Amelia DeMar

Project Manager

Amelia is a Project Manager at Garco Construction, where she leads projects through close coordination with clients, design teams, subcontractors, and field personnel to ensure schedule, budget, and overall project intent are achieved. Her background in customer service strengthened her ability to work effectively with diverse personalities and remain calm in high-pressure situations, while her degree in drafting and design built a strong technical foundation in plan reading, design software, and industry-specific workflows. Amelia holds CLC and CQM certifications and has contributed to a variety of impactful projects. One standout experience was serving as the onsite Project Engineer for Northwood Middle School, where strong collaboration with the project team and subcontractors helped recover a delayed schedule and achieve a successful on-time turnover-a milestone made especially meaningful when her son later attended the school. She also takes pride in her current work on the SIA TREX Concourse C Expansion, a large, complex, and highly visible project in the region. Amelia progressed her career at Garco from Project Assistant to Project Engineer to Project Manager, which gives her a well-rounded perspective on the importance of each role in delivering successful projects.

Amy Coriell

Office Manager

Amy is Garco Construction's Office Manager and plays a key role in keeping daily operations running smoothly. She oversees the administrative, organizational, and behind-the-scenes tasks that allow teams, leaders, and project staff to stay focused on their work. Amy is dedicated to creating an efficient, welcoming workplace-one where morale stays high and people feel supported. Her 14 years as a Project Administrator gave her a deep understanding of Garco's systems, culture, and processes, providing a strong foundation for her move into office management. One of her favorite parts of working at Garco is seeing the company's impact across Spokane, especially iconic projects like the Pavilion at Riverfront Park-a meaningful reminder of Garco's long-standing presence in the community. A recent career milestone was her promotion to Office Manager, a recognition of her leadership, organizational strengths, and commitment to the team. Amy loves knowing that her work contributes to something bigger and supports both the Garco team and the community they serve.

Andy Semprimoznik

Project Manager

Andy is a Project Manager at Garco Construction and brings strong leadership to projects from concept through closeout. He oversees planning, budgeting, scheduling, execution, and team coordination-ensuring each owner's vision is brought to life with clarity and precision. Andy's experience participating in community and company events over the years has helped him build an extensive network of owners, designers, subcontractors, and suppliers, allowing him to assemble strong project teams and respond quickly to emerging needs. He holds several industry credentials, including Associate DBIA, LEED Green Associate, and is a graduate of Leadership Spokane. Andy joined the Garco team to lead the Lamb Weston Wastewater Treatment project in Pasco and expand Garco's presence in the Tri-Cities and throughout the Columbia Basin. One of his proudest career milestones is serving as the inaugural President of the Inland Northwest AGC Construction Leadership Council (CLC), reflecting his commitment to industry leadership and community growth.

Ben Ghigleri

Project Engineer

Ben is one of Garco's Project Engineers and has been with the company for two and a half years. He works on site to support both the superintendent and project manager, with responsibilities that include document control such as submittals and RFIs, running owner meetings, making safety observations, coordinating with subcontractors, and assisting with project closeout. Ben's background in quality control strengthens his attention to detail and commitment to delivering high-quality work. He also holds an OSHA 30 certification. His project highlights include the WSU Taylor Sports project and the Machinist Institute. A key career milestone for Ben was being hired as a Project Engineer after completing his internship with Garco.

Brandon Garvin

Project Engineer

As a Project Engineer, Brandon collaborates with project managers, superintendents, and trade partners to ensure accuracy, quality, and compliance from start to finish. His responsibilities include evaluating work against plans and specifications, identifying and resolving deficiencies, and managing work plans, daily reports, submittals, and RFIs. Brandon brings several years of experience in both commercial and residential construction, with expertise in heavy civil work, structural steel, underground utilities, concrete, ground improvement, deep foundations, drilling, and government and military contracts. His recent projects include the SFAB Phase 1 project at Joint Base Lewis-McChord, Lincoln Elementary School, Wilson Elementary Addition, and the T-Mobile Polaris Data Hall 3 project. He also holds certifications such as CQMC, OPSEC Awareness, Level I Antiterrorism Awareness Training, AGC PMDP, and Estimating and Bidding 1. Brandon takes pride in consistently meeting objectives, improving processes, and contributing to team success.

