1.1
INTRODUCTION
M/s. Wonder Cement Limited (WCL) is a Unit of R.K. Marble Group. The company is
having its registered office at Makrana Road, Madanganj - Kishangarh, District Ajmer
(Rajasthan). The company is involved in Cement manufacturing and power
production.
R. K. Marble Private Limited was established on May 25, 1989. Mr. Ashok Patni,
Chairman of R. K. Group, laid the foundation of R.K. Marble Pvt. Ltd. at MadanganjKishangarh, District Ajmer (Rajasthan).
R. K. Marble Private Limited was established with a vision to become one of the
largest marble producers with innovative techniques and today is the worlds largest
marble mining company having Guinness Book of world record. The company is ISO
9001-2008, ISO 14001-2004 and OHSAS 18001:2007 certified unit.

TYPE OF PROJECT
M/s. Wonder Cement Limited is having an existing Integrated Cement Plant with
Clinker Production Capacity-2.0 MTPA, Cement-3.25 MTPA, Captive Power Plant-40
MW, D.G. Set-2 MW along with Bhatkotri Limestone Mine (ML Area: 740.93 ha) of
3.75 MTPA production capacity at Villages Bhatkotri, Lasrawan, Phalwa and
Rasulpura, Tehsil: Nimbahera, Chittorgarh (Rajasthan).
The company is now is proposing for expansion its existing in Limestone Mine (ML
Area 740.93 ha) for production capacity from 3.75 MTPA to 9.10 MTPA located at
Villages Bhatkotari, Lasravan, Phalwa and Rasulpura, Tehsil Nimbahera, District
Chittorgarh (Rajasthan).
As per EIA Notification dated 14.09.2006, as amended from time to time the project
falls under S. No. 1 (Mining of Minerals), Project or Activity 1(a), Category A.
1.3
NEED FOR THE PROJECT
With respect to the importance of the project to the nation, it can well be said that,
cement forms the backbone of infrastructural development and in a developing
country like India where the focus is on infrastructure development as of now the
proposed project would help in reducing the shortfall of the commodity. Limestone
which forms the basic raw material of cement would thus be required. This will spur

To meet the additional limestone requirement for enhanced production capacity of
its cement plant, the company has proposed for expansion of Limestone Production

Mining Lease Status
The mining lease over an area of 740.93 ha has been granted in favour of Wonder
Cement Limited vide government order no. F5 (76) Khan/Gr.2/07 dated 23.08.08 a
period of 30 years from 09.09.2008 which is valid upto 08.09.2038. The mining
operation was commenced from 16.01.2011. The mining plan has been approved by
Indian Bureau of Mines, Ajmer, vide letter no 682(23) (755)/10- MCCM (N)-Udai
dated 20-7-2011.

Method of Mining
The method of mining is fully mechanized opencast. The bench height will be 10 m.
and width of the benches is more than height i. e. more than 15 m. The proposed
working by putting 110 mm-115mm dia DTH holes by Halco Drill Machine &
blasting by ANFO & Booster charge with electric detonator. The blasted material
will be loaded by 7.2 m3 excavator in dumper of 60 tonne capacity & transported to
crushing plant for sizing, situated at 1.0 km. far from the mine.

DESCRIPTION OF THE ENVIRONMENT
2.1
PRESENTATION OF RESULTS (AIR, NOISE, WATER & SOIL)
Baseline study of the study area was conducted during Winter Season (Dec., 2012 to
Feb., 2013) .
The concentration for all the 13 AAQM stations for PM10 ranges between 46.08 to
72.80 g/m3, PM2.5 ranges between 19.82 to 35.11 g/m3, SO2 ranges between 6.58
to 10.91 g/m3 and NO2 ranges between 12.28 to 19.98 g/m3.
Ambient noise levels were measured at 13 locations around the plant site. Noise
levels varies from 48.30 to 63.10 Leq dB(A) during day time and during night time
noise levels ranges from 40.80 to 55.30 Leq dB(A).
The ground water analysis for all the 9 sampling stations shows that pH varies from
7.28 to 7.65, total hardness varies from 216.50 to 795.60 mg/L & total dissolved
solids varies from 312.00 to 1137.00 mg/L.
The analysis results for soil shows that soil is slightly alkaline in nature as pH value
ranges from 7.48 to 7.68 & is silty loam in texture. The concentration of Nitrogen has
been found to be in sufficient amount while Phosphorous is found to be in fewer
amounts in the soil samples.
2.2
BIOLOGICAL ENVIRONMENT
Flora: Tree species which are most commonly found in the area are Neem
(Azadirachta indica), Sheshum (Dalbergia sissoo), Jamun (Syzygium cumini), Arjun
(Terminalia arjuna), Coconut (Cocos nucifera), Amaltash (Cassia fistula), Ber
(Ziziphus mauritiana), Pipal (Ficus religiosa), Khair (Acaia catechu), Aam (Mangifera
indica), Bargad (Ficus benghalensis), Papaya (Carica papaya), Doob ghas (Cynodon
dactylon).
Fauna: Commonly found animal in the study area are Blue Rock Pigeon (Columba
livia), House Sparrow (Passer domesticus), Common Crow (Corvus splendens), House
Rat (Rattus rattus), Jungle Cat (Felis chaus), Hare (Lepus nigricollis), Starred Tortoise
(Geochelone elegans), Indian Pond Frog (Rana hexadactyla), Red sand Boa (Eryx
johnii).

