Town Sets Sights on Capital Projects

T
he recently released
Minnedosa Town bud-
get has outlined numerous
projects slated to take place
over the coming year. Te
Town of Minnedosa has
allocated $1,112,698.00 to-
wards capital expenditures
for 2014.
On the books for this
year are replacement trees,
the upkeep of the Ishii
Gardens, of ce archive
storage, sidewalk repair,
road gravel, dust control,
as well as upgrades to the
Minnedosa Community
Conference Centre, in-
cluding the instalment of
new countertops and out-
door lighting.
Tere will also be a few
public service vehicles re-
placed, including $20,000
for a new water works
truck, $20,000.00 for a 225
Massey tractor replace-
ment and $382,000.00 for a
new fre truck.
Purchasing a replace-
ment fre truck is required
for insurance purposes.

producer, Bob McNabb
was recently named as an
inductee to the Manitoba
Agriculture Hall of Fame
during the organizations
annual general meeting in
Brandon on April 10th.
McNabb owns and
operates a 1,000 acre farm
just outside Minnedosa
and is known for being on
the cutting edge of innova-
tion for decades. Trough-
out his years in the indus-
try he has made numerous
contributions to the ad-
vancement of agriculture
in Manitoba.
More than 35 years
ago, McNabb was one of
the provinces frst produc-
ers to adopt zero-tillage
farming. In recent years, he
moved from zero tillage to
rotation of grasses for cus-
tom grazing to determine
what nutrients would con-
tribute to the soil.
Over his numerous
years in the agriculture
profession, McNabb has
been recognized with oth-
er awards including recog-
nition for his work in soil
conservation with the LB
Tomson Conservation
Award as well as the Little
Saskatchewan River Con-
servation District Farm of
the Year Award.
T e 2014 Manitoba
Agriculture Hall of Fame
Induction Ceremony will
take place on July 17th at
the William Glesby Center
in Portage la Prairie.

We try to target the
waterworks to take place
near the fall so that resi-
dents dont have to deal
with their property torn
up all summer and then
the land is given the winter
and spring to settle before
we begin any type of pav-
ing, explained Marcino.

carried out on 1st Street
NW and 1st Street SW are
actually carried over from
last year but there were
delays in acquiring con-
tractors to complete that
work.
Council has dedicated

ast Saturday night,
April 12th, Minnedo-
sa United Church and
Blazers partnered on a
fundraiser for the local
church. For a four hour
period that night, pro-
ceeds from all pizzas or-
dered through Blazers
went to the church.
The night was a great
success with 87 pizzas
sold. Thats an average of
just over 21 pizzas made
and baked per hour. Blaz-
ers staff along with 12 lo-
cal church volunteers as-
sisted in the building and
baking of the pizzas. Free
in-town delivery of piz-
zas was also available and
was very popular among
those ordering pizzas that
night.
At the end of the
event, $900 in proceeds
was realized which

over to Wilf Taylor for
the Minnedosa United
Church. The proceeds
from the Pizza Night will
strengthen the churches
general fund.

Last year in those
particular streets we re-
placed the service lines
and prepared them for
paving. Te paving with be
concluded this season.
Te Town has pro-
posed to invest $13,000.00
in moving the rodeo
grounds, $7,500.00 for
MREC bleachers, as well
as $25,000.00 for Jack
Harpers MREC consult.
Te Town Arena will
receive $25,000.00 for re-
pairs and maintenance.
We have a few repairs
necessary to the Arena
roof and some general
maintenance in order to
get the building further
along until some decisions
are made, said Marcino.
At this point the roof is the
main concern. Trying to
keep the moisture out so
that the rest of the building
doesnt deteriorate fur-
ther.
Te largest portion of
the capital budget expen-
ditures has been allocated
to the Public Works shop.
Te engineers have
gone over the building
plans and have narrowed
the building spec down
as much as possible , still
keeping within the build-
ing codes, continued Mar-
cino.
Right now the build-
ing is up and ready to
go, the contractor will be
pouring the foor in August
and then working through
the winter to hopefully
have completion next
spring. We would like to
move in January or Febru-
ary.
Te Ag barn will re-
ceive $60,000.00 to be put
towards the completion of
the kitchen area.
Te community
housing project will see
$270,000.00 for the cre-
ation of its water, sewer
and road works. As well as
$110,000.00 in engineering
expenses.
Te water main on
Main Street South has
been pinpointed for re-
placement, costing the
town $30,000.00.
I am trying to stay a
year ahead on streets that
require both water issues
and the resurfacing as
well. Basically we are go-
ing of the South end of
Main Street and up the hill.
A few years ago we had
about three breaks on that
main and the street also
has some water drainage
issues.
What we are going to
do is replace the main to
the end of the block as well
as the service lines up to
the curb stops, then next
year we can do the curb
gutter.
Town Council has
also allotted funds for
Christmas lights, the fre
department shed, reser-
voir cleaning, flter me-
dia cleaning, upgrades to
testing equipment and
numerous miscellaneous
repairs.
Councils fve-year
project plan has also been
outlined in the budget,
specifying a number of
roads that will receive at-
tention in the near future,
including Main Street-
South of 4th Ave. SE, 6th
Street SW from the golf
course to 3rd Street, and
1st Ave. S.W.
We try to come up
with a f ve-year plan on
both the water and sewer,
and it does sometimes
change year-to-year, but
for the most part we try
to do this on a construc-
tive basis. We are also cog-
nisant of the fact that we
need to move throughout
the Town so that every-
one is looked after, con-
tinued Marcino. We are
mainly focusing on areas
that have had water main
breaks or where overland
drainage is an issue.
Te Town Budget is
available to be viewed by
the public at the Town Of-
fce and a public hearing is
slated for April 22nd.