Brenden McNiven

Estimator

Brenden is an Estimator at Garco, where he plays an important role in pricing and developing competitive bids that lead to successful projects. His day-to-day work includes assisting in detailed estimating efforts, analyzing project documents, and helping build accurate cost proposals. Brenden previously spent two years as an on-site project engineer in multi-story and civil construction, experience that strengthens his technical understanding and supports his contributions to the estimating team. His project highlights include the Sherman Tower expansion at The Coeur d'Alene Resort and the Central Hall project at Spokane International Airport. Brenden takes pride in seeing the impact Garco has made throughout the Spokane community and values being part of a team whose work leaves a lasting, positive imprint through years of dedication and service.

Brianna McMackin

Marketing Coordinator

As Garco's Marketing Coordinator, Brianna plays a key role in supporting marketing and business development initiatives across the company. Much of her work focuses on pursuit efforts, where she develops proposal content and prepares interview materials that help position Garco for success. She also produces a variety of marketing assets-including ads, graphics, and stickers-and manages Garco's email communications, blog content, and social media presence. In addition to her creative responsibilities, Brianna supports essential administrative processes. With a background in graphic design and experience in both administrative and marketing roles, she brings a blend of creativity and organization to the team. She enjoys watching projects come to life and recognizing Garco's work throughout Spokane and beyond.

Caleb Hancock

Project Engineer - Civil

Caleb is a Project Engineer at Garco, where he brings strong technical expertise and consistent on-site support to every project. His day-to-day responsibilities include project engineering, construction management, on-site project coordination, estimating and bidding support, project management assistance, and quality control. Caleb has more than eight years of commercial construction experience, along with several years in residential work, and his background includes extensive experience in heavy civil construction, structural steel, underground utilities, concrete, ground improvement, deep foundations, dewatering, horizontal and vertical drilling, soil improvement, structural engineering, and both federal and local government contracts, including military projects. He also holds a Quality Control Manager certification through USACE. Project highlights include his work at Fairchild Air Force Base, and a notable career milestone is helping tear down and rebuild Key Arena, now known as Climate Pledge Arena.

Casey Stulc

Vice President - Federal Government

Casey joined Garco Construction in 2018, after spending several years working in the construction industry in Seattle. His diversified project experience includes commercial offices, bio-tech, data centers, and Amazon facilities. Casey excels at coordinating technically challenging scopes and provides a positive approach to problem solving.

Chris Carey

Project Engineer

Chris serves as Garco Construction's Quality Control Manager (QCM), ensuring every project meets the highest standards. He oversees quality processes and documentation, keeping projects organized and compliant from start to finish. Chris's foundation in construction management from Washington State University strengthens his ability to deliver exceptional results. He also holds certifications including CESCL, First Aid, and QCM, underscoring his commitment to safety and precision. Among his project highlights are the WSU Taylor Sports Complex and YTC ECS TEMF and Warehouse, where his attention to detail helped drive success. Chris takes pride in being part of a team that values quality and collaboration on every job.

Chuck LaVelle

Project Engineer

Chuck is a Project Engineer at Garco Construction and has been part of the team for three years. He supports projects wherever needed, taking on a wide range of responsibilities to keep work moving efficiently and effectively. Chuck holds a bachelor's degree in Construction Management from Eastern Washington University and gained hands-on experience working as a laborer for two years while in school. His certifications include CECSL and OSHA 30, underscoring his commitment to safe and high-quality project delivery. Chuck has contributed to notable projects such as the SVFD Training Tower, Coca-Cola Swire Distribution Warehouse, and The Thomas George Tower. A meaningful milestone in his career has been successfully completing two profitable projects-an accomplishment that strengthened his confidence and expertise as a growing construction professional.

Clancy Welsh

Chief Executive Officer (CEO)

Clancy Welsh serves as CEO of Garco Construction. Currently he focuses on developing business opportunities; providing high-level project leadership and guidance; enhancing industry and community relations; and strengthening the mission, values and vision to support Garco's unique culture. His diversified project portfolio includes public works, K-12 educational facilities and private works. He has also developed and grown Garco's pre-construction services and processes to further diversify company offerings and bring additional value to clients.

Prior to joining Garco Construction, Clancy gained valuable experience and insight at Baugh Construction in Seattle, Washington. He has been active in construction for more than 30 years and holds a Bachelor's Degree in Construction Management from the University of Washington in Seattle, Washington. Clancy remains involved in the community and is committed to making a difference for Garco clients, staff and the community through Garco's continued success.

