VERIFIED EXPLANATION
RE: MEMO No. 05-2745 IRT MEMO 05-2039
I, MAJ. GENEROSO M. ISRAEL, PA (RET), of legal age, Filipino,
married, and presently assigned as Security Officer IV, Provincial Governors
Office, PROVINCE OF LEYTE, Capitol, Tacloban City, after having been first
sworn according to law, hereby depose and state: THAT--1. On 6 June 2005, I received MEMO 05-2039 from the Provincial
Administrator directing me to investigate the absence of the security guard on
duty and the person who caused and initiated the fire that occurred at 8:00 PM
on 2 June 2005.
2. When I was already initiating the investigation, I was furnished by Mr.
Eric Aguilar a photocopy of OFFICE ORDER No. 05-2059 issued by the
Provincial Administrator received by the Provincial Legal Office on 7 June 2005,
which created a Fact-Finding Committee regarding the aforesaid fire incident,
constituting Atty. Irene Pontejos as Chairperson, and Mr. Jose Eric Aguilar and
Mrs. Aurora Laboy as members.
3. The said Committee requested me to coordinate with them regarding
the aforesaid fact-finding investigation; thus, in our wise discretion, we decided to
have a joint fact-finding investigation in order not to have conflicting findings.
4. It is for this reason that I was not able to make a prompt reply/report to
MEMO No. 05-2039 because the parallel fact-finding investigations which were
directed by the Honorable Provincial Administrator, now coordinated, are still ongoing.
5. I am executing this verified Explanation in compliance with MEMO No.
05-2745, which I hope will find merit and kind consideration of the Honorable
Provincial Administrator.
