SUBJECT: Participation of the PLEASES National Officers, Regional and Provincial
Chapter Officers, Secretaries to the Sanggunian, Assistant Secretaries to the
Sanggunian, Board Secretaries, Legislative Staff Members, Chairpersons and
Members of the Sanggunian Committee on Health, and Barangay Officials in
the 1st National Executive Board Meeting and Seminar-Workshop on Local
Health Policy Legislation Amidst Changing Global Lifestyles of the Philippine
League of Secretaries to the Sanggunian, Inc. (PLEASES) to be held on March
3 to 6, 2010 at Roxas City, Capiz.
Honorable Gentlemen and Ladies:
During its 4th National Executive Board Meeting and Seminar Workshop on Raising the
Standards of Governance and Improving Service Delivery in the Public Sector held on November 25-28,
2009 at the La Virginia Hotel and Resort, Barangay Manggahan, Mataasnakahoy, Batangas, the newly
elected PLEASES National Officers approved the holding of the 1st National Executive Board Meeting
and Seminar- Workshop on Local Health Policy Legislation Amidst Changing Global Lifestyles on March
3 to 6, 2010 at Roxas City, Capiz.
The Seminar-Workshop for this 4-day affair focuses not only on Legislative Challenges on
Health and Wellness in the country but likewise offers a timely discussion regarding the upcoming
2010 Automated Election. Among the invited speakers are from the Department of Health, National
Nutrition Council, Population Council and the National Economic Development Authority. At the end of
all the lectures, the participants will proceed to Boracay for an Eco-Tour.
As provided for by rules, the abovecited participants shall pay the following fees chargeable
against the local funds of the LGUs concerned.
Registration Fee P4,800.00
Training kit and materials 500.00
Quill Subscription 250.00
Annual Dues 1,000.00
Membership Fee (new members) 400.00
Eco-Tour 500.00
In view hereof, may we request you to allow your Secretaries and Assistant Secretaries to the
Sanggunian, Board Secretaries, legislative staff, Chairpersons and Members of the Sanggunian
Committee on Health and Barangay Officials to attend on official business the 1st National Executive
Board Meeting

Philippine League of Secretaries to the Sanggunian, Inc. (PLEASES) on the date and place stated above
and to charge against your local funds the registration fee and other fees pertinent thereto, subject to
the usual audit and availability of funds.
In the two years that the undersigned served as the PLEASES Chairperson of the Committee on
Trainings, Capability Building and Scholarship Grants prior to assumption as National President, the
League to a great extent improved its trainings having ensured that the topics lined up for each
seminar are vital in the performance of the duties of secretaries to the sanggunian and their staff, as
well can be applied in their respective LGUs. Moreover, we invite speakers who are well-versed in the
chosen topics for each and every seminar conducted. As the newly-elected National President of the
League I shall continue improving our trainings, ensuring in the process that they are relevant to
legislation. Your utmost support is however vital to our success hence may I solicit your assistance by
particularly allowing your respective Secretaries and other concerned personalities to attend every
seminar the PLEASES shall offer. We therefore look forward to your continued support to the PLEASES.
