This KPI is the indication of the accessibility rate for PS Interactive service (Non
HS) in TSEL NPI project.
It can be seen as the product of PS RRC Success Rate and RAB Establishment
Success Rate PS Interactive Non HS

Measurement
This KPI can be computed on a per RNC basis, cluster (group of cells) as well as
a per cell basis. When computing the RNC or cluster result, individual cell counters
should be summed on a RNC or cluster basis before applying KPI calculation.
