PRESENT SITUATION 2.1 The Community 2.1.1 Demographics The CBFM Project of MUFFDAI composed of two (2) barangays, namely: Magsuganao and Hilusig all in the municipality of Mahaplag, Province of Leyte. The population of Brgy. Hilusig composed of 1,647 persons with 275 households, and Brgy. Magsuganao has 247 persons with 41 households. The average size of these three barangays, have a ratio of five (5) to six (6) persons for every household. The people of the Community depend mainly on planting of cash crops, coconut, rice and corn as their livelihood. The dialect spoken is mostly Cebuano. 2.1.2 Economic Most of the family of the project area depends mainly on agriculture as source of livelihood on the residents of Brgy. Hilusig and Magsuganao rice, corn, coconut and abaca are the major source of income of the residents of the barangay. Twenty (20%) percent of the residents are firewood gatherers, 27% are timber poachers. They usually sold their products on the nearby towns of Mahaplag, Baybay and Abuyog. These farmers were actually tilling inside the timberland area covered by integrated Social Forestry Program of DENR, they are ISF Holders and beneficiaries of a Tenurial Instrument awarded by DENR to the actual tillers and active upland farmers within the CBFM area. At present there is no such instruction available in the barangay that the people possibly will lend money for their livelihood, thats why they have opted to lend in the private person with almost 10-15% interest or in the form of usury. The approximate monthly income of the family is P3,000.00 P5,000.00 pesos, this amount could not support for the daily needs of the family, especially the continuing increase of prices on oil and other commodities. Most of the teenagers of the barangay have not attended College due to financial reason. The local government unit of Mahaplag, Leyte are planning to improve the natural resources of the municipality, especially in the CBFM area through planting of

trees, agricultural crops, fruit trees, hog raising as source of additional income. Other agencies or institution of the government and private sector that could help the residents of the area, some of which are the following: 1. DENR 2. LGU/ DOH 3. LGU/ DSWD 4. DA 5. 2.1.3 Socio-Political Based on the information from the Municipality of Mahaplag almost 40% of the residents are literate and 60% are illiterate, for the reason that their barangay is very far from school. Approximately there are 10% professional and graduated from College but they usually hunt jobs in other places like Cebu, Manila and many other places in order for them to instigate a career. In addition, teenagers who graduated from Elementary and High School did not go to College due to financial problem. These following facilities are present in the barangay like barangay hall, Catholic Church, elementary school and basketball court. If ever there are problem arises in the barangay, the Brgy. Captain will usually settle the conflict of problems. If ever there technical problem, they would refer it to the agency concern like the: DENR, DSWD, DA, LGU, DOH, etc.. There are also group existing in the barangay the Sanggunian Kabataan (SK) Parent Teachers Community Association (PTCA), exist also are religious group in the Barangay like the Iglesia Ni Cristo, Roman Catholic, etc. The DENR awarded tenurial instrument to the Magsuganao Upland Farmers Forest Developers Association Incorporated (MUFFDAI) a very active peoples organization in the barangay. This Certificate is called Community Based Forest Management

Agreement (CBFMA), covering an area of 1,484 has. good for 25 years renewable for another 25 years. 2.2 The CBFMA Area 2.2.1 Location The CBFM project is located at Brgy. Magsuganao and Hilusig all in the municipality of Mahaplag, province of Leyte. Based on geographical position it is located 12 54 30 to 12 55 00. On the South is Brgy. Cuatro de Agosto and West is Brgy. Tagaytay. It is UNCLASSIFIED PUBLIC FOREST, per LC Map classification No. 168 under the Forestry Administrative Order No. 41343, dated October 18, 1926 available for Community Based Forest Management Project. The geography is rolling to steep with 20-55% slope. Approximately 4-5 kilometers from the CBFM Project to the nearest barangay, which is Brgy. Variety of Cover present in the CBFM area; coconut, gabi, corn, ginger, peanut, pineapple, tomato, eggplant, banana and other natural species growing in the area with distribution in hectares. 2.2.3 Known Important Resource in the CBFMA Area [Link] A. Natural Resources

