Masnoor Ali has submitted an appeal to the Director Public Instructions regarding his deferred promotion from SST to SS (Bio). Departmental Promotion SST to SS (Bio)-

Respected Sir,
I, Masnoor Ali S/O Rao Abdul Ghaffar, SST (Sc), Govt. High School
81-82/10-R Khanewal humbly request as under:
I was recruited as SSE (Sc) on contract bass at Govt. High School
Chak 27/10-R vide EDO-Khanewal Order Number 5024, dated 0910-2002. Later on, I applied through proper channel for the same
post in 2009 against advertised at Govt. High School 81-82/10-R
as this school was very near to my home village. I was inducted
against the said post vide EDO-KWL 5955, dated 24-02-2009. As a
result of the appointment, I was relieved off the previous school
on 27-07-2009 and joined the new place of appointment on 2807-2009 through proper channel.
I was regularized as SST (Sc) vide EDO order No. 10752 dated 1412-2009 with effect from 19-10-2009. Govt. of the Punjab,
Education Department allowed the new appointee educators to
get their pay and allowances fixed after by adding the increments
which they might have earned during the preceding contract
appointments vide No. DS(O+M)5-3/2004/Contract(M+F) Govt. of
the Punjab, Services and General Administrative Department (O &
M) wing Lahore, dated 02-08-2007. As the contract appointees
were nontransferable in initial contract appointment, but in 2007
amendments were made in contract policy to relieve the servants
who were in service and were given a chance of appointment
through proper channel which I availed and relieved from GHS
27/1-R and joined as SSE (Sc) in GHS 81-82/10-R on the same
post. Neither I resigned nor I refunded one month pay.
I had applied for the present post through proper channel and was
recruited again as an employee of the Punjab Education
Department. My services from 15-10-2002 to the present is
continuous and there is no gap between my previous contract
appointment and fresh contract appointment.
On this span of my continuous service, I was declared qualified for
the promotion as SS (Bio) and I got departmental promotion

linked training from 01-06-2015 to 27-06-2015 at DTSC/GCET


Bosan Road Multan.
Now, Sir, my promotion case has deferred on the basis that the
contract period i.e. 15-10-2002 to 27-07-2009 that has been
excluded from my service.
My pray, Sir, in this regard is that there is no gap in my service
and I was granted all the increments, allowances and other fringe
benefits of a regular employee according the order letter of the
Govt. of the Punjab reflected to above. Hence, my length of
service may be considered w.e.f 2002 t and not w.e.f 2009.
I humbly request to your good self that my pray may please be
accepted and case of my promotion from SST (Sc) to SS (Bio) may
please be considered sympathetically.
