$tandard !iddin %ocuments are consistent with the MCC &roram &rocurement 2uidelines

%ocuments are not suitable for lump sum contracts without substantial chanes to the method of

appropriate for use for desin5build [Link] for which a separate set of $tandard !iddin
%ocuments is bein developed"
These $tandard !iddin %ocuments have been prepared based on the assumption that pre5
6ualification has ta)en place before biddin" The process of pre56ualification shall follow the
procedure indicated in Standard Pre-qualification Documents: Procurement of Works, issued by
MCC *insert website address-" In cases where no pre6ualification has ta)en place,
*pre6ualification is not a mandatory re6uirement of MCC-, this document can be used with some
modifications7 these modifications are suested in the enclosed anne8, includin an alternative
form of $ection III, Evaluation and 3ualification Criteria, which should be used only if there has
been no pre6ualification" In any event, post 6ualification is recommended in all cases to
reconfirm and verify the information provided by the !idders"

information to help !idders prepare their !ids" Information is also provided on the
submission, openin, and evaluation of !ids and on the award of Contracts"

specific to each procurement and that supplement the information or re6uirements
included in $ection I, Instructions to !idders"

In addition, the Employer shall prepare additional volumes of information to more fully
describe the (or)s" At a minimum, the Employer shall prepare:

and listin of the 6uantities of (or)s to be performed" The 6uantities iven in the
!ill of 3uantities are estimated and provisional, based on the Technical
$pecifications and %rawins, and are iven to enable !idders to prepare priced !ids"
(hen the Contract has been entered into, the priced !ill of 3uantities will be used in
the periodic valuation of (or)s e8ecuted" The !ill of 3uantities shall include the
method of measurement of completed (or) for payment"
$ection I? < Technical $pecifications < This $ection shall set out a description of the
scope of the (or)s and present a clear statement of the re6uired standards for
materials, plant, supplies, and wor)manship to be provided" The Technical
$pecifications shall also present the environmental, health and safety re6uirements to

Practices
C"0 MCC re6uires that all beneficiaries of MCC fundin,
includin the Employer, and any bidders, suppliers,
contractors, subcontractors and consultants under any MCC5
funded contracts, observe the hihest standards of ethics
durin the procurement and e8ecution of such contracts" In
pursuance of this policy, the followin provisions shall
apply"

below are defined as follows:
*i- corrupt practice means the offerin, ivin,
receivin, or solicitin, directly or indirectly, of
anythin of value to influence the actions of a public
official *includin Employer and MCC staff and
employees of other oranizations ta)in or
reviewin selection decisions- in the selection
process or in contract e8ecution or the ma)in of
any payment to any third party, in connection with
or in furtherance of a contract, in violation of *A-

arranement between two or more parties, with or
without the )nowlede of the Employer, desined
to establish prices at artificial, noncompetitive
levels or to otherwise deprive the Employer of the
benefits of free and open competition7

or threatenin to impair or harm, directly or

Contractor, includin declarin the !idder or Contractor
ineliible, either indefinitely or for a stated period of
time, to be awarded an MCC5funded contract if at any
time it determines that the !idder or Contractor has,
directly or throuh an aent, enaed in corrupt,
fraudulent, collusive, coercive, obstructive or prohibited
practices in competin for, or in e8ecutin, such a

included in the Contract re6uirin the selected !idder to
permit the Employer, MCC, or any desinee of MCC, to
inspect its accounts, records and other documents

Contract and to have them audited by auditors appointed
by MCC or the Employer with the approval of MCC"
*e- In addition, MCC has the riht to cancel the portion of
MCC ;undin allocated to the Contract if it determines
at any time that representatives of a beneficiary of the
MCC ;undin enaed in corrupt, fraudulent, collusive,
coercive, obstructive or prohibited practices durin the
selection process or the e8ecution of the Contract,
without the Employer havin ta)en timely and
appropriate action satisfactory to MCC to remedy the
situation" MCC may also invo)e any of the rihts

B0 ')igi%)e Bidders D"0 A !idder may be a natural person, private entity,

combination of such entities supported by a letter of intent to
enter into an areement or under an e8istin areement in

consortium" In these cases:
*a- all partners shall be .ointly and severally liable for the
e8ecution of the Contract, and
*b- the association shall nominate a Iepresentative who shall
have the authority to conduct all business for and on

*c- they have a relationship with each other, directly or

position to have access to information about or influence
on the !id of another !idder, or influence the decisions

their capacity to serve the best interest of the Employer,