Dear Editor,
I
n late March, the Court
of Queens Bench dis-
missed a case launched
by the Association of
Manitoba Municipali-
ties on behalf of several
Manitoba municipalities,
the Rural Municipality of
Saskatchewan being one.
Tis challenge ques-
tioned the provinces right
to forcibly suggest that
smaller municipalities
amalgamate with those
listed as partners in a
letter which was sent to
them dictating who, what,
where and when your new
municipalities amalgam-
ate with those listed as
partners in a letter which
was sent to them dictat-
ing who, what, where and
when your new munici-
pality would be realized.
Tis ultimatum, with a
deadline, was all con-
trary to Bill 33, the Mu-
nicipal Modernizations
Act, which was passed
into law in September.
I was somewhat
shocked and extreme-
ly disappointed in the
courts decision, and was
dismayed that there will
be no appeal. Conse-
quently, the Rural Munici-
pality of Saskatchewan,
the Town of Rapid City
and the Rural Municipal-
ity of Blanschard must
now amalgamate and will
become the Rural Munici-
pality of Oakview.
I have always been a
strong opponent to amal-
gamation, much less be-
ing forced into it. Te need
for amalgamation of any
sort has never arisen in
the R.M. of Saskatchewan.
Our R.M. has the larg-
est land base, the largest
population, the highest
assessment and the lowest
taxes of the three partners.
We are also the only mem-
ber to be debt free and
have substantial reserves.
T e provincial gov-
ernment cannot convince
me that this so called
moving forward strat-
egy has any tangible ben-
efts for our municipality.
Tey have not listened to
the voice of duly elected
public representatives
and have shown, in my
opinion, very little, if any
respect to local councils.
Even the Conservatives
opposition could muster
no more lip service in our
defence. Tey claim they
did all they could do, yet
when push came to shove,
they too threw us under
the bus. We were aban-
doned and Bill 33 was
tossed in for consent with
all the others that were be-
ing held up in the house,
except for the PST legisla-
tion. Te least they could
have done was hold out to
have Bill 33 shelved in the
interim as well. Local mu-
nicipal leaders did not re-
ceive as much as a heads
up from our own MLA to
this back room deal. In-
stead we were left to hear
it on the news.
T ese last eighteen
months have been trying
and extremely stressful
and have made me very
cynical. I have lost all faith
in the manner in which se-
nior levels of government
view grass root represen-
tation and therefore can-
not in good conscience let
my name stand. I will not
seek re-election for the
position of head of council
in the R.M. of Oakview.
T is fall the new
council will be smaller
and yet have a larger area
to govern and with that
will come tremendous
responsibility. I urge all
of the electorate to think
very, very seriously with
whom they place their
trust in to sit at that coun-
cil table.