Dakota Winward

Project Engineer

As a Project Engineer, Dakota plays a vital role in supporting field operations and ensuring projects run smoothly, efficiently, and accurately. Since joining the Garco team, he has been part of the SIA TREX project, where he maintains project documentation and manages the flow of updated plans, RFIs, and submittals between the design team and the field. Dakota also supports superintendents through constructability reviews and coordinates quality control activities to help ensure all work is completed safely, correctly, and in alignment with project specifications. With hands-on experience across multiple subcontractor scopes, including HVAC, plumbing, fire sprinklers, and landscaping, Dakota brings valuable technical insight and practical field understanding to every project.

Daniel Bennett

Project Manager

Daniel is a Project Manager at Garco Construction and has been with the company for eight years. In his role, he works collaboratively with project teams to provide management direction throughout the construction phase, overseeing project planning, cost and schedule tracking, and subcontractor and supplier coordination. Daniel began his career at Garco as a Project Engineer and continues to draw on the experience and mentorship he gained in that role to solve challenges and support project success. One of his most meaningful project highlights is the Mead Market Street Complex, a multifaceted effort with several subprojects that he found both challenging and rewarding, and from which he gained valuable insight thanks to a strong project team. A key career milestone for Daniel is starting at Garco right out of college and growing into his current position. He enjoys working with the people at Garco, from field crews to leadership, and believes the team-oriented culture is what makes Garco one of the best places to work in the Pacific Northwest.

Doug Hartley

Director of Operations - Western Washington

Doug brings nearly 30 years of experience in business operations and management to Garco, with expertise in safety, construction, project management, lean manufacturing, and facility design. He's passionate about motivating his team and developing future leaders, a strength reflected in his work leading Western Washington commercial projects and building strong client relationships.

One of Doug's proudest accomplishments is the JBLM Hot Refueling project-a complex challenge that highlighted his creativity and problem-solving skills. After making a significant career change, he's proud of the success and growth he's achieved along the way. What Doug values most about working at Garco is the flexibility to plan and execute the right steps to deliver successful results.

Outside of work, Doug enjoys snowbiking, snowmobiling, and spending time in his shop fabricating and machining custom designs. A graduate in Automotive Design, his passion for building and creating comes naturally. His personal motto sums it up best: Partnering with people to achieve great things.

Erik Wick, PE

Vice President - Civil

Erik brings more than 15 years of experience delivering complex heavy civil infrastructure projects for federal, state, and local agencies. His work centers on roads, bridges, and fish passage facilities, with a deep technical background in construction planning for site access, deep foundations, earth retention systems, structural steel and precast erection, and reinforced concrete operations. Over his 10+ years at Garco, he has overseen his division's quality control program and served as commissioning agent for large fish passage and water infrastructure facilities.

Erin Covey

Front Desk Manager

Erin is Garco's Front Desk Manager, playing an essential role in supporting day-to-day operations. In her role, Erin manages reception responsibilities along with accounts receivable and accounts payable, ensuring efficient communication and smooth administrative workflows across the company. She draws on her background in customer service and experience as a secretary supervisor to create a welcoming, organized, and highly supportive environment for employees, clients, and visitors alike. Her reliability, professionalism, and attention to detail make her a key part of Garco's team.

Frank Etter

Vice President

Frank began his construction career working for Inland Asphalt Company during his summer while attending high school. After graduation from the University of Washington Business School, he served in the United States Army Adjutant General Corps of New York and Korea before returning to work for Garco Building Systems in 1971. In 1978, Frank and his childhood friend Tim Welsh were able to purchase the construction company of Garco Building Systems and became what is now known as Garco Construction.

Frank Hoerner

Project Engineer

As a Project Engineer at Garco, Frank H. plays a key role in the successful delivery of complex projects, working full-time on site and overseeing project document management, coordination between the design team and field personnel, scheduling, material procurement, change management, safety support, and construction meetings. With valuable hands-on field experience prior to becoming a project engineer-paired with his formal education-Frank brings strong technical knowledge and practical insight to the team. He holds multiple industry certifications, including OSHA 30, CECL (WA), First Aid/CPR, Forklift, Aerial Lift, and Confined Space. Frank has contributed to numerous major projects such as Ridgeline High School, Peperzak Middle School, the CWU North Academic Complex, and the U.S. Pavilion/Promenade Renovation as a subcontractor, and he considers every successful project turnover a meaningful achievement.

