STS CONTINGENCY PLAN


1) FIRE ON BOARD
(ANY LOCATION: CARGO AREA, DECKS, ACCOMMODATION, ENGINE ROOM)
2) MAJOR DAMAGE AND/OR UNCONTROLLED VENTING
(CARGO HOSE BURST, PIPEWORK FRACTURE, CARGO SPILLAGE, SRV OPENED)
3) MINOR DAMAGE AND/OR DEFAULT OF CARGO SYSTEM
(SMALL SPILL OR LEAK)
4) MOORING LINES FAILURE / EXTREME WEATHER CHANGE
5) FENDER BURST

THIS CONTINGENCY PLAN IS A PLAN AGREED BETWEEN BOTH VESSELS BEFORE OPERATION
COMMENCE.
ANY EMERGENCY THAT MAY ARISE WILL BE SIGNALED USING THE VESSEL'S RECOGNIZED ALARM
ON INTERNAL ALARMS SYSTEM AND SHIP'S WHISTLE.
THIS TO BE FOLLOWED WITH THE STS GUIDE EMERGENCY SIGNAL: SERIES OF SHORT RAPID
BLASTS ON SHIP'S WHISTLE AND INTERNAL ALARMS.

1 FIRE ON BOARD
RAISE THE ALARM: SEVEN OR MORE SHORT BLASTS OF THE SHIP'S WHISTLE.
INFORM RECEIVING DISCHARGING VESSEL BY VHF OR OTHER MEANS.
DISCHARGING VESSEL ACTIVATE E.S.D. AND STOP OPERATIONS.
WHENEVER AN EMERGENCY SITUATION, THE RECEIVING VESSEL SHOULD NOT CLOSE MANIFOLD
AND CARGO TANKS FILLING VALVES, UNTIL THE DISCHARGING VESSEL HAS BEEN ADVISED, IN
ORDER TO PREVENT CARGO LINES PRESSURE SURGES.
ACTIVATE WATER SPRAY SYSTEM ON DECK.
ORGANIZE THE EMERGENCY AND SUPPORT SQUADS.
DISCONNECT CARGO HOSES (IF CIRCUMSTANCES PERMIT).
PREPARE FOR UNMOORING.

2. MAJOR DAMAGE AND/OR UNCONTROLLED VENTING


RAISE THE ALARM: SEVEN OR MORE SHORT BLASTS ON THE SHIP'S WHISTLE.
INFORM RECEIVING DISCHARGING VESSEL BY VHF OR OTHER MEANS.
DISCHARGING VESSEL ACTIVATE E.S.D. AND STOPS OPERATIONS.
WHENEVER IN AN EMERGENCY SITUATION, THE RECEIVING VESSEL SHOULD NOT CLOSE
MANIFOLD AND CARGO TANKS FILLING VALVES, UNTIL THE DISCHARGING VESSEL HAS BEEN
ADVISED, IN ORDER TO PREVENT CARGO LINES PRESSURE SURGES.
ACTIVATE WATER SPRAY SYSTEM ON DECK
ORGANIZE THE EMERGENCY AND SUPPORT SQUADS
DISCONNECT CARGO HOSES (IF CIRCUMSTANCES PERMIT)
PREPARE FOR UNMOORING.

3. MINOR DAMAGE AND/OR DEFAULT OF CARGO SYSTEM


IN CASE OF MINOR DAMAGE AS A SMALL SPILL OR LEAK OF CARGO BY A FLANGE OR GASKET,
WHEN THE SAFETY OF THE VESSELS IS NOT INVOLVED.
FAILURE MUST BE RECTIFIED AS SOON AS POSSIBLE.
OTHER VESSEL SHOULD BE INFORMED OF THE NATURE OF THE DEFECT.

4. MOORING LINES FAILURE / EXTREME WEATHER CONDITION


DURING CARGO OPERATIONS, BOTH SHIPS (RECEIVING AND DISCHARGING) SHOULD HAVE AT
LEAST TWO MOORING ROPES AVAILABLE FWD & AFT, READY FOR IMMEDIATE USE.

INFORM RECEIVING/DISCHARGING VESSEL BY VHF OR OTHER MEANS.


REPLACE BROKEN LINE WITH SPARE.
DURING THE COURSE OF STS OPERATIONS, IF THE WEATHER DETERIORATES OR CHANGES
SUDDENLY, THE FOLLOWING PROCEDURE SHOULD BE CARRIED OUT:
CONSULT WITH THE OTHER VESSEL UNDER OPERATION.
STOP CARGO OPERATIONS TEMPORARILY.
DISCONNECT CARGO HOSES.
PREPARE FOR UNMOORING.

5. FENDER BURST
INFORM RECEIVING DISCHARGING VESSEL BY VHF OR OTHER MEANS.
ADJUST EXISTING FENDERS AND MOORINGS.
STOP CARGO OPERATIONS IF NECESSARY.

THIS CONTIGENCY PLAN SHOULD BE AGREED BETWEEN BOTH SHIPS PRIOR


STS TRANSFER OPERATIONS COMMENCE.
