A RESOLUTION EXTENDING FINANCIAL ASSISTANCE FOR THE
REHABILITATION AND THOROUGH PROCESSING OF THE MENDICANT
CHILDREN WITHIN THE PERIMETER AND AREA OF THE PEOPLES
HOUSE.

WHEREAS, it is the policy of the City Government of Bacolod to ensure


the welfare of all its citizens

WHEREAS, it is also the policy of the City Government of Bacolod to


abide by all the international treaties and conventions which the Republic of
the Philippines is part of;

WHEREAS, one of these International Conventions is the Convention


of the Rights of the Child, entered into force in September 20, 1990, in
which the Philippines is a member of;

WHEREAS, one of the principles expressly provided in such


convention is that State Parties shall ensure the maximum extent
possible for the survival and development of the childs right to the
enjoyment of the highest attainable standard of health

WHEREAS, there is the constant and daily presence of the said


mendicant children in the area and perimeter of the Peoples House and
there seems to be no noticeable action on the part of government to either
alleviate their condition, or at least process them through the proper
channels like the Department of Social Welfare and Development;

WHEREAS, their continued presence is a clear evidence of the


inability of the City Government of Bacolod and the related agencies of the
national government to execute and enforce the principle stated in the
Convention of the Rights of the Child;

WHEREAS, their continued presence and constant pestering of the


people in the area and perimeter of the Peoples House for food, clothing and
shelter has become intolerable on the part of the people living and travelling
in that area;

WHEREAS, to combat this, the city government of Bacolod shall


create a special fund to allow the appropriate government agency (DSWD) to
be able to be able to carry out an extensive rehabilitation program to these
children within the area and perimeter of the Peoples House.

WHEREAS, the source of funds shall be taken from the Mayors Office
MOOE and Donation;

NOW THEREFORE, be it resolved by the Sangguniang Panlungsod of


Bacolod to extend financial assistance for the rehabilitation and thorough
processing of the mendicant children within the perimeter and area of the
peoples house

RESOLVED FURTHER, that copies of this resolution be furnished to all


offices concerned for their information and guidance.