Gerrod Majeski

Estimator

Gerrod is Garco's Lead Estimator, playing a key role in delivering successful projects by competitively estimating a wide range of construction work. He brings valuable analytical insight to the team, supported by his background in commercial appraisals, which enhances his ability to evaluate project scopes and develop accurate, strategic estimates. Gerrod has contributed to numerous project types, with highlights including schools and military facilities, and he enjoys the variety and complexity of the projects he works on.

Gracie Priddy

Architectural Designer

Gracie is an Architectural Designer at Garco Construction and has been contributing to the design team for more than three years. She creates detailed 2D drawings for construction documents and produces high-quality renderings using tools like Twinmotion and Adobe software to help clients visualize their projects clearly. Gracie earned her master's degree in architecture from Washington State University and joined Garco shortly after graduating, bringing strong technical skills and fresh design insight to the team. Some of her favorite project experiences include contributing to the Ice Rink and Honeywell projects. A memorable milestone for her was seeing her renderings featured in the news-an exciting moment that highlighted the impact of her work. Gracie enjoys the collaborative, friendly environment at Garco and values the connections she builds with colleagues and clients alike.

Heidi Helberg

AP Manager

Heidi is Garco's AP Manager, playing an essential role in supporting the financial operations that help keep projects running smoothly. In her day-to-day work, she processes all invoices and subcontractor billings, ensures accurate and timely payments, and helps maintain organized, efficient accounting workflows across the company. Heidi brings seven years of prior accounts payable experience to her role, strengthening her ability to support project teams and uphold Garco's standards for accuracy and reliability. She appreciates being part of Garco's strong, supportive team and values the collaborative environment that helps drive the company's success.

Hollis Barnett

President - Federal Government/Civil

Hollis Barnett has been with Garco Construction for more than 30 years. He has 30 plus years of experience as a construction manager and holds a Bachelor of Science in Physics from Gonzaga University in Spokane, Washington. Over the past two decades, he has enhanced Garco's partnerships on many successful projects with Federal Government Clients including USACE, NAVFAC, US Air Force, Bureau of Reclamation and other Federal agencies.

Jack Harrington

Project Engineer - Civil

Jack is a Project Engineer at Garco Construction and currently plays a key role in ensuring quality and consistency on the Manchester Tank Farm Improvements Project. Serving as the project's Quality Control Manager, he administers Garco's Three-Phase QC System, manages submittals and documentation, coordinates testing and inspections, and oversees as-built records and turnover requirements. Jack also supports schedule alignment and quality compliance throughout the project's execution. With five years of experience at Garco, he brings deep familiarity with the project's technical demands and stakeholder expectations. His certifications include USACE Construction Quality Control Management for Contractors, OSHA 30, EM-385-1-1, First Aid/CPR/AED, CESCL, and ECATTS. Career highlights include work on the Gray Army Airfield Hot Refueling Station and leading commissioning efforts for both a Type III hydrant system and a bulk fuel facility. Jack is committed to delivering projects that meet the highest standards while supporting Garco's reputation for excellence.

Jaclyn Rouse

Project Engineer

Jaclyn is a Project Engineer at Garco, where she supports project success through strong coordination, communication, and technical oversight. Her day-to-day responsibilities include supporting field supervision staff, communicating with subcontractors, attending project meetings, reviewing and verifying submittals, generating and tracking RFIs, maintaining as-built drawings, and assisting with CPM schedule updates. She brings prior experience from the manufacturing industry as well as work in a legal contracts capacity, which strengthens her attention to detail and problem-solving approach. Jaclyn is MSHA certified and has contributed to several meaningful projects, including the Almira K-8 School rebuild after a devastating fire and the Aero-Flite Maintenance Hangar, which provides essential space for aerial firefighting operations. A key career milestone for Jaclyn has been her promotion from Project Administrator to Project Engineer, reflecting her growth and dedication to the team.

Jake Hodge

Project Manager

With 20 years of experience at Garco Construction, Jake serves as a Project Manager who oversees all phases of project management with a strong focus on alternative delivery methods. His responsibilities include preconstruction planning, design assist collaboration, scheduling, logistics, employee development, estimating, subcontracting and buyout, and overall project coordination. Before moving into management, Jake gained several years of hands-on experience in the concrete field and brings a unique scientific and biological academic background that strengthens his analytical and problem-solving approach. His career has focused primarily on K-12 and higher education work, and he is currently completing his 20th educational facility. Jake is proud to have worked on commercial, industrial, civil, transportation, and private projects, and he has extensive experience with major delivery methods including traditional bid-build, GCCM, traditional design-build, and progressive design-build. He values Garco's family-oriented culture, the meaningful relationships he has built over the years, and the opportunity to create spaces, especially schools, that positively impact the people who use them.

