The Minneapolis Police Department is releasing the following information pursuant to Minnesota Statutes 244.052, which authorizes law enforcement agencies to inform the public of a sex offender who has been released from custody regarding his criminal conviction. This disclosure is to inform you that the individual who appears on this notification has been convicted of a sex offense or other offense that requires registration with the local law enforcement agency that has jurisdiction over their residence. This offender has advised the Minneapolis Police Department that he is living in our community and is residing in the area of the 2900 Block Of 17th Avenue South, The Phillips East Neighborhood. It is our belief that an informed public is a safer public. The Minneapolis Police Department has no legal authority to direct where a released offender may or may not live. Unless court ordered restrictions exist, an offender may live wherever he chooses. Sex offenders have always lived in our communities but it was not until passage of the Community Notification Bill and Sex Offender Registration Act, that law enforcement knew where they were living. Due to the passage of these laws, law enforcement can now share information with the public. Abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated and may be a crime. Such abuse could potentially end our ability to notify the community when sex offenders are released into the public. The Minneapolis Police Department is available to help you by providing you with useful information on personal safety. The Minneapolis Police SAFE Unit may be contacted at 612- 673-3482 to assist you in forming block clubs and receiving information on crime prevention. Vintage Photo: 10/15/2013 DESCRIPTION OF OFFENSE: Mr. Hills victim pool are males and females aged 5 to 13 years old. Two of these victims were inter-familial. In a family setting, Mr. Hill gained access to these minor aged victims while he was living with an older family member . Force was used to gain compliance.
CONDITIONS OF RELEASE:
SUPERVISION
Complete sex offender programming and other programming as directed. No direct/indirect contact with minors: Defined as initiating contact. May not live in a building where children are present. May not belong/associate with clubs/groups/organizations without approval. Comply with GPS tracking and submit to polygraphs as directed. May not purchase/possess/create sexually explicit materials in any venue. May not enter an establishment whose primary business is sexual entertainment May not operate/purchase a motor vehicle without prior agent approval. Maintain full time employment/education/treatment /or a combination of these. May not own/operate a device with internet nor access social media without approval from his agent.