A
s I am sure you are
aware, a large number
of Te Town of Minnedo-
sas residents have expe-
rienced the problem of
freezing water lines, and
loss of service.
Te fact that the origin
of the frozen water lines
were many feet from most
homes, concludes that the
problem did not originate
on their personal property.
As the invoices show, the
frozen lines originated on
town property. In conclu-
sion, the town is undoubt-
edly responsible to absorb
the cost. Presently, town
citizens are, will be and
have been expected to pay
for water and sewage prob-
lems that are on
town property.
T a x p a y -
ers expect, and
should be pro-
vided the basic services
that they pay for every
year. Why are the citizens
of Minnedosa having to
spend their own money
for services that their taxes
have already paid for. As
you can imagine, being
without water service for
days, was a great inconve-
nience to each of them.
I have been in touch
with City Hall in Winni-
peg and have been told of
how they are responding
to their similar citywide
crisis.
Originally, the City
only charged residents if
the origin of the problem
was on the owners prop-
erty. If the freezing origi-
nated on City property, as
is proper, the City covered
the costs.
Subsequently, citizens
who had been billed by
the city to have their lines
thawed, because the prob-
lem had originated on their
private property, will now
be reimbursed for what
they had paid to have their
water service restored.
Currently, City Coun-
cil is in the process of de-
veloping a system to re-
imburse citizens who paid
private contractors to re-
store their water service.
At present, City Council
is exploring the possibil-
ity of applying for federal
assistance as this crisis
has afected thousands of
homes. As a precaution,
the residents have been
advised to keep a steady
f ow of water running so
that their water lines will
not freeze [Link] City of
Winnipegs reaction to the
frozen water line crisis is
only logical.
I am also aware of
some shocking news re-
garding our infrastructure.
Tere have been citizens
who have and are still be-
ing charged
for infra-
s t r u c t u r e
b e l o n g i n g
to the town.
As I understand, certain
people have had their sew-
er lines unfrozen, some a
number of times. Each of
these freezing points have
occurred on Town prop-
erty.T ese citizens have
had to pay for the lines to
be thawed, some had to
be done twice. Not only
that, the citizens have been
charged to have heating
tape to be installed within
the Towns sewer line, and
subsequently are having
to pay for the electricity to
keep the line fowing free-
[Link] OUTRAGES me!
I hope that as many
people as possible contact
Te Town of Minnedosa
so that they will take re-
sponsibility and pay for
the frozen lines that they
have thawed, both on and
of the property owners
land as well as the ones
that private contractors
have thawed. Tere is no
question that the frozen
sewer lines, tapes, costs of
electricity and all other ex-
penses related to the sewer
lines be reimbursed to the
householders who have
and might in the future be
asked to pay for said costs.

anada Post is Moderniz-
ing, but after 163 years,
is this Progress? Recently
just mailing a letter cost
users a lot more money for
stamps. Ever wonder why?
Letters to neighbour-
ing towns and villages
used to be separated and
sent of to their destina-
tion by rural Canada Postal
[Link] anymore!
Now, all those local letters
are apparently routed to
Winnipeg where they are
sorted, cancelledand re-di-
rected back to (for instance)
Hargrave, Elkhorn, Reston,
Kenton, Oak Lake, etc. that
were mailed at Virden. I
have been informed this
is necessary to keep that
huge, costly sorting facil-
ity in Manitobas capital at
full production and keep
the jobs there. Normal ser-
vice, a three day hopeful
wish, now becomes a chal-
lenge to be four or even
ve days. Many of those
addressed places are only
10 to 40 kilometres away!
Users are the ones being af-
icted; paying for this extra
600 kilometre letter trans-
port adventure and the con-
solidation of a work force in
Winnipeg? Will this even-
tually lead to reductions in
rural postal workers? Who
knows?
A First Class postage
stamp cost three cents
in 1945, and some may
recall the postal deliv-
ery service was quite ef-
f cient back then as mail
was sorted and tended to
within the Royal Mail cars
as the trains made their
way across Canada. Local
mail was advertised as next
day service for many ar-
eas back then. Makes one
wonder about progress,
doesnt it?

Dear Editor,
W
hat a wonderful job
Glen Parrott Jr. did in
restoring the family names
on the plaque in the Heri-
tage Village after vandals
damaged it. Te plaque is
shiny and bright, and you
can read the names so eas-
ily.

Skatch, Sandra Ingenmey,
and whoever else was in-
volved in accomplishing

O
n the morning of
Monday, April 14th,
members of the Manitoba
Neurofbromatosis (NF)
Support Group gathered
in the of ce of Brandon
Mayor, Shari Decter Hirst
to witness the signing of
the Mayors proclamation
of May 3rd as NF Aware-
ness Day.
NF is a set of complex
genetic disorders that af-
fects almost every organ
system, causing a predis-
position for tumours to
grow on nerves in the brain
and throughout the body.
Approximately half of all
af ected persons inherit
the disorder. However,
new cases can arise spon-
taneously through muta-
tion in the NF genes.
Treatments for both
NF1 and NF2 are presently
aimed at controlling symp-
toms. Surgery can help to
alleviate painful and dis-
fguring tumours.
Te MBNF was formed
in 2005 and provides an
opportunity for families
and individuals afected
by NF to share their sto-
ries and resources. MBNF
received its charitable sta-
tus in August 2007.
Te month of May is
NF Awareness Month and
as such the MBNF group
has been diligently work-
ing to raise the publics
awareness of the disorder
through a variety of events
and fundraisers.
In conjunction with
NF Awareness Day, MBNF
with be hosting the 2nd
annual Lets Dance for NF .
Te social evening will take
place on Saturday, May 3rd
in the Grand Salon at the
Victoria Inn Brandon.
T e dance will be
emceed by Star FM radio
hosts, Trent B and Amber
Vandale. A rainbow auc-
tion will be held with door
and spot prizes to be given
out as well as a hot lunch
will be served.
Tickets are $25.00
and all proceeds from the
event will be put towards
the MBNF support group
in fulf lling its goals and
mission. Te event also
serves as a meeting place
for those living with or af-
fected by NF.
MBNF will also be
hosting the 8th Run
for NF on June 14th in
Minnedosa. Te event in-
vites participants to take
part in or support another
in the walk or run of 5 kms.
In the past, about 100 indi-
vidual have taken part and
the event requires the help
of 10 to 15 volunteers.
Proceeds from prior
fundraisers have raised
funds to donate MRI gog-
gles to the Winnipeg Chil-
drens Hospital as well as
fund kids to and NF camp
in Salt Lake City, Utah.
NF af ects one in every
3,000 people and it afects
more than two million
people worldwide mak-
ing NF more prevalent
than cystic fbrosis, Duch-
ene muscular dystrophy
and Huntingtons Disease
combined.