James T. Welsh, Jr.

President - Commercial/Industrial

James T. Welsh, Jr. (Jamie) started with Garco Construction in May of 2003. His experience prior to joining the executive team makes one of the region's most diversified construction managers, working on a variety of projects ranging from public works to educational facilities. Jamie has extensive knowledge of automated project management systems and Primavera scheduling software.

Jason Burns

Senior Architectural Designer

Jason is a Senior Architectural Designer at Garco Construction and has been with the company for more than 35 years. In his role, he leads project design from concept through completion and is skilled in developing CPM schedules that support planning and execution. Jason began his career as a project engineer, gaining early experience in producing project schedules and coordinating technical details, which continues to strengthen his design leadership. He holds an Associate membership with the American Institute of Architects and a Business Management degree from Gonzaga University. Jason's project portfolio includes numerous automotive dealerships and commercial buildings, and he considers one of his greatest career milestones to be the successful design and completion of more projects than he can count.

Jason McDonald

Architect

Jason is Garco's Lead Architect, guiding the design vision for projects from initial concepts through construction. He oversees the full design process for the Garco design team, defining project scope, developing schematic designs, coordinating with consultants, and producing construction drawings and permit packages. Jason remains closely involved through construction, providing direction, answering questions, and ensuring the design intent is carried through to completion. With more than a decade of architectural experience and a lifelong foundation in construction, he brings a practical, solutions-focused perspective to every project. His credentials include AIA and NCARB certification, along with architectural licenses in Washington, Idaho, and Louisiana. A standout project for Jason was the Aeroflite Maintenance Hangar-an expansive, highly technical facility that combined engineering complexity with community impact. Becoming a licensed architect at just 29 marked a major milestone in his career and set the stage for his continued growth as a leader in Garco's design efforts.

Jeff Hooper

Chief Financial Officer

Jeff Hooper has been with Garco for more than 10 years, using his diverse experience to manage Garco's lean and efficient accounting team. He has more than 34 years of accounting experience in the construction industry, including three years of public accounting for a firm specializing in construction. Prior to coming to Garco, he has been CFO and/or controller for companies in the following areas of construction: general contractor, electrical, mechanical, environmental remediation and home building. He also has seven years experience as the controller for a startup software developer.

Joe Anderson

Architectural Designer

As an Architectural Designer, Joe has been shaping projects at Garco for 18 years. He supports a wide range of work, including new construction, remodels, and additions, taking projects from schematic design through permitting, documentation, and construction administration. Joe also specializes in capturing existing conditions using 3D scanning technology, ensuring accuracy and efficiency throughout the design process. His background includes hands-on residential construction experience as well as teaching virtual technology and design courses at the University of Idaho, giving him both practical and academic insight into the built environment. His project portfolio includes notable work such as the Aero-Flite Maintenance Hangar, Trinity Catholic School, and the Gonzaga Prep Gymnasium and Library improvements. For Joe, each completed project is a milestone-part of a growing collection of buildings that will serve the community for years to come

Jon Marcy

Project Engineer

Jon is a Senior Project Engineer at Garco Construction, where he has spent the past six years leading complex projects and bridging technical design with effective project management. He oversees project scope, budgets, and schedules; coordinates cross-functional teams; ensures technical accuracy; manages stakeholders; mentors junior staff; and drives process improvements to strengthen efficiency and compliance. His expertise spans technical problem-solving, risk management, financial oversight, and upholding rigorous safety and quality standards from project planning through closeout. Before joining Garco, Jon spent 19 years at Costco Wholesale, managing more than 400 employees and an annual operating budget of $250 million, bringing a high level of operational leadership and organizational discipline to his work. He also holds a CQM for Contractors certification. Jon's project highlights include the SERE Dormitory, JPRA Mission Support Facility, and SVFD Training Facility, and he notably earned a perfect CPARS score for the JPRA Mission Support Facility project-one of his proudest career achievements.

