Special Political and Decolonization Committee,
Guided by the purpose and principles of the Charter of the United Nations
regarding equal rights and self determination of peoples,
Bearing in mind past resolutions and past effort at peacemaking such as Oslo
Accords and Camp David,
Alarmed by the scale of fallen victims from both sides and the rising number
of human rights violations,
Emphasizing the need of ceasefire if any effort to establish peace is to be
made,
Realizing that the only way to resolve the conflict and achieve long term
peace is through the establishment of the two state system,
Further bearing in mind the status of Palestine as a non-member observer
state,
Further realizing that any significant process of peacemaking can only be
made possible if both parties have their full rights in the United Nations,
Fully aware that the complexity of the issue is beyond the mandate of the
Special Political and Decolonization Committee,
Further emphasizing the need of multiple approach from the General
Assembly, the United Nations Security Council, and the International Court of Justice
to support the solution,
Taking into consideration the large number of Palestinian refugees being
displaced outside Palestine as the result of past conflict,
Realizing that territorial disputes and border definition is the root cause of the
conflict,
Further taking into consideration the disputed issues such as the control of
Jerusalem, the Gaza blockade, the West Bank barrier, and the West Bank settlement
as obstacles that hinders peacemaking progess,
Believing the need of radical progress being made if the conflict is really to be
solved,
Borders and Stabilization
1. Regrets the human rights violation and unjustified military actions by both parties
involved in the conflict;
2. Requests immediate ceasefire of both Palestine and Israel to begin the whole
peacemaking process;
3. Further requests both parties to establish peace talks mediated by the United
Nations;
4. Encourages the return of Palestinian refugees from Jordan and other states to
Palestine with guarantee of security from the United Nations ;
5. Recommends land swap with the size of the swapped lands are based on the total
population number of each respective states now that the refugees have returned
to ensure proper living space for the population of both states;
6. Further recommends that the details on which land to be swapped, the size of
swapped lands, and how the borders are to be redrawn and reconciled after the
land swap are to be discussed further by both states with the mediation of the
United Nations;
7. Further requests the relocation both Palestinian population and Israeli population in
other partys area, including the Israeli settlement in West Bank, to their own
states area so that all Palestinian resides in Palestinian territories and all Israeli
resides in Israeli territories;
8. Calls upon both parties to withdraw any military forces existing in other partys
territory, including any kind of occupation especially Israel occupation in the West
Bank, to ensure stability after the land swap;
9. Endorses the United Nations Security Council to establish buffer zones with
peacekeeping forces on the newly drawn borders to prevent future conflict;
The Next Phase
10.Encourages the unification of both Hamas and Fatah become one legitimate
Palestinian government;
11.Endorses the General Assembly to upgrade the Palestine membership status from
non-member observer state to a member of the United Nations if the Palestinian
government have been unified to ensure Palestinian governemnt commitment is
resolving Palestine domestic affairs because it is a vital component in the
peacemaking process;
12.Further endorses the United Nations Security Council peacekeeping forces in the
buffer zones of the new borders to anticipate uprisings and stabilize the area while
the Palestines membership status are being upgraded;
13.Recommends both Palestine and Israel to use their rights of their membership in
the United Nations after Palestines membership have been approved to sue other
party through the International Court of Justice should the other party violate any
past resolution or international law during the peacemaking process in order to
ensure the commitment of both parties;
14.Expresses its hope that Palestine and Israel to achieve significant milestones in the
peacemaking process and future peace talks now that the system to ensure both
parties commitment (supported by the General Assembly, the Security Council, and
the International Court of Justice) have been established;
15.Further expresses its hope for the international community to help both parties
peacemaking process by sounding their aspiration through the United Nations;
Disputed Issues
16.Endorses the United Nations Security Council to also establish Jerusalem as
temporary buffer zone along with its holy sites as Jerusalem is very important to
both parties until all the refugees have returned, the land have been swapped, the
borders redrawn and reconciled, Palestine full membership status have been
approved, and stabilization of the region have been achieved to ensure both
parties commitment in the process;
17.Expresses its hope for East Jerusalem to be governed by Palestine as the right
owner based on historical consideration and the United Nations resolution that any
annexation of the East Jerusalem will not be allowed and will not be recognized but
the Israeli are allowed to fulfill their religious need under the supervision of United
Nations Security Council;
18.Recommends Israel to lift Gaza blockade and remove the West Bank barrier after
both states obtain their rights in the International Court of Justice as the security
reasons that were the basis such actions have been fulfiilled by the United Nations
Security Council peacekeeping forces and overseen by the International Court of
Justice;
19.Expresses its hope for the international community to lift the boycott imposed to
Israel if Israel manage fo fulfill their part of the peace agreement as a sign of
international communitys appreciation towards the peacemaking progress;
20.Emphasize that a Holy Sites must not be entered by any armed intervention as a
guarantee for securing any people of faith inside the city of eas Jerusalem;
21.Authorizes the people who are willing to enter East Jerusalem to fulfill their relgious
needs. The will to enter aside from fullfiling the previous needs will be cosidered
with the utmost respect;
22.Approves that any extremists of any particular religions must be relocated or
prosecuted;
23.Calls upon the disputed nations to administer all their citizens to be obliged to
resolutions stated in point 22;