T
he Minnedosa District
Museum and Heri-
tage Village Corp held its
Annual General Meeting
at the 50+ Centre on the
evening of Tursday, April
10
th
. About 20 people were
in attendance.
Two vacancies were
on the board of directors
moving forward and before
the election of of cers was
held, Board President Pat
Skatch verbally thanked
Joan Kingdon and Sandra
Ingenmey for their years of
service on the board. Dur-
ing the election of board
members, nominees Elvin
Birch and Michael King-
don both accepted to join
the board of directors. El-
vin and Michael will round
out the eight member
board which also include
Pat Skatch as President,
Darryl Holyk as Vice Presi-
dent, Garry MacDowell as
Town Council Representa-
tive as well as board mem-
bers Jim Kingdon, Susan
Proven and Lawrence Rud-
dick.
President Skatch
highlighted some of the
activities undertaken by
the museum and Heritage
Village volunteers in 2013.
Some of these included
replacing the plexi-glass
and repairing the donor
name plates on the Walk-
ing trail Donation sign,
maintenance on the wood-
en water wheel and apply-
ing wood preservative to
the exterior of the Manley
Log House. Work also con-
tinued on the Berry Cot-
tage in preparation of its
opening as the museums
administration/welcome
of ce for the 2014 season.
Work completed on this
building last year included
exterior painting, installing
a heating system, drywall
installation of the interior
and exterior landscaping.
Volunteers also continued
to work on the digital im-
aging and cataloguing of
artifacts at the museum.
During Fun Fest, the group
had a foat in the Fun Fest
Parade and hosted anoth-
er successful Heritage Day
fundraiser at the Heritage
Village. Other successful
fundraisers included a fea
market, pork dinner co-
hosted with the 50+ Centre
and a frst annual Heritage
Memory Lights campaign.
Board members also host-
ed an appreciation BBQ for
volunteers and attended
workshops as part of the
ongoing education to wel-
come new ideas to the mu-
seum.
Looking ahead for
2014, the board hopes to
continue a number of its
successful projects and
initiatives. Funding has
been set aside for the com-
pletion of the Berry Cot-
tage as well as re-staining
the exterior of the Octagon
Agricultural Display Build-
ing. Te group also hopes
to establish an annual ex-
termination program for
bugs that may afect the
museum and its artifacts.
Tere was some bug dam-
age to some of the logs
in the Hopkins Barn last
season and these logs are
hoped to be replaced in
2014. Tere are also plans
in place for new window
coverings for the Hunter-
ville Church and Havelock
School.
A special presenta-
tion on the communitys
Emergency Plan, who
is involved and how the
plan is put into action
was presented by guest
speakers RCMP Staff Ser-
geant Mike Hengen and
Minnedosa Fire Chief
Dallas Brykaliuk.
The Minnedosa Dis-
trict Museum and Heri-
tage Village can only
continue through the
support of volunteers
and generous donations
received throughout the
year. New volunteers are
always welcome to assist
with various areas of con-
tinuing the museum and
Heritage Village in our
community. If anyone is
interested in volunteering
(even just a small amount
of time is greatly appre-
ciated) or is looking for
more information on the
museum, please contact
one of the board mem-
bers listed above.
Museum welcomes new faces to board
Skate the Lake donates
$10,500 to MREC

T
his years proceeds
from the 2014 Skate
the Lake event have been
tallied and donated to
Minnedosa Regional
Events Centre (MREC/
MCU Complex). Tis year
the event proceeds totaled
$10,500.00.
Recently, Gaylene
Johnson, organizer and
volunteer with Skate the
Lake, presented Jon Lewis
from the MREC with the
$11,500.00 cheque.
Over the course of the
Skate the Lakes eight year
run, $40,300.00 has been
donated back to the com-