Josh Lange

Project Engineer

Josh is a Project Engineer at Garco Construction, supporting field teams and project leadership with the coordination and documentation needed to keep projects running smoothly. He assists with RFIs and submittals, maintains schedules across multiple platforms, performs quantity takeoffs, evaluates subcontractor and supplier pricing, and leads weekly meetings with clear, organized communication. Josh also prepares change events and PCOs with thorough backup and helps guide projects through closeout, including O&Ms, owner trainings, and as-builts. With a bachelor's degree in Construction Management and a minor in Business from Central Washington University, he brings strong technical training and hands-on experience from tilt-up and industrial projects, including work for Farwest Steel, Kaiser Aluminum, Solstice, Collins Aerospace, and Steelfab. His certifications include Procore Project Manager, OSHA 30, Trenching and Excavation Competent Person, CQM for Contractors, and CESCL. Josh is driven by continuous learning and enjoys applying past experience to deliver efficient, high-quality results for every project team.

Josh Rivas

Project Engineer

Joshua is a Project Engineer and has been with Garco for more than three years. In his role, he serves as a key member of the project delivery team, working closely with the superintendent and project manager to support smooth day-to-day on-site operations. His responsibilities include field coordination, subcontractor support, scheduling assistance, and maintaining workflow to meet project milestones. He also manages essential project documentation such as RFIs, submittals, daily reports, change orders, and compliance records, while supporting cost tracking, monitoring material deliveries, and maintaining accurate documentation for billing and forecasting. Joshua acts as a vital communication link between field crews, office staff, and project stakeholders to help resolve issues and keep projects moving efficiently and safely. Prior to joining Garco, he worked as a general foreman in residential construction beginning in 2009 before transitioning into commercial and federal work, experience that strengthens his contributions. He also holds certifications including Quality Control Manager, OSHA 30, CESL, and First Aid/CPR AED. Project highlights include the Almira K-8 school, and key career milestones include successfully transitioning into federal construction and earning his QCM certification, which has allowed him to take on greater responsibility for project quality and compliance.

Joshua Masterson

Project Manager - Civil

JJ is a Project Manager at Garco Construction, where he supports a wide range of civil projects across the region. He manages multiple smaller projects-including Avista work, dam projects, and fuel facility upgrades-while also contributing to larger efforts through specialized procurement, CAD coordination, and subcontractor management. In addition to his project management responsibilities, JJ assists with civil estimating, helping develop bids for bridges, fish facilities, and other complex heavy civil work. With a civil engineering degree from Gonzaga University, he brings strong technical skills and a deep understanding of project requirements. JJ especially enjoys working on specialized fish-facility projects, which blend heavy civil, mechanical, and electrical scopes in uniquely challenging ways. A career highlight includes contributing to the national award-winning Cle Elum Dam Juvenile Fish Facility project. He thrives in Garco's collaborative, family-like environment and loves the variety and challenge that come with long-duration, highly technical construction projects.

Justin Mitchell

Project Manager

Justin joined the Garco team in 2025 as a project manager in the Federal division. With six years of experience in the A/E/C industry focused on hydroelectric, mining, and Federal government work, he brings a strong technical background supported by his Mechanical Engineering education and experience working within highly regulated environments. Justin holds certifications including Primavera P6, OSHA 30, and HAZWOPER 40, and is currently leading the Design-Build Demolition and Renovation of the Fairchild Air Force Base Mission Support Complex, a 110,000-square-foot facility being modernized to support long-term mission needs. He is also proud of his work on the historic Tumwater Dam in Washington, where he led efforts to reinforce the spillway apron with underwater grouting while maintaining safe fish passage. Justin appreciates Garco's people-driven culture, diverse project opportunities, and strong community involvement. Outside of work he enjoys golfing, skiing, and spending time outdoors with his dog and Fiance.

Kathlene Johnson

Project Engineer

As a Project Engineer and Garco's LEED Accredited Professional, Kathlene supports project execution with a focus on project closeout and comprehensive management of LEED documentation. She oversees tracking, data entry, and submission of all qualifying LEED products to help ensure projects meet sustainability goals and certification requirements. Kathlene's background includes experience with operation and maintenance manuals and as-builts, which, combined with the skills she has developed during her time at Garco, strengthens her ability to support complex project deliverables. In addition to LEED AP Building Design + Construction, Kathlene holds multiple professional certifications including AGC Project Manager Development Program Modules 1-4, USACE Certified Construction Quality Management for Contractors, and Stormwater Pollution Prevention Planning certification. Her project portfolio includes work on the Tacoma Amtrak Station, JBLM Chemical Battalion, Missile Maintenance Dispatch Facility, Malmstrom Air Force Base, and the Spokane Central Service Center.

