and

WHEREAS, Dallas County Commissioners Court is go*erned by s%e"ifi" state la#s and a Dallas County Code
that addresses "onfli"ts of interest, dis"losure of information, relationshi% of "ounty #ith *endor
re%resentati*es, non+a""e%tan"e of gifts, and "ode of ethi"s) and

WHEREAS, Dallas County Commissioners Court is go*erned by the Dallas County Trans%aren"y ,oli"y that
addresses dis"losure of "am%aign finan"e re%orts, dis"losure of outside in"ome, no "onta"t
%ro*isions #ith *endors during a $-,.$-/ %ro"ess, and a *oluntary moratorium on "am%aign
"ontributions during a $-,.$-/ %ro"ess) and

WHEREAS, on 0uly 21, 2014, a member of the Dallas County Commissioners Court #as indi"ted, 2o3 1+
14C$+241+ 5nited 6tates of Ameri"a * 0ohn 7iley ,ri"e, et al, in the 5nited 6tates Distri"t
Court 2orthern Distri"t of Texas, for a"tions related to bribery, "ir"um*enting the %ro"urement
%ro"ess by dis"losing "onfidential information, and abusing his %osition to influen"e "ertain
businesses interests in the %ro"urement %ro"ess) and

WHEREAS, the Dallas County Commissioners Court does re"ogni'e the fundamental %rote"tion for a %erson
a""used of a "rime #hi"h re8uires the go*ernment to %ro*e its "ase against any defendant beyond
a reasonable doubt and this "ourt also re"ogni'es its res%onsibility to "onsider the se*erity of the
alleged "harges made against an indi*idual in relation to the s"o%e of their duties and
res%onsibilities, the im%a"t of the arrest on the "ounty(s integrity and %ubli" image, and to %re*ent
further harm to Dallas County and ensure "iti'ens that the alleged a"tions are terminated) and

WHEREAS, Texas la#, under the 9o"al :o*ernment Code Cha%ter ;<, allo#s for the filing of a %etition for
remo*al for offi"ial mis"ondu"t and in that %re"eding it %ro*ides for the tem%orary sus%ension of
an ele"ted offi"ial %ending trial and an a%%ointment, by the distri"t =udge, of a tem%orary %erson to
%erform the duties of that offi"e3

NOW THEREFORE BE IT RESOLVED that the Dallas County Commissioners Court does hereby re8uest the
Dallas County Distri"t Attorney to %ro"eed immediately #ith the filing of a remo*al a"tion under Cha%ter ;< of the
9o"al :o*ernment Code to see! tem%orary sus%ension #ith %ay for Dallas County Commissioner 0ohn 7iley ,ri"e
until the "om%letion of the federal "riminal trial, and, in addition to the sus%ension, re8uest for a tem%orary %erson to
be a%%ointed by the Distri"t 0udge to fulfill the duties of the offi"e of Dallas County Commissioner Distri"t 13 >n the
e*ent the Distri"t Attorney feels the need to re"use his offi"e, then the Commissioners Court re8uests the Distri"t
Attorney to see! assistan"e from the Texas Attorney :eneral(s offi"e to %ro"eed on this matter3
