helping fight off
poverty, the social services allocations priority is to provide basic income,
food and nutrition, health and education needs of the poor (NAPC Part 2,
2011). The 4 Ps was said to bring about desired impacts on income poverty
and vulnerability in the short run. It was seen that the 4Ps has a great
potential in helping the needs of the poor in both health and education. It
was also expected that the 4Ps can increase the health services among the
poor through the additional cash given by the government.
J.C. Azurin, during the International Conference held in Manila in the
year 1976, stressed the importance of primary health care in mankind. It was
discussed in the paper that, Department of Health has solve so many health
problems, it had not however satisfied the basic needs of many people, most
especially the infants. One of the responsibilities of the government is also
the health of the community. So the government together with the
participation of the community members should try its best to improve the
health facilities.
Lastly, the study of SR. Capellan A.R. in the year 2016, aims to know
the engagement in the health promotion lifestyle. This study
examines/determines health conscious of the 88 Augustinian Recollect
sisters who have different ways of practice which are not determined by age.
