The nomination period to qualify as a candidate runs July 13 – August 7.
Appointments are required to pull nomination paperwork. Contact City Clerk Heather Bell-Spears by emailing [email protected] or call (510) 724-8928 to schedule an appointment.

We are pleased to introduce Naomi Kelly, Pinole’s new City Manager! ✨🏛️ She is a longtime public servant with extensive experience managing municipal services and complex public projects, as well as delivering results under complex or constrained conditions, such as tight budgets. She helped build and then managed San Francisco’s $35 billion, 10 year capital plan that strengthened infrastructure investments and secured nearly $4 billion in voter approved bonds for streets, facilities, and earthquake resiliency. She also created a Budget & Planning Team focused on long-term fiscal sustainability, aligning service levels with available resources – just to name a few of her many notable accomplishments.
“I am especially energized by the ability to make a direct impact in a smaller community,” Naomi Kelly said, “where less bureaucracy and closer partnerships make it possible to see progress happen quickly and visibly. I believe Pinole is the place where I can bring together all the skills I’ve developed, all that I have learned over a lifetime of service, to really make a positive difference.”
