Our commitment to accessibility

The Gibraltar Regulatory Authority (GRA) is committed to ensuring digital accessibility for all users. We strive to make our website perceivable, operable, understandable, and robust for everyone, including people with disabilities.

This website is being developed to comply with the Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018 (the “Regulations”) and EU Directive 2016/2102 on the accessibility of public sector websites and mobile applications.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines 2.2 AA standard (“WCAG 2.2.”) standard due to some non-accessible content.

We are currently undertaking an accessibility audit of the website to identify areas of non-compliance. Once this audit is complete, this statement will be updated to include:

  • Details of content that is not accessible and the reasons why
  • A timeline for when identified issues will be resolved
  • Any applicable exceptions

What we are doing to improve accessibility

The GRA is currently undertaking the following actions to improve accessibility:

  • Conducting an accessibility audit of the website against WCAG 2.2 AA
  • Identifying and prioritising accessibility issues
  • Implementing technical improvements to meet accessibility requirements
  • Training staff on accessibility best practices
  • Reviewing all new content for accessibility before publication

We are committed to improving accessibility and will update this statement as improvements are made and when full compliance is achieved.

Non-accessible content and navigation issues

Some of our content may not yet be fully accessible, including:

  • PDF documents that have not been optimised for accessibility
  • Video content without transcripts or captions
  • Third-party content not developed by the GRA

Navigation and accessing information

Some users may experience difficulties navigating this website, including:

  • No “skip to main content” link to bypass repeated header content
  • Device orientation (horizontal/vertical) cannot always be changed without affecting usability
  • Adjusting text size can cause content to overlap

We have assessed the cost of fixing these issues and consider it would be a disproportionate burden under the Regulations. We will review this when our supplier contract is renewed, which is expected later this year.

Content not within the scope of the accessibility regulations

The following content is exempt from the Regulations:

  • PDFs and other documents published before 23rd September 2018 that are not essential for providing our services
  • Live video streams
  • Pre-recorded audio and video published before 23rd September 2020
  • Third-party content not developed by or under our control
  • Online maps (though essential information such as addresses is provided in accessible format)
  • Archived content not needed for active administrative processes
  • Reproductions of items in heritage collections
