CHAPTER ONE 1.0 Cashless Policy Overview

In the year 2010, the doors to Mobile Money business opened in Nigeria for the first time with the Central Bank of Nigeria Licensing about 24 Mobile Money Operators which include Virtual Terminal Network, UBA, E-Transact, amongst others. The cashless economy policy of the Central Bank of Nigeria (CBN) was designed to provide mobile payment services, break down the traditional barriers hindering financial inclusion of millions of Nigerians and bring low-cost, secure and convenient financial services to urban, semi-urban and rural areas across the country. As part of the cashless policy, the CBN has put in place daily limit for bank account withdrawals and deposits. The cumulative daily limit is N500,000 for individual accounts and N3,000,000 for corporate accounts. Above this daily limit you will pay cash handling cost of 3%. Note that the service charge is borne by the account holder, whether deposit or withdrawal. You can withdraw above the limit, but it will be expensive if not stupid. For example, if an individual withdraws/deposits N1, 000,000 in a day, the first N500, 000 will be handled free and the excess N500, 000 will attract a 3% handling charge (i.e. N15,000). So, under the cashless policy you will be debited for N1,015,000 if you withdraws N1,000,000 and credited for N985,000 if you or a client deposits N1,000,000. To avoid the surcharges you have to use e-payment and e-banking options.

Note that if a third party deposits cash to your bank account it is you (account holder) that will bear the transaction cost. For now the cashless policy is piloting in Lagos. The cashless policy will be coming to other parts of Nigeria very soon. 1.1 Meaning of mobile money

MobileMoney is the fast, safe, easy, convenient and affordable way to send and receive money across the country and pay for your goods and services using your mobile phone. 1.2 History of Mobile Payment Mobile payment was first thought up by Matt Wilson. In 1997 the first two mobile-phones enabled Coca Cola vending machines were installed in the Helsinki area in Finland. The machines accepted payments via SMS text messages. The first mobile phone-based banking service was launched in 1997 by Merita Bank of Finland, also using SMS. 1.3 Why should I use Mobile Money?

CHAPTER TWO 2.0 MOBILE PAYMENT SYSTEM Mobile Payment System in Nigeria refers to the various components required to deliver mobile payment to the banking and non-banking community. The Central Bank of Nigeria is responsible for defining, monitoring and regulating the mobile payment systems in Nigeria. 2.1 Mobile Payment Models There are three major models of mobile payments services namely; 1. Bank Focused:- Financial Institutions as Lead Initiator 2. Bank Led:- Financial Institution(s) and/or its Consortium as Lead Initiator 3. Non-Bank Led:- A corporate organization as Lead Initiator 2.2 Types of Mobile Payments Scenarios Mobile payment scenarios are methods through which mobile payments can be carried out. These scenarios could be; 1. Card Account Based 2. Bank Account Based 3. Stored Value (e-Money) Account Based 2.2.1 Card Account Based This is a scenario where a payment card is linked to a mobile phone for the purpose of initiating and concluding payment transactions.

Types of Card-Driven Payments The types of card-driven payments recognized by the CBN are: 1. Credit, 2. Debit and 3. Pre-Paid 2.2.2 Bank Account-Based This is a scenario where a mobile payment system drives transactions through bank accounts of customers. Some of the account type include: current account, saving account, domiciliary accounts etc. 2.2.3 Stored Value Account Based This is a scenario where a mobile payment system drives transactions through a system-based account such as Reloadable stored value accounts, prepaid account etc. 2.3 Technology The technology implemented for mobile payment services complies with the following technology standards and other requirements outlined in the CBN regulatory framework. Standards 1. Modularity of Technologies The technology deployed in the delivery of mobile payment services comprises sets of interoperable infrastructure modules that work seamlessly. There are end-to-end connections from user-device through transport network to the service site.

The mobile payment services use any mode of communication including, but not restricted to, the following: 1. Secure SMS: Secure Short Massage System (SMS) communications protocol allows the interchange of short text messages between mobile telephone devices. 2. WAP/GPRS: Wireless Application Protocol (WAP) is a technical standard for accessing information over a mobile wireless network. 3.USSD1: Unstructured Supplementary Service Data (USSD) is a protocol used by GSM cellular telephones to communicate with the service provider's computers. 4. EDGE: Enhanced Data rates for GSM Evolution (EDGE) is a digital mobile phone technology which acts as a bolt-on enhancement to 2G and 2.5G GPRS networks.

CHAPTER THREE 3.0 KNOW YOUR CUSTOMER (KYC) AND CUSTOMER DUE DILIGENCE (CDD) REQUIREMENTS A three tiered KYC/CDD requirement matrix for mobile payments scheme provider is stipulated as follows:

The above matrix shall apply to individuals while merchants as account holders shall be subjected to the full KYC requirements for corporates.

3.1 Responsibilities of Users - Ensure the protection of PIN / Password - Ensure prompt reporting of fraud cases / attempts, errors and complaints - Ensure proper confirmation of transaction details and recipients mobile phone numbers at all times before authorizing transaction. - Comply with all security rules as provided by the scheme operator - Escalate complaints to the ombudsman through the offices of the Central Bank of Nigeria if resolution to complaints is unduly delayed. 3.2 Operational Modalities The Mobile Payment system are support the following key processes for delivering payments to the customers through their handsets. 3.2.1 Registration The mobile payment system deployed by a service provider has the capabilities to register all users within the payment system. All mobile payment system users are retained and maintain evidence of the successful completion of the registration process with a solution provider. 3.2.2 Activation The mobile payment system requires a registered user to activate the service before commencement of transactions with his PIN/Password.

The scheme operators ensure that the activation process is not compromised or altered within its infrastructure.

3.2.3 Transactions All transactions have the following elements: Transaction number, transaction amount, transaction date and time stamps, merchant categories, merchant addresses and codes. Each transaction detail logged within the payment system contains a valid description, payer and payee phone numbers. Mobile payment solution providers provide notifications for all transactions concluded on their mobile payment systems.

Activation To Activate: 1. Go to the eaZymoney application on your mobile phone and

select Activate option. 2. Enter your Mobile Number and the Activation Key provided in your welcome message. 3. Input your new secret 4 digit PIN, confirm the PIN and click on OK. 4. Read through the terms of disclosure and confirm 5. You will receive a confirmation message from eaZymoney for your activation. Change Pin This will enable you change your pin by selecting the 'Change PIN' option on the Account menu. Enter your old PIN, New PIN and Confirm your New PIN. Click ok and Confirm, A message will be displayed indicating that your PIN has been changed.

You only need to have a mobile phone to use Firstmonie a Firstmonie, product of First Bank Plc. Our service is currently av . available on the Etisalat, GLO, Airtel and MTN* networks. How does Firstmonie work? To use Firstmonie, first you have to register by dialing *894# from your mobile phone. You can also register online or go to any Firstmonie agent. Once you have registered, you will be prompted to activate your five digits PIN. Then you fund your Firstmonie account and start transacting. You can fund your account: 1. At any Firstmonie agent 2. At any FirstBank ATM machine 3. Directly from your FirstBank account using your mobile phone After you have funded your Firstmonie account, you can send money to any mobile phone or bank account in Nigeria.