Kayla Evans-Roders

As a Project Administrator in Garco's Civil Department, Kayla plays an important role in supporting the successful delivery of projects. She manages commitments, change orders, billings, and compliance documentation for all civil department projects, helping ensure accuracy and keeping work on track. Kayla has worked for general contractors since 2004 and brings experience from a variety of project types with differing requirements, which strengthens her contributions to the team. One of her project highlights is the University District Pedestrian Bridge, her first project with Garco and now an iconic feature of the Spokane skyline. Kayla enjoys knowing that her work contributes to projects that improve local infrastructure and benefit the community.

Kelli Hagman

Graphics & Media Manager

As Garco's Graphics & Media Manager, Kelli plays a key role in supporting projects through high-quality visual communication. She creates graphics for proposals, internal and external communications, and special projects, while also maintaining Garco's media library, coordinating new photography needs, and overseeing brand and website upkeep. Kelli brings more than 15 years of industry experience and eight years of agency experience working across a wide range of clients and industries, strengthening her ability to elevate Garco's visual presence. She holds a Bachelor of Arts in Graphic Design. A project highlight for Kelli was revamping the company website and enhancing the overall quality and presentation of Garco's proposals. Kelsey is Garco Construction's Payroll Manager and has been with the company for six years. Her responsibilities include managing union payroll reporting across multiple jurisdictions, handling taxes and deductions, and preparing financials for monthly, quarterly, and annual closeouts. Kelsey also facilitates random drug testing and manages company credit cards, ensuring accuracy and compliance at every step. Her career began as an accounting intern at an engineering firm, later advancing to bookkeeping before joining Garco, where she quickly rose from Accounting Generalist to Payroll Manager. Kelsey takes pride in Garco's reputation as a Spokane icon and loves seeing the impact the company makes in the community. Matt is a Designer at Garco Construction and has been a valued member of the team for 20 years. Having begun his career at Garco with no prior industry experience, he has grown his expertise entirely within the company, supported by a BA in Architectural Technology. As Garco's Marketing Director, Nicole guides the company's overall marketing strategy, brand presence, and business development support. She leads the marketing team in producing proposals, managing digital platforms, developing advertising campaigns, and strengthening internal communications. With more than 20 years of experience in marketing and advertising-especially in writing and content creation-Nicole brings a strong creative vision and a strategic mindset to every initiative. Her skill set spans copywriting, video production, campaign development, instructional content, and proposal writing, all of which contribute to Garco's competitive position across market sectors. Nicole is especially proud of contributing to school projects, knowing they help shape the communities Garco serves. Over the years, she has also earned recognition through Addy and Telly award-winning work, reflecting her commitment to excellence and impactful storytelling.

Rob Decker

Before joining the management team with Garco in 2008, Rob served as an Airborne Ranger Infantry Officer in the United States Army in Iraq during Operation Iraqi Freedom. Based out of Joint Base Lewis- McChord, his military experience provided him invaluable experience in managing operations, administration and organizational logistics.

Rocky Gerber III

Senior Project Manager

Rocky is a Senior Project Manager at Garco's Federal Way office, leading complex projects for operations on the West Side. His responsibilities include writing contracts, managing subcontractors and on-site staff, and working closely with owners on billing and scheduling. Rocky's career spans decades, beginning in 1974 at Three Mile Island and progressing through roles on major projects like San Onofre Nuclear Power Station, U.S. embassies overseas, and Department of Defense facilities across multiple states. He holds a CCM certification and brings unmatched experience to every job. A highlight from his early career was serving as a carpenter foreman on the Four Seasons Hotel in Seattle, where he installed high-end finishes with precision. Rocky is also proud of his academic achievements, earning a master's degree while teaching construction management at the University of Washington for 12 years. His depth of knowledge and leadership make him an invaluable part of Garco's team.

Sean LaRue

Sean began his career in 1993 as a union laborer with Garco Construction before joining the Ironworkers in 1998. Over the years, he has steadily advanced through positions of increasing responsibility, including Foreman, General Foreman, Project Superintendent, Senior Project Manager, and now serves as Vice President of Industrial.

Throughout his career, Sean has cultivated a collaborative environment with owners, architects, engineers, and trade partners, resulting in numerous successful projects. He is honored to continue his leadership journey by expanding the industrial division, strengthening long-standing relationships, and pursuing new opportunities that will drive growth and innovation for the company's future.

