TANK FARM DESIGN GUIDELINES


1) The maximum storage capacity for a single tank farm shall be the DEC C-Plan
threshold of 4!"!!! gallons# $E$ may consider building t%o ad&acent facilities
that are each less than the C-plan threshold#
) The '(C re)uires a *+ fence around tank farms# The $E$ standard is a *+ fence %ith
three strands of barbed %ire on top of it#
,) 'n general" ball -al-es are preferred o-er gate -al-es due to the susceptibility of gate
-al-es to failure from ice or debris accumulation# .ate -al-es may be preferable in
fill line applications to limit the rate at %hich the -al-e can be shut /reducing the
risk of hammer)#
4) 0olenoid -al-es are susceptible to failure from ice" debris and lo% pressure
differential across the -al-e# 'f used" they should be protected by an upstream filter
or strainer#
1) 0pring-mounted manhole co-ers are not acceptable as emergency -ents because
someone may mistakenly tighten the bolts do%n#
*) (ill" distribution and manifold piping should be painted %here feasible and affordable#
2) $E$ %ill not pro-ide facilities that allo% the use of credit cards /i#e# card-s%ipe
dispensers)# Debit cards are acceptable#
3) 4nly one electrical meter %ill be pro-ided at a tank farm# $dditional meters may be
included if paid for by others#
5) ,! micron filters should be specified for both diesel and gas sides of the dispenser#
0maller filter elements tend to plug up %hen the temperatures are -ery lo%# 0ix
extra filters should be pro-ided %ith each dispenser#
1!)The '(C re)uires flame arrestors or pressure6-acuum -ents on gasoline and
protected abo-e-ground tanks /,4!4##2#,#* and ,4!4##5#*#,)# $E$+s standard is
to pro-ide P67 %histle -ents /such as the 8orrison 95) on all bulk" intermediate
and dispensing tanks# This satisfies the '(C re)uirement" reduces e-aporati-e

11)Tank farm pole light fixtures shall be metal halide and controlled by photosensors
%here feasible to conser-e energy# 'f temperatures lo%er than minus 4!( are
anticipated" the designer should consider specifying high pressure sodium fixtures
that ha-e lo%er strike temperatures than metal halide fixtures and comparable
color rendering indices /i#e# C:' ;< 2!)#