The CBFM area has 1,484 hectares dominated by lauan, tanguile, Mayapis, Almon, Almaciga,falcate, betanghol etc. B. Agro-forestry and Tree Farm The agro-forestry area was planted with different species like: Gmelina,falcate, Kalamansi, cacao, avocado, mango, rambutan, durian, jackfruit, gabi, coconut, ginger, peanut and other agricultural products, the total land area covered by Agro-forestry is 374 hectares. C. Flora and Fauna Flora and fauna inside the CBFM area: C.1 Flora 1. Trees 2. Orchids,etc. C.2 Fauna 1. Pigs 2. Birds 3. Snakes,etc. D. Mineral The mineral resources present in the area are carbon and water [Link] Timber and Product A. Dipterocarp Species Tanguille, Lauan, Mayapis, etc. are most of the forest trees dominated in the area. B. Construction and Furniture Species Drifted, abandoned, typhoon damaged woods are left in the area and the residents utilized it as a recovery wood and made it into furniture accessories as additional source of income, if given permit by the DENR for such utilization. There are at least 200 hectares for agriculture that could be cultivated inside the CBFM area for the continuing population explosion. The implementation of this CBFM project has the following effects to wit: A. Economic or Livelihood Most of the residents depend mainly on farming, others are laborers and carpenters as their main source of income in the barangay. B. Biological Alteration of Landscape One of the purposes of CBFM orientation is to give the residents an overview of their project area, that they should be given innovative technology towards their resource and to increases their product derived from different source. In addition, they are given the chance to occupy and develop the 1,484 hectares of forestland in order for them to benefit on that resources. C. Institutional Inference On the year 1970 there exist an operation in logging in our area, which destroy the natural resources. D. Socio Political affecting the activities of the common resident and illegal loggers. There are people who try to enjoy the benefit of the resources of the area, they are the timber poachers, who are actually cultivating the land. 2.2.4. Assistance required from DENR or other Agencies Due to the unsolved problem on timber poaching, the members of the organization of MUFFDAI try to seek assistance from other institution in order to help them, like the DENR, LGU, DA, DTI and NGOs for financial and technological assistance. 6

STRATEGIC RESOURCE MANAGEMENT PLAN: 3.1 Vision The MUFFDAI, as an organization has the following vision to wit: a. The organization will unite with peace, love and understanding in order to attain successfully their dreams of protecting the natural resources. Protect, preserve and conserve the CBFM site in order to give livelihood to the people. Cooperation and maintenance of the area developed.

Goals and Objectives For 25 years, the CBFM Program can help alleviate the standard living of peoples condition through active participation in the implementation of CBFM program.

The specific objectives: Ecological: a. To maximize farm production of 374 hectares, restore ecological balance through sustained plant diversification and livestock integrating. To improve soil and water conservation practice and increase crop production. To stop or eradicate the destructive traditional farming practice (Kaingin Farming) of the upland farmers using new technologies.

Communitys indicative forest management strategies. a. Enrichment/enhancement planting of rattan for the first five year of implementation;

b. Rehabilitation of abandoned and slope areas prone to soil erosion by planting indigenous species; c. Enhancement of Agroforestry areas for individual and communal farmlots; d. Conduct routinary patrolling over the entire CBFM area and continued IEC within the community and its adjacent barangay for environmental awareness; e. Reorientation/Retooling of CBFM policies and forest protection laws to all PO members to enhance and to strengthen its moral fiber; f. Conduct trainings/Seminars to enhance peoples participation within the two barangays (organizational and Area development related); g. Find possible ways to enhance livelihood programs and other sources of income for the area development. 3.6 Communitys proposed environmental and socio-economic impact indicators for monitoring performance based on the terms and conditions of the tenurial instrument.