Sean enjoys living in the Inland Northwest, where the abundance of lakes, rivers, trails, and parks provides endless opportunities for outdoor recreation. Outside of work, he and his family spend time hiking, camping, fishing, backpacking, boating, skiing, and exploring nearly every outdoor activity the region offers. After graduating from WSU's Construction Management program in 2009, Sean worked for a large commercial GC in Portland, Oregon. Returning to the Inland Northwest, he brings 17 years of industry experience serving clients across multiple sectors, focusing primarily on aviation and other complex projects. Sean is a results-driven project manager known for solving challenging problems, leading collaborative teams, and delivering projects aligned with client goals. Grounded in early exposure to the trades, he brings a practical, relationship-based approach aligned with Garco's core values to help bring clients' visions to life.

Thrall Hershberger

Senior Project Manager

Thrall joined Garco in 2025 as a Senior Project Manager, bringing more than 30 years of experience in the heavy highway and heavy civil construction industry, including major work on roads, bridges, and water and wastewater treatment plants. With a background in both estimating and project management and a DBIA Associate certification, Thrall has contributed to notable projects such as the Nigliq Channel Bridges and the Albuquerque Water Treatment Plant. He values Garco's deep knowledge base and strong culture of teamwork, which make every day on the job rewarding. Now happily rooted in the Inland Northwest, Thrall enjoys the region's endless outdoor activities, especially hockey, snowmobiling, and fishing.

Tim Loucks

Senior Vice President - Civil

Tim has over 35 years of experience in heavy civil construction including highways and bridges, dam construction, water and wastewater conveyance and storage, and fish passage facilities. He has managed a wide array of complex projects as a superintendent, project manager, operations manager and vice president. His completed projects span 10 states with individual project values in excess of $240M. During his 12-year tenure with Garco, this work has been performed collaboratively with a diverse owner group including WSDOT, ITD, USACE, USBR, BNSF, Avista Utilities and the City of Spokane. Tim is recognized for his superior technical knowledge of structural elements such as deep foundations, complex earth shoring, structural steel erection, and reinforced concrete construction. He has managed and executed major construction engineering efforts for concrete formwork, elevated falsework, and girder and truss erection. Tim is also known for his ability to coordinate large and diverse project teams, engage designers, subcontractors, and third parties, and proactively identify and resolve design and construction issues. His decision-making continually revolves around taking appropriate actions in the context of providing the greatest benefit to the project.

He is also a strong community leader, focusing on local issues and projects.

Tom Morrow

Tom is Garco's Senior Estimator, providing invaluable expertise and dedication to developing accurate and competitive project estimates. His work centers on assembling both budgetary and final estimates, performing detailed quantity takeoffs, reviewing subcontractor and supplier proposals, and analyzing contract specifications and drawings to help keep projects on track. Tom brings valuable experience from previous roles as a project engineer, project manager, and estimator at two other companies, strengthening his ability to support project success. Over his twenty-one years at Garco, he has worked on many notable projects, with highlights including Ridgeline High School, Pullman High School, and the Taylor Sports Complex. Tom views one of his key career milestones as being involved in most of Garco's projects due to the central role estimating plays in the company. He enjoys the people he works with and the wide variety of projects that Garco delivers.

Tyler Hojnacki

Tyler is a Project Engineer at Garco and has been with the company for five years. His work focuses on project coordination, scheduling and planning, cost control, change management, closeout and turnover, quality control, and documentation and compliance management to keep projects moving efficiently and on track. Tyler brings valuable leadership experience from his time in the U.S. Army, where he served as a platoon leader and executive officer responsible for leading multinational teams and executing complex operations safely and on schedule. Zach is a Project Engineer in Garco's civil department, bringing precision and problem-solving to every project. He manages quality control, oversees subcontractor and supplier coordination, and tracks schedules, costs, and progress to keep projects on target. With more than six years of experience on complex federal fish passage projects, Zach is skilled at navigating highly regulated environments and collaborating with agencies, designers, and inspection teams. His civil engineering background and certifications-including EIT, CQM-C, OSHA 30, and Erosion & Sediment Control Lead-reinforce his technical expertise. A career highlight was contributing to the Cle Elum Fish Passage Facility, which earned the 2025 Baldwin Group Build America Merit Award. Zach takes pride in delivering projects that make a lasting impact while upholding Garco's commitment to quality and innovation.