SOCIO-ECONOMIC ENVIRONMENT
The population as per 2001 Census records is 104086 for 10 km radius buffer zone).
Scheduled Caste fraction of the population of study area (10 km) is 14.72 % and
Scheduled Tribe is 6.29 % and Percentage of literacy is 55.06 %.

ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES
Impact on air - The key air emissions from the mining activities (drilling,
blasting, loading, haulage and transportation) are particulate matter. Use of
proper mitigation measures will be taken like water sprinkling during
transport activities & green area development along the road sides to control
pollution.
Impact on water environment - There will be no outside discharge of liquid
effluent from the mining project site; therefore no significant impact on
surface water bodies is anticipated due to mining operations.
Impact of noise - Major noise generating sources of the mining activity are
drilling, blasting and vehicles used for transportation of limestone. The
proposed plantation will also check propagation of noise in the surrounding
areas. All the vehicles that will be used for transportation will be maintained
regularly and checked for Pollution under Control.
Impact on land environment Opencast mining activities may alter the
landscape of the lease area but will not have any effect on the surface features
of the surrounding areas.
Topsoil removed from the mine will be stacked separately & used for
plantation purpose/ Greenbelt Development. Interburden generated will be
dumped at earmarked area as per Mining Plan. The dump will be properly
sloped and stabilized by plantation.
4.0
POST PROJECT ENVIRONMENTAL MONITORING PROGRAMME
Environmental Monitoring Programme will be conducted for various environmental
components as per conditions stipulated in Environmental Clearance Letter issued
by MOEF & Consent to Operate issued by SPCB. Six monthly compliance reports will
be submitted on regular basis, to MoEF, New Delhi on 1st of June & 1st of December.
Quarterly compliance Report for conditions stipulated in Consent to Operate will be

PROJECT BENEFITS
The project activity will help in combating the growing demand of cement in the
market & hence will help in the economic growth of the country. Wonder Cement
Ltd. is already actively involved in the CSR activities at its other project sites.
Infrastructure development in the nearby villages, creation of educational facilities,
empowering women through self help groups, gainful employment for rural, health
awareness programmes & surgical camps, assistance to social forestry programmes
will be taken up by the company.

ENVIRONMENT MANAGEMENT PLAN
Air Quality Management
Efficient in-built wet drilling system in addition to fugitive dust collector
provided with the drills and operated in day hours only.
Blasting is being done in most scientific manner, use of non electric ignition
system, use of millisecond delay detonators and optimizing the blasting
parameters to control & prevent the dust to get air borne and to control the fly
rock.

Operators utilizes closed AC cabin and dust mask also provided to be used
when needed.
The Limestone is sent to the cement plant through covered Conveyor Belts
with water sprinkling systems at transfer points.
Proper maintenance of vehicles is carried out regularly for minimization of
generation of gaseous pollutants.
Haulage road are adequately sprayed with water by either water tanker or
water sprinkler.
Besides existing plantation, Green belt/plantation shall be raised on additional
area around the lease boundary, sides of approach roads and other places to
arrest dust. Total 11120 trees have been planted in 11.12 hectare area on
boundary of ML area till date. It is proposed to develop green belt in 75
hectare area.
7.2
Periodic air quality monitoring is carried out.
The same will be continued in proposed expansion.
WATER QUALITY MANAGEMENT
This is a Zero effluent discharge mine.
Garland Drains are being provided around the pit to prevent the entry of
rainwater into the mining pit.
Garland drain along with siltation bund are provided around dumps to retain
the water percolation coming from waste dumps for settling of solid particles.
Septic tanks and soak pits are provided for the disposal of domestic effluent.
ETP has been provided in workshop for oil separation.
Rainwater falling in the catchments area of mining pit is being collected in
sump of mines i.e. in lower benches.
7.3
The same will be continued in proposed expansion.
NOISE MANAGEMENT
Sitting arrangements have been done in closed AC cabins, operators have been
provided with earplugs/earmuffs.
Rock breakers are used for avoiding secondary blasting to further reduce noise
pollution.

Proper maintenance, oiling and greasing of machines at regular interval
reduces generation of noise.
Green belt/ Plantation is being developed to minimize the propagation of
noise.
7.4
Periodical noise level monitoring is carried out and will be carried out.
The same will be continued in proposed expansion.
SOLID WASTE MANAGEMENT
About 20.25 million tonnes waste is likely to be generated till the end of life of mine.
The soil/waste will be stacked separately and ultimately used for plantation
purposes around the lease area and for backfilling. No external dumps will remain at
the end of life of mine.
7.5
MANAGEMENT OF LAND USE PATTERN
The mining operations will affect the present landuse of the ML area. The total lease
area is 740.93 ha. At the end of life of mine total excavated area will be 365 ha. out of
which 45 ha will be backfilled & reclaimed by plantation, rest 320 ha will be
converted in to water reservoir.
7.6
GREENBELT DEVELOPMENT AND PLANTATION PROGRAMME
At the end of life of mine, about 120 ha area will be covered under Greenbelt /
Plantation including 75 ha unworked area, 45 ha backfilled area. Green Belt will be
developed around the lease boundary, haul road, office plantation will be done on
undisturbed area, reclaimed area, nearby workshop & mine office etc. Total 11120
trees have been planted in 11.12 hectare area on boundary of ML area till date.

SOCIO-ECONOMIC ENVIRONMENT
Wonder Cement Ltd. is already actively involved in the CSR activities in the area and
will initiate either by providing or by improving the facilities in the area under like
housing, education, health, medical services, occupation, water supply, sanitation,
communication, transportation & road infrastructure for uplifting the living
standards of local communities.
